Should homework be banned? Toronto students, parents weigh in
The debate over how much homework students should receive has been ongoing for years and one the President of Ireland has recently weighed in on, sparking plenty of public opinion.
Michael D. Higgins, who once served as Ireland's Arts Minister, suggested in a recent interview that homework should be banned.
“I think myself, really, that the time at home, and the time in the school, is an educational experience, and it should get finished at the school, and people should be able to use their time for other creative things,” Higgins said in an interview with RTE's public affairs show for children, news2day.
The comments have triggered plenty of public opinion not only in Ireland, but also on this side of the Atlantic.
"With extracurriculars, it’s a lot - It can pile up, so maybe there should be a limit," said high school student Mya.
"Sometimes it can be overwhelming, especially around exams, but I believe it's necessary in certain subjects like Math where you need to understand it,” said high school student Nina.
But many parents who spoke with CTV News Toronto believe it's critical in helping understand how their children are progressing.
"It's good for the students to practice how to learn reading and write," said Emma Vachon, a mother of two.
"It's very little that we get. It helps everybody figure out how we're progressing and if we need help," another parent said.
The Toronto District School Board (TDSB) told CTV News Toronto the matter is not on the table.
Many school boards in Ontario have different policies on homework.
For the TDSB, that includes no homework for the youngest students in Kindergarten. For Grades 1 to 6, the policy states homework should reflect the unique needs of the child, and include reading and interactive activities at home. For students in Grades 7 and 8, homework should be completed within an hour, while high school students should complete their homework in two hours.
Math tutor Vanessa Vakharia says it's a conversation she often has with parents, and argues homework is critical and shouldn't be abolished.
"It gives students a chance to practice on their own and gives me, as a tutor, the chance to see what needs to be worked on further," Vakharia said. "I think it's important to remember if we give kids homework – that it's productive."
Ireland's presidential role is largely a ceremonial one, and at this point, there's no indication whether the country’s government would introduce legislation banning homework.

TDSB Homework Policy
The purpose of all types of homework is to ensure it is both effective in promoting high quality student learning and achievement and it nurtures a desire for students to keep learning.
Homework is reported on only the Learning Skills Section of the Elementary Provincial Report Card as a part of Independent Work and Homework Completion.
No homework shall be assigned on scheduled holidays as outlined in the school year calendar or on days of significance.
According to a study by the Canadian Council on Learning a good “rule of thumb” is that students’ homework should not exceed 10 minutes per grade level per day (e.g., a grade 1 student should receive no more than 10 minutes of homework per day).
It is important to remember some other factors:
Students work at different speeds, so the amount of time spent on homework will vary.
Students should be able to do their homework and have time to participate in other activities, including sports, music lessons, religious activities, language classes, volunteer work and free play.
Homework During Extended Absences
Teachers shall not be expected to provide detailed classroom work and Homework assignments for students who are away for extended periods of time as a result of family- or parent-initiated absences. For absences due to extended illness, parents may contact the school principal to discuss available options.
Roles and Responsibilities
A positive and open school-home partnership will have a positive impact on
student success in the homework process.
Teachers are responsible for:
- encouraging a partnership with family and students that promotes timely,
regular communication and supports families in the homework process;
* designing homework assignments that clearly articulate their purpose
and expected outcome;
* sharing expectations for homework with students and parents early in the
school year;
* ensuring any homework assigned is directly related to classroom instruction
and consists of clear, purposeful and engaging and activities;
* assigning homework that is appropriate to the student’s age, developmental
level, learning style, skills and individual needs;
* teaching the skills necessary for the student to complete the homework
and become successful independent learners; and
* articulating and carefully planning homework in partnership with core
and rotary teachers.
Students are responsible for:
* ensuring that he/she clearly understands the homework assigned, i.e. assignments,
criteria, and timelines, and asks for clarification or assistance
from the teacher when homework assignments or the expectations are
not clear;
* recording assignments in his/her agenda or student planner;
* regularly completing assigned homework in a timely manner to the best
of his/her ability; and
* managing time and materials, e.g. by bringing home necessary materials.
The family is responsible for:
* reading in English, French (French Immersion) and/or the family’s first
language throughout the elementary years of their children’s education;
* providing an environment, i.e. workplace, block of uninterrupted time,
usually in the home or in an alternative setting such as a homework club
for homework to be done;
* providing encouragement and appropriate support without doing the
homework for their child;
* providing a healthy balance between homework, co-curricular activities
and family commitments;
* stopping their child from continuing to complete homework at bedtime,
even if the child is not done,; and
* contacting the classroom teacher if their child is not consistently able to
do the homework by him/herself or if challenges or questions arise.

One year, one of her daughters got homework all the time. “Some days it was a little, and some days a lot,” she recalls. “But over the Christmas holidays, she had homework to do every day. I wasn’t impressed.”
It wasn’t just the holidays. In general, the Scarborough mom finds homework for four kids difficult to keep track of, and resents that it cuts into family time.
However, she’s pleased that relief is on the way.
It was complaints like hers, from both students and parents, that prompted the Toronto District School Board to review its homework policy.
What it found defied what generations of parents and teachers have believed about the benefits of homework. And it has led other boards around the province to review their policies.
Even Education Minister Kathleen Wynne agreed last spring that if homework is leaving children with no time to play, or families struggling to spend time together, school boards should be doing something about it.
So the Toronto board has put new limits on homework: None over the holidays; none for students in Kindergarten; mostly reading for older elementary students; no more than an hour a night in Grades 7 and 8, and no more than two hours a night for high school students.
The Dufferin-Peel Catholic board has also drafted a revised policy. Superintendent Marianne Mazzarotto says the policy “addresses timing, scheduling and the quantity of homework.”
“It would certainly look at some of the issues such as holiday time,” she adds. “We’re trying to look at a good balance.”
A national study released earlier this year found Ontario students spend an average of 40 minutes per night on homework, almost 10 minutes more than their peers across the country. Many of those who took part in the study reported stress, burnout and family conflict because of it.
School boards usually expect about 10 minutes of homework will be assigned per grade per day, meaning a student in Grade 4 would have 40 minutes per night.
But the Toronto-based researchers, Lee Bartel and Linda Cameron, concluded that while there are benefits to assigning homework from Grade 7 onwards, it does nothing to boost academic success for younger students.
Instead, the best thing parents can do is read with their children every night, suggest the pair from the Ontario Institute for Studies in Education at the University of Toronto.
Their work reflects several studies in the U.S. that suggest homework isn’t helping children learn better or more. A handful of American elementary schools have cut back or entirely banned homework.
“Kids are at school for 6 1/2 hours ... and some are on buses at 7:30 in the morning and get home from school at 4:30 or 5. That’s a very long day, and then they are supposed to do homework?” Bartel said last February.
Morin says she feels the pressure when all four of her children, ages 10 to 15, have homework on the same night or projects due at the same time.
Still, she believes some homework should be sent home throughout the week, “just to keep them on their toes.”
Margo Cowie, who has been advocating homework changes for a long time, said it wasn’t that her two children – now 16 and 18 – were getting too much homework all the time, but that it was intruding on family vacation time.
She’s pleased with the extensive consultations the board held with parents, teachers, trustees and staff before making changes.
“What they came up with was what pretty much all of the stakeholder groups wanted,” she says. “Parents are talking about it, they are liking what they see and what they hear.”

NEW LONDON, Conn. (AP) — Fifty-five U.S. Coast Guard Academy cadets have been disciplined for sharing homework answers in violation of academy policy, Coast Guard officials announced.
After a series of disciplinary hearings, six of the cadets failed the course and 48 got lowered grades, officials said Wednesday.
The cadets were accused of cheating by sharing answers for two separate homework assignments electronically.
“The U.S. Coast Guard Academy is committed to upholding the highest standards of integrity, honor, and accountability,” said Capt. Edward Hernaez, commandant of the academy. “Misconduct like this undermines trust and those found to have violated our principles were held accountable for their actions.”
The cadets will be provided the opportunity to appeal the disciplinary actions, officials said.
