California's 'secret' 50-cent gas tax hike coming in the next two years

A longstanding emissions reduction program may lead to a 50-cent increase in gasoline prices within two years in California, according to a little-known state air quality regulator report.
In September, the California Air Resources Board (CARB), the state's primary environmental regulator, reported gas prices will rise next year by about 50 cents a gallon and every year thereafter to aid in clean air efforts. The price increase does not include the existing gas tax in the state.
Republican state Sen. Janet Nguyen, one of the legislature's most critical tax hawks, told Fox News Digital the "secret" tax increase "would penalize the majority of Californians."

"The middle class, the low income, they can't afford gas to go to school, work or grocery or the doctor's office," Nguyen said. "No one knows about this. I think people just think it's a tax, so they don't know the difference between the carbon tax versus the state tax. It's almost like a tax on the tax."
The report foresees gasoline price increases due to the Low Carbon Fuel Standard reforms that were created in 2007, likely rising by 47 cents next year and 52 cents by 2026. Diesel prices could climb by 59 cents this year and 66 cents in two years. Long-term projections suggest gasoline could surge by $1.15 and diesel by $1.50 per gallon from 2031 to 2046, with jet fuel increasing by $1.21.
The air board staff later called the gas price hike projections "incomplete" in a December report, focusing instead on the cost savings to drivers as more people transition to EVs.

The report comes as CARB finalized new rules mandating a rapid transition from traditional petroleum-powered modes of transportation to zero-emissions alternatives as it pursues a sweeping climate agenda. CARB has identified passenger cars, heavy-duty trucking, freight trains and harbor vessels for the changeover.
California is also phasing out new gas-powered cars and mandating 100% electric vehicle sales by 2035. Nearly 20 other states have since adopted those rules, meaning more than 40% of the country will be affected by the mandate to some extent.

The state's broad effort to electrify its transportation sector is part of the California Climate Commitment unveiled by Newsom two years ago. Under the plan, the state is phasing out reliance on fossil fuels, deploying green energy, cutting greenhouse gas emissions 85% by 2045 and decreasing oil demand by a staggering 94%.
"We can solve this climate crisis if we focus on the big, bold steps necessary to cut pollution," Gov. Gavin Newsom said in August 2022.
After this report was published, a CARB spokesperson told Fox News Digital in a statement: "There is no 'secret' gas tax hike with California’s Low Carbon Fuel Standard. The figure the Senator cited is from an incomplete, preliminary document released last September which is intended to provide a range of financial possibilities looking at how various LCFS credit prices might be passed through to Californians by industry. It is not a prediction of gas prices or a staff proposal. I would also point out that there is no data showing a correlation between LCFS credit prices and fuel prices at the pump."

President Biden touts Microsoft's Racine County 'comeback project,' contrasts it with Foxconn failure
Editors note: This story has been updated to correct the number of jobs that President Joe Biden said have been created in Wisconsin since he took office.
STURTEVANT - President Joe Biden on Wednesday touted Microsoft's planned $3.3 billion investment in its Mount Pleasant data center as a product of his administration's economic growth agenda, contrasting it with the unfulfilled promise of the neighboring Foxconn International Holdings development deal that was negotiated during Donald Trump's presidency.
Biden joined Microsoft President Brad Smith and Gov. Tony Evers Wednesday at Gateway College's Integrated Manufacturing and Engineering Technology Center to announce the expansion of Microsoft's data server complex, and the tech giant's plans to add about 2,000 permanent jobs over time. The new value of the development is more than three times what was announced a little more than a year ago when Microsoft signed its first deal to buy land in the village's Wisconsin Innovation Park.
Biden said the Microsoft development is a "comeback story," playing out across Wisconsin and the nation, that stands in contrast to the 2017 efforts of Trump and state Republican officials to bring Foxconn to Mount Pleasant. Microsoft is building its data center on land that Foxconn was initially expected to use for a $10 billion LCD manufacturing plant that Trump touted as the "eighth wonder of the world." Neither the investment nor the 13,000 jobs Foxconn promised materialized.
"Foxconn turned out to be just that," Biden said. "A con."
Visit comes as Biden, Trump locked in close race
Biden's stop in Sturtevant, his fourth trip to the state this year, comes as he is locked in a tight presidential race with presumptive GOP nominee Trump, who held a narrow, 51-49 percentage point lead among Wisconsin's registered voters and likely voters, according to the most recent Marquette Law School Poll . On economic issues, the poll found voters favored Trump 52-34.
Biden referenced Trump and Foxconn early in his 20-minute speech before an audience of about 200, using that experience to contrast with the 177,000 jobs that he said have been added in Wisconsin under his watch.
That growth, he said, stems from his " Investing in America " initiative, a package of bills passed in late 2021 and early 2022 that aims to encourage investments in domestic manufacturing and infrastructure, accelerate the nation's transition to clean energy, and create new, well-paying jobs.
"On my watch we make promises and keep promises," he said.
Microsoft workforce development efforts praised
Biden and Smith also highlighted Microsoft's expanded commitment to workforce development, business assistance and training and other initiatives designed to position the state as a hub for artificial intelligence-powered economic activity by helping workers and businesses adapt to working AI. That initiative includes a plan to help 100,000 workers learn new skills by 2030.
"What I want you to know is this isn't just about building a building. It is not just about manufacturing jobs today," Smith said. "More than anything, this project is about using the power of AI to fuel the future of manufacturing companies and jobs and skills across the state of Wisconsin and around the country. That is what we are building together."
The new value of the development reflects the torrid pace at which Microsoft has moved since it bought a 315-acre parcel in the business park in early 2023. It began construction of the first of two data center buildings just a few months later and by December had finalized a deal to acquire another 1,030 acres, for $176 million.
In April, Microsoft received preliminary approval from the village to begin grading land to the west of the construction site to prepare it for two additional buildings. In the near term, the construction project is expected to employ 2,300 union workers.
Smith in an interview said the fast movement was made possible with the cooperation of local, regional and state agencies who help smooth the permitting process and had premade large investments to develop the business park and ensure it was ready for construction. He acknowledged that preparation was done for Foxconn.
AI training for 100,000 workers promised
Microsoft's push in southeast Wisconsin isn't only focused on buildings. Smith said it will also make a multimillion-dollar investment in training programs that will teach business and technical leaders how best to adapt AI and transform work culture, support start up businesses, prepare hundreds of students for careers as data center technicians, and provide boot camp-style training for more than 100,000 people who need new skills to work in the artificial intelligence economy.
The effort builds on Microsoft's previous investments in business and workforce development in Wisconsin and brings in many of the same partners, including the University of Wisconsin-Milwaukee's Connected Systems Institute , the Green Bay Packers and the Titletown Tech business development center, the Madison startup accelerator gener8tor, United Way and Gateway Technical College.
To support it, the Wisconsin Economic Development Corp. will provide $500,000 to TitletownTech, the Green Bay-based Packers-Microsoft venture capital and business development partnership. The funds will help TitletownTech set up a Milwaukee office at UWM's Connected Systems Institute , a research and education center focused on advanced industrial processes.
Microsoft also intends to open an AI Co-Innovation Lab lab at the Connected Systems Institute to help Wisconsin manufacturers, entrepreneurs and other business connect with Microsoft AI experts for guidance on implementing AI technology to grow their businesses. WEDC will provide an additional $500,000 to cover capital expenses associated with the initiative.
"Looking to the future, we could not be more excited that Microsoft chose Wisconsin for its new and most important AI innovation." Evers said. "Located in UWM's Connected Systems Institute, the Wisconsin AI co-innovation lab will focus on bringing AI skills and capability to manufacturers to strengthen thus vital sector."
One of only three such labs in the country, the lab will be Microsoft's first east of the Rocky Mountains and the only lab that is both run in partnership with a university and also focused on manufacturing businesses. Staff at the lab are expected to work with at least 60 manufacturers a year.
Wisconsin Republicans accuse Biden of trying to 'hijack' credit for project
Local Republican officials walked a line between praising the Microsoft announcement and deriding Biden on a call with reporters ahead of the event.
“Microsoft's announcement of private-sector jobs in Racine is good for workers, and it's all the more important when workers and families find themselves falling further and further behind due to the reckless inflation brought on to us by the Biden administration,” said U.S. Rep. Bryan Steil, whose district includes the Racine area.
Steil also noted that data centers use a large amount of electricity, and said Wisconsin will need a “solid domestic source of energy” going forward. He pointed to We Energies’ plans for a new $1.2 billion natural-gas powered generating plant in Oak Creek as a positive step in that direction.
“It's imperative that we continue that investment in our infrastructure, in particular, transitioning the Oak Creek facility to natural gas, but in doing so, we're going to have to make sure that the pipeline of natural gas is actually built,” Steil said.
State Sen. Julian Bradley, R-Franklin, and Republican Party of Wisconsin chairman Brian Schimming echoed Steil’s thoughts. Bradley characterized Biden’s visit as an attempt to “hijack” an “awesome” announcement for Wisconsin workers because he’s “failing everywhere else.”
“Joe Biden is limping back to Racine today to look for a ‘Racine reset,’” Schimming said, noting that Republican former President Donald Trump carried Racine County in the 2016 and 2020 presidential elections.

Nine mistakes organizations make with security awareness training.

Multiple recent studies conclude that nine out of ten cyberattacks and data breaches originate from human error. To mitigate this, organizations are increasingly turning to security awareness training (SAT) to improve incident response around phishing and social engineering scams, credential hygiene, safe browsing and online behavior. Sadly, most security training initiatives are not working as expected. Despite years of training, nearly half of employees ( 46% ) still struggle with phishing emails. Why are training programs failing? Here are nine possible reasons.
1. Focusing On Just Awareness Rather Than Behavior
Security awareness and behavior are not one and the same. We all know speeding kills, and yet we choose to break those rules. It’s the same with cybersecurity. If your program is only aimed at awareness and does not target employee behavior (and bad habits), then in all probability, your program will fail.
2. Not Using A Metrics-Based Approach
If you don’t know where you are, then it’s likely you won’t know where you’re going. Similarly, if organizations do not measure the overall state of security awareness among employees, their current behaviors, attitudes, norms and perceptions, the number of phishing emails being clicked and reported to security teams, the volume of security threats the organization faces, the frequency of current training programs and related communications, then it will be difficult to understand the strategies and approaches required to target desired behaviors.
3. Not Having A Clear Communication Plan
Any culture or behavior change program needs proper planning and communication for execution. Try to assume the mindset of a marketer. This involves thinking creatively about how to capture their attention and encourage them to pay heed to your message and follow instructions. Careful planning and timing of communications also matter, along with finding innovative ways to remind and reinforce messages to ensure they resonate with your audience.

If employees continue to fail phishing tests despite regular training or if the participation rate is low, then you need to uncover the root causes behind those issues.
Is the current format or approach not working? Is the training not being delivered at the right pace or at the right time? Is the content not relevant? Is the training too extensive or too lengthy? Is the training schedule not flexible? Is it too technical? Is the employee experience lacking? If you’re not asking such questions, then it’s likely your program is not delivering the desired outcomes.
5. Not Incorporating Feedback From Your Audience
When rolling out training programs, security teams should consistently integrate a feedback cycle and remain receptive to implementing changes based on the feedback. After incorporating suggested changes, assess its impact and gather feedback once more from the audience.
Addressing employees' needs and feedback generally leads to increased engagement levels and fosters a stronger sense of ownership among participants in the program. With this continuous cycle of training, feedback and adjustment, your training program is poised to meet or exceed employee expectations.
6. Not Involving Leadership Enough
Participation and commitment from leadership are essential for SAT success. Without it, employees may not take cybersecurity policies and training initiatives seriously. Leadership involvement signals its importance, promoting a culture of security and learning across the organization. Keep leadership engaged and updated to help ensure sufficient resources are being allocated for ongoing efforts.
7. Not Personalizing The Program
Employees have different personalities, skills and levels of security maturity. The security needs of someone working with sensitive or confidential information will be critically different from those of another employee with limited access to systems and information.
Certain job roles might require more training or customized training. When organizations roll out standardized SATs without adapting training content to employee job roles and security proficiency, then it’s possible that the content will not resonate well with the target audience.
8. Not Using Simulated Phishing Tools
Old-school classroom training and slides do not cut it anymore. Only about 10% of the workforce retain their cybersecurity training. Remember, the focus should be on changing the security behavior and mindset of employees, not just making them aware of the threats.
To achieve this, organizations can deploy phishing simulation tools to test employees regularly on their ability to detect and block real-world threats. Such tools help identify who needs more personalized training and which types of phishing threats employees are most vulnerable to.
9. Punishing, Not Educating
A punitive approach to security training is known to create a toxic environment. If security teams fail to practice empathy and patience when training people, then it can lead to negative outcomes ; employees may feel demotivated, they might ignore advice or worse, act against it. Instead, practice empathy and patience, adopt an optimistic approach and create an environment where users feel motivated and empowered, not punished.
Final Thoughts
To summarize, to succeed with security awareness training, organizations must move beyond ordinary training methods and focus on the real work of understanding the skills, behaviors and expectations of their audience. Doing so can not only help organizations deliver a more captivating and impactful training program but also mitigate human risk while boosting their ability to defend against cyberattacks and breaches.
