Addressing Food Security in Pakistan Through Policy Change

The ultimate objective of the new Pakistani National Food Security Policy is to raise the agriculture growth rate to 4 percent per year. Though 4 percent may seem like a minuscule number, it will be no small feat for the Pakistani government to accomplish. The agriculture growth rate has been relatively low over the past decade, averaging about 2.5 percent since 2008. Increasing that number will require a lot of changes to be made.

One issue brought up in the Pakistani National Food Security Policy is the lack of modern technology in the agriculture sector. According to the report, Pakistani farmers do not have access to machinery such as rice transplanters, vegetable planters, fruit pickers and other useful tools that would allow them to run their farms more efficiently and turn larger profits. To mitigate this problem, the new policy will reduce taxes on imports of farm machinery and create incentives for farmers willing to adopt newer technologies.

Another obstacle farmers are having to face is the increasing effects of climate change. Factors like drought and extreme weather fluctuations can have devastating impacts on crops and livestock and leave farmers with nothing to produce. One of the ways the Pakistani National Food Security Policy will attempt to alleviate the effects of this crisis is by investing in biotechnology and the genetic alteration of seeds to better resist drought and temperature changes. The policy will also promote crop insurance schemes and educate the public on which crops are more likely to survive in certain areas.

In addition, the new policy recognizes that many of the resources in Pakistan are not being utilized to their fullest potential. The country’s biggest crop is wheat, which is grown on 40 percent of Pakistan’s land and makes up more than 2 percent of the GDP by itself. However, there has been a global decline in wheat prices over the last few years and the government is thinking twice about having its entire economy rely on the success of one crop. Consequently, the Pakistani National Food Security Policy aims to focus more on cultivating fruits, vegetables, livestock, poultry and fisheries in the future.

Lastly, the policy addresses how unaffordable it has become for Pakistanis to purchase nutritious food. In response to this problem, the government hopes to devote more energy to continuing and creating programs dedicated to reducing poverty and hunger on the local level. Along with the strategies mentioned above to increase profits for farmers, this should be a great help with increasing food security in Pakistan.

It goes without saying that the Pakistani National Food Security Policy is an incredibly bold vision for the country, and it will require a lot of effort on the part of both farmers and the government. However, the fact that Pakistan is actively taking steps to eradicate food insecurity is a sign of hope for its millions of hungry citizens, and such a high goal may be exactly what the country needs.

First ever national food security policy launched.

ISLAMABAD: Minister for National Food Security and Research, Sikandar Hayat Khan Bosan Tuesday launched the first ever National Food Security Policy framework to provide a mechanism to address all four components of food security including food availability, accessibility, utilization and stability.

The policy envisages to achieve its objectives through alleviation of poverty, promotion of sustainable food production systems-by achieving an average growth rate of 4% per annum, and making agriculture more productive, profitable, climate resilient, and competitive.

“Food availability will be ensured through increase in production of food items,” the Minister said while addressing a press conference here.

He said a national food security council is being set up under the chairmanship of the Prime Minister with the chief ministers and representatives from relevant government agencies to review the state of food security and take appropriate policy measures.

“The comprehensive strategy and action plan for addressing the food security issues in collaboration with national and international partners are also being deliberated at the ministry of national food security and research”, he added.

Mr Bosan pointed out that measures will be taken to improve farmers’ access to quality inputs such as seed, fertilizers, pesticides, credit etc.

Furthermore, he said improved farm techniques Good Agriculture Practices (GAP) will also be promoted and issues like land and water management will also be addressed.

He said the government had also formulated and formally launched the first ever water policy, which became especially important in the wake of climate change and water shortages.

According to the policy framework, research will also be one of priority areas to address the emerging challenges of climate change, water stress, pests and diseases and other challenges.

Under the policy framework, federal and provincial governments would collaborate to harness best utilization of available resources to modernize agricultural production and improve accessibility of the people to food.

The accessibility of the food will be increased through market support initiatives and for a marginalized group of the society will be addressed by launching programs like national zero hunger program.

Food utilization aspect will be covered through food safety measures while food stability will be handled by providing quality production and trade, emergencies and disaster management, innovation and knowledge disseminating and policy support.

“Three significant aspects hampering the improvement in production of agriculture including development of resistant crop varieties, provision of quality seed and high input cost, the government has already undertaken various measures including promulgation of Plant Breeders’ Right Act, 2016, promulgation of Seed (amendment) Act 2015, and abolishing subsidy on fertilizer,” Sikandar Hayat Bosan added.

The minister said that during previous few years, the food crop availability had remained in surplus and most of the crops are being exported.

He informed that Pakistan was producing seven million ton of rice out of which over three million tons of rice were being exported. Similarly, he said potatoes and onions are also in surplus and the surplus crop is being sent to Central Asian and Middle Eastern Countries.

Responding to a question, the minister said that currently there was acute water shortage in the country and stressed the need to develop national consensus on building big water reservoirs to ensure water availability for human and agriculture uses.

He said that his ministry was specially focusing on the efficient use of irrigation system to ensure non wastage of water.

To another question, Bosan said Sugar Control Act was a provincial subject which needs to be reviewed and enforced to ensure that no sugar industry is built in the cotton growing areas.

In this regard, he said he always voiced against the sugar mafia at various forums.

Regarding provision of relief to farmers during last five years, the minister said he made it possible to reduce the cost of production for agriculture produces by lowering price of Urea fertilizer from Rs 1800 per bag to Rs 1400 per bag now, reducing the prices of pesticides and slashing tax duties on tractors and machineries from 17 percent to 5 percent.

World Bank to provide $22.2m for flood-affected farmers

The World Bank (WB) will provide financial support of $22.2 million for rehabilitation of flood-affected farmers through a project, a statement from the Ministry of National Food Security and Research said.

Record monsoon rains and melting glaciers in Pakistan's northern mountains have brought floods that have affected over 33 million people and killed over 1,500, including children. The inundation is being blamed on climate change.

In July and August, Pakistan got 391mm (15.4 inches) of rain, or nearly 190% more than the 30-year average, while Sindh got 466% more than the average.

The World Health Organisation has said millions of people need humanitarian support in the flooded areas.

The announcement was made during a meeting between World Bank South Asia Regional Director for Sustainable Development John A Roome and Federal Minister for National Food Security and Research Tariq Bashir Cheema in Islamabad.

The statement said that both sides discussed the rehabilitation and relief efforts in the floods and rains-affected areas with special reference to the farmer community and food security.

Cheema said that floods and rains have played havoc on the agriculture sector and have devastated the farming community. “At this critical time, we are only focused on rehabilitation activities in the flood-affected areas to bring back normalcy,” he added.

He said that his ministry has planned to subsidise seeds and fertiliser to support the flood-affected farmers. According to the proposal, the federal government will provide subsidised inputs to flood-affected farmers for the upcoming Rabi season on a cost-sharing basis with the provinces.

Cheema said that the proposed subsidy may be presented to the federal cabinet soon. “We plan to provide subsidised wheat and edible oil seeds, and one fertiliser bag per acre to farmers in the calamity hit areas,” he said.

The official handout said that the disbursement will be through provincial governments and NDMA. Cheema hoped that the farmers will be able to stand back on their feet after this support.

During this national emergency, the federal government is supporting the agriculture departments of the provinces in every way possible, Cheema said.

On this occasion, John A Roome said that the World Bank will help Pakistan, in this time of need, through projects targeted to rehabilitate the affected community.

He agreed to support the rehabilitation of the farming community in flood-affected districts and locus hit areas through the Locust Emergency and Food Security (LEAFS) project of the World Bank.

He said that the WB is working with provincial agriculture departments to support the farming community. Cheema appreciated the WB group’s assistance when helping hand in recovery and rehabilitation is needed more than ever.

John A Roome said that he will request the WB Group Board to increase support for Pakistan to recover from the devastations caused by unprecedented floods.

In another meeting, Cheema directed the Department of Plant Protection (DPP) to prepare a comprehensive plan to deliver the seeds and fertiliser to the flood-affected regions by the end of the month.

He also approved the request of the department to recruit technical staff for surveillance of locust outbreak and diseases. The federal minister feared that the recent flood and rains have increased the chances of a locust attack.

He directed to rigorously inspect breeding and swarming areas to take remedial action. “The recruitment of surveillance staff and procurement of vehicles will enhance the capacity of the department to immediately respond to any unwarranted situation,” said Director General Department of Plant Protection Allah Ditta Abid.

Pakistan contributes core support to ICIMOD with the Ministry of National Food Security and Research as nodal ministry for ICIMOD in Pakistan.

The incumbent Secretary of Ministry of National Food Security and Research formally represents in the ICIMOD Board of Governors. Pakistan and ICIMOD have been working together for the mountain agenda in the Hindu Kush Himalayan region with policy-makers, experts, planners, and practitioners.  ICIMOD provides support to Pakistan in terms of capacity building, strengthening institutional capacity, research and demonstrations and providing regional and international platforms through workshops, conferences and symposia to share knowledge.

Together with Pakistan, ICIMOD has been emphasing the importance of enhancing and strengthening partnerships to develop and customize methodologies and tools and also to carry out innovative applied research to support future programme development. ICIMOD’s partner institutes in Pakistan include government agencies, academies, local research institutions, universities, and NGOs.

Pakistan-ICIMOD Day

The 45th ICIMOD Board of Governors meeting was held in Islamabad in 2014. Coinciding with the Board meeting, the Pakistan-ICIMOD Day was organised in close cooperation and support from the Ministry of National Food Security and Research (MNFS&R), Government of Pakistan.  The date was chosen to coincide with ICIMOD’s 45th Board of Governors meeting, so that its Board of Governors could have a chance to see firsthand the work that it is conducting in Pakistan and also to give them a chance to interact with the partners.

The key objective of the event was to provide an opportunity for mutual learning, sharing, and networking among the national partners in Pakistan with regard to ICIMOD programme implementation.

The event also helped to showcase the work done by ICIMOD’s partners in Pakistan for increased ownership and visibility and to help develop greater synergy with national programs. The target audience included ICIMOD’s partner organizations in Pakistan who are either already involved in helping to implement its programmes and share knowledge and experience and/or those who are potential partners for future endeavours; these include: government agencies, non-governmental organizations, academic and research organizations, community-based organizations, development organization, network and media partners in implementing its programmes and sharing knowledge and experience in fields of mutual interest. Overall, the Pakistan-ICIMOD day was important to strengthen ICIMOD’s engagement and enhance partnerships which will mobilize support for sustainable development challenges and regional cooperation in the Hindu Kush Himalayan region.
