2022 WAEC GOVERNMENT ESSAY (THEORY) ANSWERS:

(1)(i) Failure of the past government: Due to the failure of the past government in fulfilling fair promises (ii) Fear of intimidation: This may discourage the individuals the opportunity of expressing his opinions freely and this may affect his trust in the government  (iii) Aparthy/Lack of interest: This may create distrust or barrier between individuals and government (iv) Poverty: This may discourage citizens to trust government due to high level of Poverty in the country (v) Ignorance/illiteracy: The efforts of this is that citizens may not see the need to participate in politics due to their lack of knowledge on the government activities

(2)(i) Independence of the electoral body: The electoral body should be made autonomous rather than appendages of the executive arm government. Government should not interfere with the conduct of election. (ii) Secret balloting: Voting should be done sectretly, so as to give the voters the freedom to vote for canditate of their choice. (iii) Political education of the electorates: The electorates should be educated on their rights and how to identify party symbols and the proper manner of voting. (iv) Non-inference: There should be no political interference in the affairs of the commission (v) Appointment: The officials of the commission should not be appointed by the executive government. It should be done by the independent body whic is the commission. (vi) Integrity: Those to be appointed into the commission must be people of proven integrity and transparent honesty. (vii) Legal backing: The commission should be adequately backed up with the laws to enable it command respect and obedience from political parties and candidates.

(i) Settlement of disputes: The traditional rulers performed some judicial functions by settling dispute among the people in their community (ii) Creation of law enforcement: They also created law enforcement institutions like e.g age grades and masquerade to enable them maintain law and order in the community. (iii) The use of ancestral spirits: The ancestral spirits were used by the traditional rulers to control their subjects which they believe guides their footsteps. (iv) The  use of sanction and punishments: These measures were applied against law breakers in the community, e.g banishment. (v) The introduction of rewards: people who had contributed to the development of their areas were rewarded with titles or distribution of land and war booty. (vi) Appointment of Chiefs: Chiefs were appointed by traditional rulers in order to use them to control their subjects(vii) Conscription of youths: The traditional rulers conscripted youths to perform forced labour and serve in the British army during the world wars.

(6)(i) Settlement of disputes:The pre-colonial traditional rulers settled disputes. Disputes are normal in every society and pre-colonial societies in West Africa were no exception. Any dispute that arose was settled by the chiefs. Culprits were punished and the innocent were set free. This was one of the ways chiefs controlled their subjects. (ii) Law enforcement: There were law enforcement institutions in place to ensure law enforcement. Some of the enforcement institutions were the Age grades, masquerades, and militant groups like the Asafo companies among the Akans. These enforcement institutions were used in controlling the subjects(iii) Use of ancestral spirits:The traditional belief that when the living misbehaved, the dead who lived in the after world could punish them, was another ingenious way of controlling the people. This belief in the underworld was common in pre-colonial times and nobody wanted to be on the wrong side of the gods hence they obeyed the laws thus helping the chiefs maintain control. (iv) Customs or taboos and conventions:There were things that the traditional society frowned upon and the society never compromised on them. These were aspects of their customs, taboos, and conventions. Any infraction of the customs, taboos or conventions attracted a certain form of fine or sanctions. This way, the chiefs were able to control their subjects. (v) Oath taking:In pre-colonial times, one of the ways of ascertaining the truth was the taking of an oath, to tell the truth. There were serious repercussions for anybody who took the oath and still went ahead to tell a lie. The oath was usually taken before the gods of the land represented by the Chief Priests. Sub-chiefs were also made to swear oaths to remain loyal to the Paramount Chief. All these helped to keep them in line.

(9a)E-Government is defined as the employment of the internet and the world wide web for delivering government information and services to the citizen. E-government describes the use of technology to facilitate the operation of government and the dispersement of information and services.

(9b)(PICK ANY FIVE)(i) Ultimate goal: The ultimate goal of the E government is to be able to offer an increased portfolio of public services to citizens in an efficient and cost effective manner. E-government allows for government transparency. This is important because it allows the public to be informed about what the government is working on as well as the policies they are trying to implement. (ii) Efficient performance: Many changes such as marital status or addresses can be a long process and take a lot of paper work for citizens. E-government allows these tasks to be performed efficiently with more convenience to individuals.

(iii) Political participation: E-government is an easy way for the public to be more involved in political campaigns. It could increase voter awareness which could lead to an increase in citizen participation in elections. (iv) Convenient and cost effective: It is convenient and cost-effective for businesses and the public benefits by getting easy access to the most current information available without having to spend time, energy and money to get it. (v) Accessibility: E-government helps to simplify processes and makes access to government information more easily accessible for public sector agencies and citizen (vi) Accountability: E Government transparency will give insight to the public on how decisions are made and hold  elected officials or accountable for their actions. The public public servants could become a direct and prominent influence in government legislation to some degree. (vii) Interaction with computers: E government allows the citizen to interact with computers to achieve objectives at any time and any location and eliminates the necessity for physical travel to government agents sitting behind desks and windows. (viii) Quicker processing time: Improved accounting and record keeping can be noted through computerization and information and forms can be easily accessed, equating quicker processing time.

  • Define Public Corporation. (a) A public corporation may be defined as a business organisation established, owned, managed and financed with tax payers money by government of a country with the main motive of making profit but to render essential services to members of the public. (b) i. Financial Control: The accounts of public corporations are audited from time to time by government Auditors and a copy of the Auditors’ report is submitted to the Minister which he presents to the parliament and this prevents financial mismanagement. ii. Judicial Control: As a legal entity which can sue and be sued, a public corporation can be dragged to court if it fails to act within the limits set by the law that established it and its action declared ultra vires. iii. Alani was the seventh child of his family. When he was growing up, there was scarcely enough to go round. His mother was a petty trader while his father worked as a clerk in one of the ministries. But Alani was an intelligent child and performed brilliantly at school, This endeared him to his teachers. He represented the school at all competitions and won many laurels he won a scholarship to study at any school of his choice to university level. The future was indeed bright for him. However, having to constantly struggle with his siblings for the little sustenance provided by their parents turned him into an aggressive child. While he was in Basic Six,

After graduation, Alani got a job with a reputable accounting firm. He travelled far and wide and was trained extensively. He rose through the ranks and became one of the top executives. After a while, he decided to establish his own firm. His firm flourished because of his hard work, dedication and the huge amount of money and time he invested in the venture. After just a few years, the firm became a household name. However, things took a bad turn. Alani’s success went to his head. He became pompous. He would get angry at the slightest provocation. He refused to take the advice of his employees, considering them all beneath him. Even when his workers had good suggestions for improvement, he would not listen. Often times, he would treat his clients shabbily. He began to lose clients one by one and his profits dwindled. His firm was on the rocks and he started to blame his employees for the downturn in his business.

He became suspicious of every move made and action taken by his workers. Soon, Alani became a bitter man. He lost the respect of his workers because he often quarrelled with them. However, Alani’s secretary, who was his pioneer staff did not give up on him. She tried to talk to him and refused to resign when other members of staff were putting in their letters. When five of his workers resigned on the same day, that decided it! He realized that he just had to turn his life around. He went for counseling and began to turn over a new leaf. It was during one of the counseling sessions that he met a business mogul. They got talking and the man was impressed with Alani’s knowledge and expertise. They formed a partnership and Alani’s business began to grow again.

Alani had learnt a useful lesson: those who are endowed with success should nurture it with humility.

7. Read the following passage carefully and answer the questions on it.

Armed robbery is one of the most condemnable crimes in the contemporary society. People have been maimed or killed for their money or belongings in the past, but never has robbery with VIolence been experienced on such a large Scale as observed recently. Armed robbery is typically motivated by the desire to obtain money and valuables. However, some armed robbers engage in the crime with the intention of boosting their status. Whatever the motivation, the act is inhumane and can result in injury and sometimes the death of the victims. It is rather unfortunate that in almost all modern societies there are always

groups of unemployed young people. Some are unemployed because they have little or no education and lack skills. What is even worse, these young people are often unprepared for and unwilling to do any manual work to earn an honest living. They tend to blame society for their plight and retaliate by indulging in acts of crime and lawlessness. They grab money and valuable properties of their victim to enable them to survive in a society which seems to ignore them. To reduce the instances of armed robbery parents should do their best to nurture their children in the right way because charity begins at home. They should instill good values in them and should not hesitate to correct them early in life when they bring home something that does not belong to them. The rich on the other hand, who are mostly the target of armed robbers, provide another cause. Some show off their wealth ostentatiously, live flamboyantly, go about in flashy and sophisticated cars, shop from one exotic island to another on holidays, and brag about all their escapades on social media much to the annoyance and envy of the unemployed youth. To bridge the gap between the haves and the have-nots, the government should provide the necessities for its citizens. Social services should be made available to those without jobs. The proVision of such amenities to cater for the entire populace would help to improve the living conditions of the unemployed and underdeveloped. The adequate provision of infrastructure would ensure that every individual has access to the basic comforts of life.

The breakdown of traditional systems. resulting in loss of moral and spiritual values, has made wealth the only thing of value in the eyes of the youth. The ostentatious display of ill-gotten wealth is applauded and the society hardly questions its source. Many young people therefore engage in all manner of nefarious activities including armed robbery to make money in order to enjoy the delight and comforts of modem life and above all, be celebrated by their society. Law enforcement authorities can further reduce the spate of armed robberies by monitoring places known for high incidence of the crime. Constant and intrusive patrols of crime-prone areas can deter potential offenders.

Section 1: Most nearly opposite in meaning

Answers 1. A: cowardice The noun ‘audacity refers to the action or attitude of being insolently bold, daring or having the guts to challenge something or confront someone in a way that shows you are not afraid or saving your face. The opposite is cowardice. Other similar antonymous words are ‘fearfulness or timidity. Example: His critique of the system exemplifies so much audacity.

2. B: meticulous To be careless in one’s lifestyle means to not be careful in what one does, to be care-free, unbothered about things going wrong, nonchalant or in different to important things. The opposite is to be meticulous. Other words are: careful, cautious or restrained.

3. C: lax The adjective stringent’ describes rules or regulations that are strict, harsh, rigid or difficult to bend/circumvent, stern or severe. The ones that are not taken seriously or that can be maneuvered are lax’, slack or lenient.

4. B: impede As used in the context of the given sentence, the verb facilitate to promote, accelerate, aid and enable progress, They also denote making the realization of progress faster. The opposite is impede, ‘delay, ‘inhibit or hinder’. Not that ‘prevent’ might also be closer in meaning to “impede but it precludes the sense of slowing down the pace of progress. Hence, impede” is a better option.

5. D: spiritual The context in which ‘temporal is used very important. While whatever is temporal does not last for a long time, in the expression “These days. many people concentrate on temporal things to the detriment of the spiritual’, the adjective means: worldly, earthly mundane or profane. The opposite is ‘spiritual’, ‘transcendent or ‘divine’.

6. C: conservative As used in the given sentence. the adjective liberal means to be open-minded and always progressive, forward-thinking and being able| to shift grounds in your approach to issues, free thinking. Is conservative to be too conventional, rigid, and narrow-minded or not being able to shift ground, always wanting something done in a particular old way.

(iii) Political Socialisation is a lifelong learning process but its pace and role keep on changing from time to time. The process goes on continuously throughout the life of the individual.

3. Define Public Corporation. (a) A public corporation may be defined as a business organisation established, owned, managed and financed with taxpayers money by the government of a country with the main motive of making a profit but to render essential services to members of the public.

(b) i. Financial Control: The accounts of public corporations are audited from time to time by government Auditors and a copy of the Auditors’ report is submitted to the Minister which he presents to the parliament and this prevents financial mismanagement.

ii. Judicial Control: As a legal entity that can sue and be sued, a public corporation can be dragged to court if it fails to act within the limits set by the law that established it and its action declared ultra vires.

iii. Ministerial Control: Ministers that are answerable to the parliament have extensive power over public corporations. These include powers to appoint and dismiss members of the Board of Directors, determination of remunerations, conditions of service, approving all loans and major expenditures etc.

iv. Public Control: Members of the public who consume goods and services of the public corporations exercise some form of control through criticisms they level against these corporations.

(iv) Poverty: The inability of the united nation to effectively address the issue of poverty among member states.

(v) Difference in ideology: There are differences in ideology, culture, politics and methods used in pursuing an economic goal. This may negate the evolution of lasting peace in the world.

9. i. The constitution is not a product of any constitutional conference; It was hurriedly prepared by the outgoing military government of General Abdulsalam Abubakar.

Thus, many Nigerians continue to criticize it and see it more as a military constitution than the civilian constitution.

ii. The constitution fails to define the roles of the traditional rulers in government. And The recognition of the Sharia courts contravenes the description of the country as being SECULAR.

iii. The constitution is not clear on the functions and creation of the local governments; This makes local governments to be at the mercy of the other governments.

Then, this issue of the creation of more local governments has been a major source of conflict between states and federal governments. A classical example was Lagos vs Federal Government during Obasanjo’s administration.

(i)Legislative or Law-Making: The first and foremost function of a legislature is to legislate i.e. to make laws. In ancient times, laws used to be either derived from customs, traditions and religious scriptures, or were issued by the kings as their commands. However, in the contemporary era of democracy, legislature is the chief source of law.

(ii)Deliberative : To deliberate upon matters of national importance, public issues, problems and needs is an important function of a modern legislature. Through this function, the legislature reflects the public opinion over various issues.

(iii)Custodian of National Finances: A near universal rule is that “the legislature of the state is the custodian of the national purse.” It holds the purse of the nation and controls the finances. No money can be raised or spent by the executive without the approval of the legislature. Each year the executive has to prepare and get passed from the legislature the budget for the coming financial year.

(iv)Control over the Executive: A modern legislature has the power to exercise control over the executive. In a parliamentary system of government, for all its actions, decisions, and policies, the executive is collectively responsible before the legislature.

(v)Constituent; In almost every state in many countries, it is the legislature which has the power to amend the constitution. For this purpose, the legislature has to pass special laws, called amendments, in accordance with the procedure laid down in the Constitution.

(1a) Entire labour force = 30+37+19+12.2+16.1+10.8+15.6+19+10.3 = 170million

(1b) (i) Primary sector ==> Mining + Fish farming + food crop production

% of primary sector = (16.1+10.8+15.6)/170 ×100% = 12.5/170 × 100% = 25%

(ii) Secondary sector ==> Shoe production + Fish processing + Baking

% of secondary sector = (30+19+19)/170 × 100% = 40%

(iii) Tertiary (%) = 100% – (40+25)% = 35%

(1c) Ratio = 16.1/30 = 161:300

(1d) % Warehousing = 12.2/170 × 100% = 7.2%

(1e) (i) Mixed economy (ii) Government and individuals can feature in the three sectors

(4a) Product retailing is the process when the dealing are based on tangible goods and usually a relationship with the buyer develops overtime when the buyer visits the product retailer frequently over a period of time.

(4b) (i) Breaking of bulk: The Wholesaler serves as a bulk breaker to the manufacturer to enable the retailer buy the goods. By buying the goods from the manufacturer and selling in a smaller unit to the retailers, the Wholesaler is helping the to make sure that the goods goes through the channels of distribution.

(ii) Financing: In the absence of Wholesaler the manufacturer might face financial challenges in his business because he won’t be able to get back the capital invested in the production of the goods. (iii) Information dissemination: Since the Wholesaler is more closer to the retailers and the consumers, he knows what they want and the complaints that has been made on the goods of the manufacturer.

(4c) (i) Packaging problems: The packaging of goods is not standardized. This may result in damage or loss in transit.

(ii) Inadequate transport facilities: The poor transport system also affects commodity distribution and marketing in the country. The roads are so bad that commodities sustain great damage due to accidents.

(iii) Long chain of distribution: There are too many middlemen. The numerous links along the chain of distribution make the price of commodities to increase considerably. (5a) Price elasticity of demand may be defined as the degree of responsiveness of the quantity demanded of a commodity to change in the price of a commodity. In order words, it is the degree of responsiveness of quantity demanded to a small change in the price of the commodity.

(5b) (i) On elastic demand, Demand is said to be elastic if small change in price leads to a greater change in the quantity of goods demanded. While On inelastic demand, demand is said to be in elastic if a larger change in price leads to a small or slight change in the quantity of goods demanded.

(ii) On elastic demand , elasticity is greater than one or unitary , i.e E ==>1<infinity. While on inelastic demand , elasticity is less than one but greater than zero, i.e E ==>0<1

(8b) Term of trade is the rate at which country’s exports exchange for it’s import. It is expressed as a relationship between the prices a country recieves for it’s exports and the price it pay for import WHILE Balance of trade is the total value of goods sold and bought by a country during a given period , usually a year. When visible exports equal visible imports in monetary terms ,we have balance of trade.

(8c) (Pick Any Four) (i) Low level of agricultural production: This makes Nigeria dependent on food imports and exported inputs for her agro-allied industries.

(ii) Low level of technological development: Low level of technological development makes the country’s a greater importer of advance technology

(iii) inadequacies in export promotion strategies: Export promotion strategies to encourage more earnings for the country are grossly inadequate

(iv) Excessive government expenditure: This attitude encourage the government to engage in massive importation of all kinds of goods into the country

(v)poor social and economic infrastructure: Poor social and economic infrastructure contribute greatly to low capacity utilisation in the industries section eg bad roads, irregular supply of electricity,water and poor telecommunication

(vi)Existence of import-dependent industries: These industries reduce the country’s earnings a they demand for the scarce foreign exchange to enable them to procure machines and raw materials from abroad.

(iv) Commercial farming is not dependent much on man power or animal power whereas subsistence farming is dependent.

(v) In commercial farming, there are proper irrigation facilities whereas subsistence farming is generally dependent upon the monsoon.
