The iGovPhil Project officially adopts the Web Content Accessibility Guidelines (WCAG 2.0) as the accessibility standard for all its related web development and services. WCAG 2.0 is also an international standard, ISO 40500. This certifies it as a stable and referenceable technical standard.

WCAG 2.0 contains 12 guidelines organized under 4 principles: Perceivable, Operable, Understandable, and Robust (POUR for short). There are testable success criteria for each guideline. Compliance to these criteria is measured in three levels: A, AA, or AAA. A guide to understanding and implementing Web Content Accessibility Guidelines 2.0 is available at: https://www.w3.org/TR/UNDERSTANDING-WCAG20/

All iGovPhil Project services and content are currently moving towards WCAG Level A compliance. Work is being done to make the system fully compliant with this level.

The Professional Regulation Commission (PRC) announces that 6,086 out of 11,828 passed the Nurse Licensure Examination given by the Board of Nursing in Manila, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Koronadal, Legazpi, Lucena, Pagadian, Rosales, San Fernando, Tacloban, Tuguegarao and Zamboanga last November 2021.   The result of examination with respect to one (1) examinee was withheld as per Board Resolution No. 08 dated December 10, 2021.

The members of the Board of Nursing who gave the licensure examination are Elsie A. Tee , Chairman; Carmelita C. Divinagracia, Carfredda P. Dumlao, Zenaida C. Gagno, Elizabeth C. Lagrito, Marylou B. Ong and Merle L. Salvani, Members.

From January 10 to January 19 and January 21 to January 28, 2022 , registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will be done on-line.  Please go to www.prc.gov.ph and follow instructions for initial registration.  Those who will register are required to bring the following: downloaded duly accomplished Oath Form or Panunumpa ng Propesyonal, notice of admission (for identification only), 2 pieces passport sized pictures (colored with white background and complete name tag), 2 sets of documentary stamps and 1 piece short brown envelope.  Successful examinees should personally register and sign in the Roster of Registered Professionals.

The date and venue for the oathtaking ceremony of the new successful examinees in the said examination WILL BE ANNOUNCED LATER .

The Professional Regulation Commission (PRC) releases the room assignments for the November 2023 Philippine Nurse Licensure Exam (PNLE)  a few days before the examination.

This year’s second November 2023 Philippine Nurse Licensure Exam (PNLE)  will be conducted on November 11 & 12, 2023.

Room Assignments

Below are room assignments for the November 2023 Philippine Nurse Licensure Exam (PNLE) :

Examinees shall report before 6:30 in the morning on the said date because latecomers will not be admitted.

Things to Bring Examination day

Here are the things to bring during the examination proper:

  • Notice of Admission
  • Official Receipt
  • One (1) piece of metered-stamped window mailing envelope
  • Two (2) or more pencils (NO. 2)
  • Ball pens (black ink only)
  • One (1) piece long brown envelope
  • One (1) piece long transparent/plastic envelope (for keeping your valuables and other allowed items)
  • Health Forms (Pursuant to Memorandum No. 68, series of 2020)
  • Negative RT-PCR Test Results, if applicable, or Certificate of Quarantine (Pursuant to Memorandum No. 68, series of 2020)

Dress Code on Examination Day

Here are the specified dress codes from PRC:

  • For male examinees, tucked-in white polo shirt with collar (without any seal, logo, or mark); decent pants or slacks
  • For female examinees, tucked-in white blouse or shirt with collar (without any seal, logo, or mark); decent pants or slacks

Prohibited Items Inside the Exam Rooms:

  • Books, notes, review materials, and other printed materials containing coded information or formulas
  • Calculators which are programmable or with embedded functions, especially CASIO FX991ES and CASIO FX-991ES plus
  • Apple, Samsung and other smart watches, cellular phones, ear plugs, transmitters, portable computers, Bluetooth and other electronic devices which may be used for communication purposes;
  • Bags of any kind (place your documents inside the transparent/plastic envelope)
  • Other examination aides not stated in this program

All personal belongings of the examinees shall be surrendered to the proctor and shall be placed in a secured space within the examination room.

The rules on the conduct of bodily search, an inspection of personal belongings of the examinees, and the seizure/confiscation of prohibited items during the licensure exam (Annex A of PRC Memorandum Order No. 57, s. 2020) shall be strictly observed.

Nursing Board Exam (NLE) 2021 Schedule, Requirements

In accordance with the Republic Act No.7164 otherwise known as the Philippine Nursing Act of 1991, all applicants for a license to practice nursing shall be required to pass a written examination given by the PRC Board of Nursing. To comply with this law, the Professional Regulation Commission through the Professional Regulatory Board for Nursing conducts the Nurses Licensure Examination (NLE) twice a year. To accommodate applicants for the May and November 2021 NLE, the PRC announced the schedule of the exams, the opening of the online processing, and the deadline for filing applications.

The PRC requires applicants to secure an appointment before going to any PRC office to file their application. To set an appointment and pay the application fee, use the PRC’s Licensure Examination and Registration Information System (LERIS). You can access the LERIS via http://online.prc.gov.ph/ . If you are facing difficulties in using the system, please refer to our online board exam application guide.

Qualifications

Under Section 13 of the Philippine Nursing Act of 1991 , any applicant for the nursing board exam must meet the following qualifications at the time of filing his or her application:

  • He or she must be a citizen of the Philippines;
  • Must be at least eighteen (18) years of age at the time of the issuance of a certificate of registration;
  • Must be in good health and is of good moral character; and
  • He or she is a holder of a bachelor’s degree in nursing from a college or university duly recognized by the proper government agency.

NLE Requirements

For first timer NLE examinees, they must submit the following documentary requirements at the PRC office on their respective appointment dates:

First Time Takers

  • Birth certificate issued by the PSA/NSO (Original and Photocopy)
  • For married female applicants, provide a copy of your marriage contract issued by the PSA
  • Transcript of Records with scanned picture and Remarks “For Board Examination Purposes”
  • Minor Scrubs – 3
  • Delivery Room Handled – 3
  • Assisted – 3
  • Cord Dressing – 3
  • If under CMO 30 – Certificate of Undertaking
  • Notarized Certificate of Undertaking (CMO #14 Series of 2009 )
  • Payment fee of Php 900.00

For NLE repeaters, please provide the same documentary requirements above except for the copies of the summary of Related Learning Experience (RLE) and OR & DR cases. The exam application fees are as follows:

  • Php 900.00 – complete
  • Php 450.00 – conditioned / removal

Nursing Board Exam Coverage

The Philippine Nurses Licensure Examination is consists of five parts namely:

  • Nursing Practice 1 – Community Health Nursing
  • Nursing Practice II – Care of Healthy/At Risk Mother and Child
  • Nursing Practice III – Care of Clients with Physiologic and Psychosocial Alterations (Part A)
  • Nursing Practice IV –  Care of Clients with Physiologic and Psychosocial Alterations (Part B)
  • Nursing Practice V –  Care of Clients with Physiologic and Psychosocial Alterations (Part C)

The examination draws basic knowledge, skills, and attitude in the major subject areas i.e. Fundamentals of Nursing including professional adjustments, maternal and child nursing, community health and communicable disease nursing, nursing of adolescents, adults and aged, mental health and psychiatric nursing.

Passing Grade

To pass the examination and become a registered nurse, an examinee must obtain a general average rating of at least seventy-five percent ( 75% ) with a rating of not below sixty percent (60%) in any subject. If he or she achieves a passing score or higher but gets a rating below sixty percent (60%) in any given subject, he/she must take the examination again, but only in the subject or subjects where he or she rated below sixty percent (60%).

  • Official Receipt of payment of application for examination
  • Notice of admission
  • One (1) piece metered-stamped window mailing envelope
  • Two (2) or more pencils (No. 2)
  • Ballpens with black ink only
  • One (1) piece long brown envelope
  • One (1) piece long transparent/plastic envelope (for keeping your valuables and other allowed items)
  • Health Forms (Pursuant to Joint Administrative Order No. 01 (s 2021))
  • Negative RT-PCR Test Results,  if applicable, or Certificate of Quarantine or Certificate or copy of Vaccination Card for fully vaccinated examinees to the proctor on the examination day.
  • Books, notes, review materials, and other printed materials containing coded data/information/formula 
  • PROGRAMMABLE CALCULATORS, especially CASIO FX991ES and CASIO FX-991ES plus
  • CELLULAR PHONES, EARPLUGS, TRANSMITTERS, PORTABLE COMPUTERS, SMART WATCHES, BLUETOOTH and other electronic gadgets/devices which may be used for communication purposes.
  • Any type of bag
  • Other examination aides not stated
  • For male examinees, a tucked-in white polo shirt with collar (without any seal, logo, or mark) paired with decent pants or slacks.
  • For female examinees, a tucked-in white blouse or shirt with collar (without any seal, logo, or mark) paired with decent pants or slacks.

During the PRC licensure exams, the following precautionary health and safety rules must be followed at all times:

  • Observe physical distancing of at least two (2) meters between examinees.
  • Examinees shall be restricted to their assigned seat;
  • Wear face mask (at least 3-ply surgical mask, preferably N95 mask) and face shield at all times; 
  • Bring 70% ethyl alcohol for hand disinfection;
  • Avoid close contacts like “beso-beso”, hugging, handshake, and directly touching other persons;
  • Avoid touching one’s eyes, nose, and mouth;
  • When sneezing and/or coughing, facial tissues must be used to wipe the nose and mouth areas. Dispose of used facial tissues properly; and
  • Avoid spitting in public, on floors, and along corridors.

Manila, Philippines – The Professional Regulation Commission (PRC) has announced the room assignments for November 12-13, 2022 Nursing Licensure Exam (NLE) for testing locations in Manila/ National Capital Region (NCR), Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Koronadal, Legazpi, Lucena, Pagadian, Pampanga, Rosales, Tacloban, Tuguegarao, and Zamboanga.

The licensure exams for professional nurses were administered by the PRC and the Board of Professional Nursing (BON) headed by its Chairman, Glenda S. Arquiza, and its members, Carmelita C. Divinagracia, Gloria B. Arcos, Carfredda P. Dumlao, Florence C. Cawaon, Cora A. Añonuevo, and Elizabeth C. Lagrito.

Examination Attire

Male examinees are required to wear clinical uniforms with white shoes and white socks but without a nameplate, school insignia/ logo and pin; or school uniform.

For female examinees, clinical uniform with white shoes and white stockings but without nameplate, school insignia/ logo and pin; or school uniform. For pregnant examinees, white clinical scrub suit.

What to bring?

Don’t forget the following on examination day:

  • Notice of Admission (NOA)
  • Official Receipt
  • Two (2) or more pencils (No. 1 or No. 2)
  • Ball pens with BLACK ink only
  • One (1) piece long brown envelope
  • One (1) piece long transparent/plastic envelope (for keeping your valuables and other allowed items)
  • Health forms
  • Negative RT-PCR Test Results, if applicable, or Certificate of Quarantine

Examinees are not allowed to bring books, notes, or similar items to the examination room. Programmable calculators and electronic gadgets such as Apple and Samsung products are not allowed either. Bags of any kind are also not allowed inside the examination premises.

Precautionary Measures

The following precautionary measures shall be observed during the conduct of the NLE:

  • Wearing of face mask and face shield
  • Sanitizing using alcohol and hand-based sanitizers whenever necessary
  • Physical Distancing of one (1) meter at all times
  • Those with fever and cold are not allowed to take the exam
  • Observe proper hygiene at all times

The Department of Nursing was opened in accordance with the order of the Rector and the decision of the Academic Council of the I. Sechenov Moscow Medical Academy (now the First Moscow State Medical University named after I. Sechenov) in February 2004.

The Department of Nursing is the first department of the First Moscow State Medical University named after I.M. Sechenov (Sechenov University), created to provide clinical training for students of the Faculty of Higher Nursing Education and Psychological Social Work (FVSO and SDP) in the direction of training 34.03.01 “Nursing” ( Bachelor’s degree) and the ACT in the specialty 34.02.01 “Nursing”. Since 2011, the department taught the discipline “Nursing” and the practice of obtaining the primary professional skills “Care of the sick” at the medical faculty in the specialty 31.05.01 “General Medicine”. Since 2014, the department also teaches the discipline “First Aid and Nursing” and the practice of obtaining professional skills and professional experience “Sister” in the specialty 31.05.03 “Dentistry”.

The department is located on the basis of the Clinical Center of the First Moscow State Medical University named after I.M. Sechenov (Sechenov University) in UKB number 3 at ul. Rossolimo house 11, page 5, students of the medical faculty, the dental faculty and the faculty of the MPF are engaged in this base. In 2017, the department allocated educational premises at the address: ul. 1st Borodino, house 2.

Since January 31, 2018, the Department of Nursing Year is part of the Medical and Preventive Faculty (MPF).

Scientific work of the department: Complex scientific theme of the department “Psychovegetative correlations in patients with coronary heart disease.”

The department has postgraduate study and a competition in scientific specialties: cardiology and internal diseases.

The department has a scientific student circle, research work is devoted to topical issues of clinical medicine.

The Nursing board exams will be conducted on May 29-30, 2022 at PRC testing centers located at NCR, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Koronadal, Legazpi, Lucena, Pagadian, Pampanga, Rosales, Tacloban, Tuguegarao and Zamboanga.

The Board of Nursing is headed by its Chairman, Glenda S. Arquiza, and its members, Carmelita C. Divinagracia, Gloria B. Arcos, Carfredda P. Dumlao, Florence C. Cawaon, Cora A. Añonuevo and Elizabeth C. Lagrito..

Room Assignments for May 2022 Nursing Board Exams

Examinees are advised to verify the room assignments to the links below or through the notices and announcements to be posted at the PRC official website.

What to wear on examination day?

Here are the specified dress codes from PRC:

  • For male examinees, clinical uniform with white shoes and white socks but without nameplate, school insignia/logo and pin; or school uniform.
  • For female examinees, clinical uniform with white shoes and white stockings but without nameplate, school insignia/logo and pin; or school uniform.
  • For pregnant female, wear white clinical scrub suit.

What are not allowed during board exams?

  • Books, notes, review materials, and other printed materials containing coded information or formulas
  • Programmable Calculators
  • Apple, Samsung and other smart watches, cellular phones, ear plugs, transmitters, portable computers, Bluetooth and other electronic devices which may be used for communication purposes;
  • Bags of any kind

Board exams during the COVID-19 pandemic

The following precautionary health and safety guidelines shall be observed at all times during the conduct of the PRC licensure exams:

  • Wearing of face mask and face shield. Examinees are also required to bring alcohol-based sanitizers.
  • Examination personnel shall be provided with face mask, face shield and latex gloves.
  • Observe physical distancing by maintaining 1-meter distance from one another.
  • Body temperature will be checked using thermal scanner prior to entry at examination premises. Those with fever, colds or cough are not allowed to take the exams. Their payment will not be forfeited and can be used in the next licensure exam.
  • Examinees are advised to bring their food as they will not be allowed to exit the examination room during break time and lunch time.
  • Examinees shall sanitize before entering the examination room, after using the rest room and before distribution of test questionnaires.

PRC added that they will not be responsible of any lost personal belongings.

The story of western correspondents in Russia is the story of Russia's attitude to the west. Russia has at different times been alternately open to western ideas and contacts, cautious and distant or, for much of the twentieth century, all but closed off. From the revolutionary period of the First World War onwards, correspondents in Russia have striven to tell the story of a country known to few outsiders. About the author

James rodgers.

James Rodgers writes books on international affairs, especially armed conflict. His work has a focus on how the stories of those events are told to the world. Much of his writing draws on his own experience reporting from the former Soviet Union and the Middle East as a journalist from the 1990s onwards. During his BBC career (1995-2010), James completed postings in Moscow, Brussels, and Gaza where, from 2002-2004, he was the only international correspondent based in the territory. His numerous other assignments included New York and Washington following the September 11th attacks; reporting from Iraq in 2003 and 2004 during the United States-led invasion; and covering the wars in Chechnya.

James now lectures in International Journalism at City, University of London. He still works as a journalist, too--contributing work to the BBC, NBC Think, Forbes.com, Monocle Radio, and others.

Assignment Moscow: Reporting on Russia From Lenin to Putin

Rodgers, a British journalist who has worked in Russia at various times since the 1990s, writes about the plight of the English-speaking correspondents who have covered Russia, going all the way back to the Russian Revolution in 1917. That their task was not easy is hardly surprising, yet Rodgers repeatedly emphasizes the difficulties they faced (the word “difficult” is used to describe their job at least two dozen times): strict censorship (foreign journalists were forced to clear their dispatches with Soviet authorities until 1961), travel restrictions, limited access to senior officials and ordinary people alike, and the government’s suspicion that Anglo-American correspondents were spies in disguise. Even Rodgers’s discussion of the American journalist Hedrick Smith—who, despite the restrictions, famously managed to produce exceptionally rich and insightful coverage of the Soviet Union and its people in the 1970s—is reduced to Smith’s reflections on how difficult his work was. Rodgers’s narrative rests on an enormous number of articles in Anglo-American media, books by and about journalists, and his own interviews with many Moscow correspondents. He quotes some of them as saying that journalists knew and understood Russia better than diplomats or policymakers did. This may or may not be true. Unfortunately, Rodgers doesn’t give the diplomats and policymakers a chance to respond.

MOSCOW — William J. Burns, the C.I.A. director, met with a top adviser to President Vladimir V. Putin in Moscow on Tuesday, leading a delegation of American officials on a two-day visit to the Russian capital that served as the latest evidence of heightened engagement between two global adversaries .

Mr. Burns was traveling at President Biden’s request, the American Embassy in Moscow said in a statement. The surprise visit was something of a merger of Mr. Burns’s current role as intelligence chief and his past jobs as a senior American diplomat and state department official. Karen Donfried, the assistant secretary of state for European and Eurasian Affairs, joined Mr. Burns in his meeting with the adviser to Mr. Putin, Nikolai Patrushev.

“They are meeting with members of the Russian government to discuss a range of issues in the bilateral relationship,” an embassy spokesman said of the American delegation’s visit, scheduled for Tuesday and Wednesday.

It was at least the fourth trip to Moscow since July by a senior American official, a sharp uptick in contact that has come in the wake of the summit meeting between Mr. Biden and Mr. Putin in Geneva in June. Officials on both sides say the talks have so far yielded no breakthroughs and are aimed primarily at stabilizing the relationship between two nuclear-armed adversaries increasingly competing in cyberspace as well as geopolitics.

The talks include a serious conversation on arms control and another on cybersecurity. The United States, for example, has turned over the names and other details of a few hackers actively launching attacks on America from Russia, and is waiting to see if the information results in arrests, The New York Times has reported .

The two sides are also discussing other matters of mutual interest, including North Korea, Afghanistan and climate policy.
