The announcement marks the official completion of two deliverables mandated by President Biden’s AI Executive Order (E.O. 14110), and further exemplifies the United States’ leadership in shaping safe, secure, and trustworthy AI technologies.
Artificial Intelligence (AI) is a rapidly evolving technology that can propel innovative solutions to help address the world’s most pressing challenges if harnessed responsibly. As communities across the globe explore how to develop, design, and deploy AI, it is crucial that this investment is coupled with intensive and inclusive research to understand both the opportunities and the risks associated with AI systems.

Released in September 2024, the Global AI Research Agenda (GAIRA) highlights critical research opportunities for global consideration and international collaboration. Guided by principles of inclusion and equity, responsible research conduct, and partnership and collaboration, the GAIRA aims to foster a holistic and coordinated approach to AI research and development that ensures that AI is developed and used in a manner that benefits all people, protects their human rights and fundamental freedoms, increases their access to economic opportunities, and reduces inequality. The GAIRA considers both technical advances in AI systems and applications and the resulting interactions between AI technologies and individuals, communities, and society within different global contexts, and across various fields and sectors. The Agenda underscores AI’s potential to advance progress towards the United Nations Sustainable Development Goals (SDGs), and calls for research to better understand how deploying AI solutions might impact the global labor market and workforce.
Ultimately, the GAIRA strives to support researchers’ ability to collaborate to advance research on AI development and deployment. The GAIRA emphasizes international collaboration and prioritizes further research to assess the impact of AI in the developing world. Effective engagement in international development using AI, as outlined in the AI in Global Development Playbook, requires rigorous evidence to identify effective strategies and mitigate risks, particularly in low- and middle-income countries (LMICs).
Governing AI and ensuring its safe, secure, responsible, and rights-respecting use is a whole-of-society issue. The GAIRA and AI in Global Development Playbook documents reflect input and expertise from stakeholders across the private sector, civil society, and international borders. The publication of GAIRA marks the completion of a requirement mandated by the U.S. Executive Order on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence and also complements guidance and best practices outlined in the 2023 National AI R&D Strategic Plan and OECD Principles for Trustworthy AI .
The GAIRA is the product of collaboration between the United States Department of State and the United States Agency for International Development (USAID), as well as several other partners across the federal government, principally the National Science Foundation, Department of Energy, and Department of Labor.
By collaborating with countries and other partners that place safety, security, human rights, inclusivity, and trust at the forefront of their approach to AI innovation, researchers can leverage the GAIRA to advance the creation of safe, secure, and trustworthy AI systems. It provides guidance for funders, researchers, and publishers to support the entire AI research ecosystem from foundational discoveries to societal applications. This comprehensive approach ensures that AI technologies are developed and implemented in a way where the benefits of AI can be equitably shared across all of society.
The Global AI Research Agenda (GAIRA) is published pursuant to Section 11(c)(ii) of the U.S. Executive Order on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence . The Executive Order outlines a whole-of-government strategy, promoting global practices through multilateral fora, strengthening partnerships to address shared AI challenges, and supporting global capacity building. Effective engagement with AI in international development requires more than good intentions — we need rigorous evidence to help us identify what works and prioritize the opportunities to pursue and risks to mitigate. The Global AI Research Agenda’s section on labor markets and workers’ rights will set the foundation regarding the future of work and help governments, companies, and labor unions and civil society prepare for the implications of AI for workers. Topics range from labor market shifts —including worker displacement and reskilling —to new types of work, job quality, the impact on income distribution and inequality, and workers’ rights, which includes data enrichment workers in the AI value chain. This research agenda also helps stakeholders mitigate risk and calls for research to inform human-centered solutions in addressing the convergence between AI, the world of work, and worker empowerment.

The Global AI Research Agenda (GAIRA) supplements and strengthens the 2023 National Artificial Intelligence Research and Development Strategic Plan. Bringing AI to any specific domain—whether it is basic science or clean energy development and deployment—will demand significant effort to incorporate domain knowledge into AI systems, quantify uncertainty, error, and precision, and appropriately integrate these new mechanisms into state-of-the-art computational and laboratory systems. There are problems that cannot be solved alone, and the GAIRA will help put focus on the most pressing R&D issues impacting everyone. These agenda topics will promote a principled and coordinated approach to international discussions on many of these critical issues of AI in science, energy, and security stemming from AI R&D already strongly supported by the Department of Energy, the National Science Foundation, and leading high-tech companies.
