Ministry of Education has announced the National Education Policy 2020 (NEP 2020) on 29.07.2020 which has been made available at Ministry of Education’s website at  https://www.mhrd.gov.in/sites/upload_files/mhrd/files/NEP_Final_English_0.pdf .The special features of NEP 2020 includes:-

  • Ensuring Universal Access at All Levels of schooling from pre-primary school to Grade 12;
  • Ensuring quality early childhood care and education for all children between 3-6 years;
  • New Curricular and Pedagogical Structure (5+3+3+4);
  • No hard separations between arts and sciences, between curricular and extra-curricular activities, between vocational and academic streams;
  • Establishing National Mission on Foundational Literacy and Numeracy;
  • Emphasis on promoting multilingualism and Indian languages; The medium of instruction until at least Grade 5, but preferably till Grade 8 and beyond, will be the home language/mother tongue/local language/regional language.
  • Assessment reforms - Board Exams on up to two occasions during any given school year, one main examination and one for improvement, if desired;
  • Setting up of a new National Assessment Centre, PARAKH (Performance Assessment, Review, and Analysis of Knowledge for Holistic Development);
  • Equitable and inclusive education - Special emphasis given on Socially and Economically Disadvantaged Groups(SEDGs);
  • A separate Gender Inclusion fund and Special Education Zones for disadvantaged regions and groups;
  • Robust and transparent processes for recruitment of teachers and merit based performance;
  • Ensuring availability of all resources through school complexes and clusters;
  • Setting up of State School Standards Authority (SSSA);
  • Exposure of vocational education  in school and higher education system;
  • Increasing GER in higher education to 50%;
  • Holistic Multidisciplinary Education with multiple entry/exit options;
  • NTA to offer Common Entrance Exam for Admission to HEIs;
  • Establishment of Academic Bank of Credit;
  • Setting up of Multidisciplinary Education and Research Universities(MERUs);
  • Setting up of National Research Foundation(NRF);
  • ‘Light but Tight’ regulation;
  • Single overarching umbrella body for promotion of higher education sector including teacher education and excluding medical and legal education- the Higher Education Commission of India (HECI)-with independent bodies for standard setting- the General Education Council; funding-Higher Education Grants Council (HEGC); accreditation- National Accreditation Council (NAC); and regulation- National Higher Education Regulatory Council (NHERC);
  • Expansion of open and distance learning to increase GER.

  • Professional Education will bean integral part of the higher education system. Stand-alone technical universities, health science universities, legal and agricultural universities, or institutions in these or other fields, will aim to become multi-disciplinary institutions.
  • Teacher Education - 4-year integrated stage-specific, subject- specific Bachelor of Education
  • Establishing aNational Mission for Mentoring.
  • Creation of an autonomous body,the National Educational Technology Forum (NETF) to provide a platform for the free exchange of ideas on the use of technology to enhance learning, assessment, planning, administration. Appropriate integration of technology into all levels of education.
  • Achieving 100% youth and adult literacy.
  • Multiple mechanisms with checks and balances will combat and stop the commercialization of higher education.
  • All education institutions will be held to similar standards of audit and disclosure as a ‘not forprofit’ entity.
  • The Centre and the States will work together to increase the public investment in Education sector to reach 6% of GDP at the earliest.
  • Strengthening of the Central Advisory Board of Education to ensure coordination to bring overall focus on quality education.
  • Ministry of Education: In order to bring the focus back on education and learning, it may be desirable to re-designate MHRD as the Ministry of Education (MoE).

The NEP 2020 has been finalised after detailed consultation process with all stakeholders including State/UT Governments. This Ministry has communicated to all States/UT Governments for implementation of NEP 2020 in letter and spirit. Ministry of Education is also organising ‘ShikshakParv’ from 8 th September to 25 th September, 2020 to deliberate on various themes and implementation of NEP 2020 aimed at eliciting suggestions.Ministry has also organised a Conference of Governors on “Role of National Education Policy in Transforming Higher Education”. In the conference, Governors and Lt. Governors of State and Union Territories, Education Minister of State and UTs, Vice Chancellors of State Universities and other dignitaries participated.  There has been wide publicity with a positive and overwhelming response from stakeholders on NEP 2020.

NEP 2020 recognizes that the vocational education is perceived to be inferior to mainstream education. Hence, this policy aims to overcome the social status hierarchy associated with vocational education and requires integration of vocational education programmes into mainstream education in all education institutions in a phased manner. Towards this, secondary schools will also collaborate with ITIs, polytechnics, local industry, etc. Skill labs will also be set up and created in the schools in a hub and spoke model which will allow other schools to use the facility.

Improving the quality of education across all levels from primary to university level is a continuous and ongoing process. Several initiatives are currently being undertaken in this direction. The SamagraShiksha, an integral scheme for School Education as a Centrally Sponsored Scheme is being implemented and aims to ensure inclusive and equitable quality education at all levels of school education. It envisages the ‘school’ as a continuum from pre-school, primary, upper primary, secondary to senior secondary levels.In higher education also, various schemes, namely, RashtriyaUchchatarShikshaAbhiyan (RUSA), Scheme for promotion of Academic and Research Collaboration (SPARC), Global Initiative for Academics Network (GIAN), Impacting Research, Innovation & Technology (IMPRINT), Technical Education Quality Improvement Programme (TEQIP), Study Webs of Active-Learning for Young Aspiring Minds (SWAYAM), National Digital Library, campus connect programme, UchhatarAvishkarAbhiyan, Unnat Bharat Abhiyan, Impactful Research in Social Sciences (IMPRESS), Atal Ranking of Institutions on Innovation Achievements (ARIIA), National Institutional Ranking Framework (NIRF) are being implemented to improve the quality of higher education. A number of initiatives are also undertaken by UGC and AICTE for quality improvement in higher and technical education.

NEP 2020 unequivocally endorses and envisions a substantial increase in public investment in education by both the Central government and all State Governments. The Centre and the States will work together to increase the public investment in Education sector to reach 6% of GDP at the earliest.

NEP 2020 for School Education – Key Highlights

From School Education to Higher Education, the NEP envisions to provide a new structure to the education sector of the country. The important features and highlights of NEP 2020 for School Education are as follows:-

  • Foundational Stage (5): For ages 3 to 8 years, the foundational stage has been suggested. The multi-level play activity based learning would include 3 years at anganwadi’s, pre-school or as commonly called play schools and the kindergarten classes catering to ages 3 to 6. In addition to this, the grades 1 and 2 or classes 1 and 2 for students of ages 6 to 8 would also be added. Thus 3 years of pre-school to KG and 2 years of Class 1st & 2nd would total it to 5 years of education. The focus would be on development of language skills and teaching by play based and activity based curriculum.
  • Preparatory Stage (3): This is for ages 8 to 11 or classes 3 to 5. The focus would shift to play, discovery and activity based and interaction classroom learning. The focus till this stage would remain on development of language and numeracy skills, in accordance with the cognitive development of a child. Medium of instruction till Grade 5 would be home language or mother tongue or local language. Three languages would be taught to all students – and states would decide which ones.
  • Middle Stage (3): Referring to the classes 6 to 8, the new structure aims at transforming the pedagogy from the existing system to a more experiential learning in the sciences, mathematics, arts, social sciences and humanities. Focus would be on critical learning objectives and not on rote learning.
  • Secondary Stage (4): This includes classes 9 to 12 or the secondary and the higher secondary as we know them today. The changes suggested at this stage include a multidisciplinary study where students would be able to pick and choose any set of subjects from the available structure. The focus would be on greater critical thinking and flexibility, allowing the child to pick subjects as per their interests – even technical and arts.
  • Emphasis on Early Childhood Care and Education or ECCE for ages 3 to 6 where provisions would be made to ensure universal access to high qualify ECCE across the country in phased manner.

  • Curriculum content will be reduced in each subject to its core essentials – key concepts, ideas, applications and problem solving. Emphasis on critical thinking and more holistic, inquiry-based, discovery-based, discussion-based, and analysis-based learning.
  • The three-language learned by children will be the choices of States, regions, and of the students, so long as at least two of the three languages are native to India.

NEP also proposes a considerable change in the examination structure. Key stage assessments (at Grades 3, 5 and 8) would be conducted to track the development of the child. As for the secondary stage, the board examinations would be reformed. They would be made easier where students would be tested on the core capabilities. Instead of just one board, a more modular model to be explored and is expected to be in place by 2022-23.

New National Education Policy 2020: Higher Education Key Highlights

Here are the important features and highlights of New National Education Policy 2020:-

  • Regulatory System of Higher Education to be distinct for regulation, accreditation, funding and academic standard setting – all under the umbrella of Higher Education Commission of India or HECI.
  • 4 Verticals of HECI to be National Higher Education Regulatory Council or HNERC, National Accreditation Council (NAC), Higher Education Grants Council (HEGC) and General Education Council (GEC) which would further form a National Higher Education Qualification Framework.
  • UGC, AICTE to be replaced by a single Higher Education Regulator – HECI.
  • The professional councils, such as the Indian Council for Agricultural Research (ICAR), Veterinary Council of India (VCI), National Council for Teacher Education (NCTE), Council of Architecture (CoA), National Council for Vocational Education and Training (NCVET) etc., will act as Professional Standard Setting Bodies (PSSBs).
  • Universities to be named not on the basis of ownership but on quality of education.
  • Impetus to multidisciplinary education. Even IITs to move towards a more holistic curriculum with arts and humanities.
  • The undergraduate degree will be of either 3 or 4-year duration, with multiple exit options within this period, with appropriate certifications, e.g., a certificate after completing 1 year in a discipline or field including vocational and professional areas, or a diploma after 2 years of study, or a Bachelor’s degree after a 3-year programme. The 4-year multidisciplinary Bachelor’s programme, however, shall be the preferred option.
  • Students pursuing 4 year degree programme would have an option of getting a degree with Research if the research process is completed in the are of study as specified.
  • National Research Foundation would be set up with a goal to enable ‘a culture of research’. NRF would be governed independently by rotating board of governors. Primary task or NRF would be to fund competitive, peer reviewed grant proposals of all types and across all disciplines and also act as a liasion between researchers and relevant branches of government so as to allow breakthroughs.

Major reforms suggested in the higher education to give more flexibility to the students. Students can choose any set of subjects for higher education, take sabbatical and other options.

NEP 2020 School Education

NEP Draft was presented in 2019 where it quickly received both appreciation as well as strong criticism. The suggestion of making Hindi one of the compulsory languages was soon shot down by many. 1. It is seen that there will be two kinds of bachelor degrees: one with 3 yr duration and the other with 4 yr duration. What will be the nomenclature of degrees with two different duration? Pass and Honours(Major)? 2. Three languages at the Preparatory Stage (PS) ,classes 3 to 5, is a burden on children (aged 8 to 11).Can the Government provide teachers for 3 languages at this PS (elementary school level) in all schools in India? From psychological point of view this proposal is unsound.There could be one or two languages. 3. Good to know that Grades 9 to 12 would be considered under one stage, i.e. Secondary State.But a public examination at the end of this stage could be prescribed to determine entry to any of the diverse post- school tertiary level courses. 4.Flexibility in choice of subjects is welcome. Encouragement in research and innovation is welcome. Master Degrees could be of two types M.A./M.Sc.( By Research) and M.A./M.Sc.( By course). 5. Proper course design and adequate number of teachers to guide the students in each area of study and research are must. 6.Restoration of globally recognised nomenclature ‘Education Ministry’ by termination of ‘ Ministry of Human Resource Development’ is welcome.

In the above mentioned education policy, there is no describe in the subject of COMMERCE , while commerce is big subjects to the nation or international trade, I request to the education ministry clear the views.

1. It would be a successful implementation only if all Teachers and Principals working at the ground level are been compulsorily trained and the idea is been communicated to them properly. 2. Technology – CS/IT should be the part of the main subjects in all classes and made compulsory, especially in the rural India. 3. The Policy doesn’t mention clearly about the Medical Education, students who intend to go in the field of medicine should be given fair chance and training in school education, this will motivate the students in the rural area to take up medicine, unlike the current system, where students unable to take up coaching classes are unable to crack entrance. 4.Entrance should be a cumulative test of the past knowledge, unlike the current JEE/NEET which has advanced curriculum referring to different books ,authors/ publishers and uncertainty. Giving a fair chance to rural and urban students for medical education should be the aim of the education system. 5. This is the first time any government has thought so much in depth of the education system, so the medical education system needs to be worked on from the increase in the number of colleges till the selection system. 6. Inclusive education today has no specific guidelines as far as the academic curriculum is concerned. It would be highly appreciated if a proper curriculum be chalked out by a panel of special educators and counselors for children with different disabilities. Guidelines regarding training such students so that they a part of the main stream education and it is not taxing to both the teacher, students and parents.

पहले भी 3-6 साल का बालक आँगनबाडी में जा रहा है | पहली दूसरी में खेल खेल में शिक्षा प्रदान की जारी है | सरकारी विद्यालयों में आठवीं तक बच्चे अपनी भाषा /राजभाषा में शिक्षा ग्रहण कर रहे है | इसके बाद की शिक्षा दसवीं तक हिन्दी में ही पढ़ रहे है | 1986 से पूर्व उच्चतर माध्यमिक विद्यालयों में सके का चयन नौवीं कक्षा में हो जाता था | इस प्रकार यदि देखें तो थोड़े से बदलाव के बाद सारे का सारा ढांचा उसी प्रकार लग रहा है आम नागरिक के बच्चों को इससे कोई अंतर नहीं पड़ने वाला | इस शिक्षा नीति में सामाजिक भेदभाव बढेगा ही घटने का प्रश्न उत्पन्न नहीं होता | पाठ्यक्रम भले ही सब के लिए सामान हो पर प्रश्न भाषा का है | कुछ फिर भी अंतर्राष्ट्रीय भाषा अंगरेजी में शिक्षा प्राप्त करते रहेंगे और सरकारी व कुछ अन्य विद्यालय अपनी मात्री भाषाओं में शिक्षा प्राप्त करते रहेंगे | सिया प्रकार दोनों में समाजिक स्तर पर अंतर बना रहेगा | यदि रोजगार के अवसर उसके बाद भी आंगल भाषा वालों के लिए अधिक रहेंगे वे देश और विदेश दोनों में रोजगार के अवसर प्राप्त कर सकेंगे और मातृभाषा की शिक्षा केवल ज्ञान हासिल करने तक ही सीमित रह जाएगी |
