The goal of the National Institute of Environmental Health Sciences (NIEHS) strategic planning process is to set scientific areas of emphasis and priority approaches to anticipate and meet areas of opportunity for furthering environmental health sciences research, training, and translation. NIEHS makes available the final draft of the FY2025-FY2029 NIEHS Strategic Plan.

Comments must be received by 11:59:59 p.m. (ET) on July 21, 2024, to ensure consideration.

This Federal Register notice is in accordance with the 21st Century Cures Act, requiring NIH and its Institutes and Centers to regularly update their strategic plans. NIEHS is one of the 27 institutes and centers that makes up the National Institute of Health, and conducts and supports research on factors in the environment that affect human health.

The mission of the NIEHS is to discover how the environment affects people, in order to promote healthier lives. The vision of the NIEHS is to provide global leadership for innovative research that improves public health by preventing disease and disability. NIEHS research covers all organ systems, diseases, and conditions that could be caused or affected by environmental impacts, which are defined broadly. The NIEHS achieves its mission and vision through multidisciplinary biomedical research programs, as well as prevention and intervention efforts. NIEHS research is disseminated to inform evidence-based environmental health policies to prevent disease and protect health. The NIEHS also focuses on communication and research translation strategies that encompass training, education, technology transfer, and community engagement.

During January 31-April 20, 2023, NIEHS solicited input to its strategic planning process through public comments on its 2018-2023 Strategic Plan and its associated goals, as well as any other aspect of environmental health sciences. Approximately 169 unique responses, both individual and group, were received in response to this RFI. In April 2023, NIEHS hosted a virtual community workshop including more than 100 invited participants from across diverse sectors to provide input Start Printed Page 54014 through presentation and discussion of their ideas for priorities of the strategic plan. Reports and recommendations on key topics were generated as output of this workshop. Comment on strategic priorities in environmental health sciences was also solicited through discussion with the the National Advisory Environmental Health Sciences Council and the Board of Scientific Counselors. . Following compilation, curation, and analysis of all input, results of this curation were presented to NIEHS Senior Leadership to inform discussions and development of the plan, including Research Areas of Emphasis. and, and priority approaches for achieving the plan's translational goals.The NIEHS seeks comments from all interested parties on its final draft “FY2025-FY2028 NIEHS Strategic Plan: Health at the Intersection of People and Their Environments.”

DigitalCommons@UNMC reaches milestone

The McGoogan Health Science Library’s DigitalCommons@UNMC recently reached a significant milestone — 1 million downloads.

DigitalCommons@UNMC, an institutional repository, is a service of the McGoogan Library in support of UNMC’s strategic vision to “increase the research scope and prominence of UNMC as a top tier academic health sciences center” by providing online access to faculty, staff and student scholarship. Open access principles are central to the design of this repository, which breaks down financial barriers to education and also increases the impact of the work contained within it by showcasing it to the global community.

Content types can vary widely by discipline, but the goal of storing all content is the same: To provide a common opportunity for presenting internally and globally what is being accomplished by UNMC and its clinical partners.

Kudos to Jackie Pavlik

Jackie Pavlik, a research operations administrator in the UNMC Department of Surgery, was honored at the June 20 University of Nebraska Board of Regents meeting as UNMC’s Gold U Award winner for June.

In a UNMC Today article, Pavlik said her success is the result of the people around her.

“I have such a great team right now – they make me look good, and I have complete trust in them,” Pavlik said. “I’ve also had some great mentors along the way, but my current supervisor Tracy Rheault has been instrumental in my growth, and I’m very appreciative of that.”

Goals, Strategies, & Measures

Goal: Ensure the education system, including the Nebraska Department of Education, is taking charge of its roles and responsibilities to provide leadership and enhance support systems in the state.

Strategies:

Provide leadership and high quality services in processes, regulations, interagency collaboration, data systems, fiscal responsibility and evaluation, that enhance the success of educational systems in Nebraska.

Provide educational equity through the intentional allocation of resources and opportunities, according to need, which requires that discriminatory practices, prejudices, and beliefs be identified and eradicated.

Engage policy partners and stakeholders in the development of policies, regulations, and practices to ensure equitable opportunities for all Nebraskans.

Measures of Progress:

Measure 1.A.1.   Organize the NDE through personnel and processes to provide leadership in school support systems, regulations, interagency collaboration, data systems, fiscal responsibility, and evaluation that will enhance the success of educational systems in Nebraska, by 2020 [original 1.1] .

Measure 1.A.2.   Implement an evaluation framework to measure the quality of services and systems of support provided by the Nebraska Department of Education, by 2020 [original 1.2] .

Measure 1.A.3. Develop and maintain a professional learning directory to include high-quality professional learning opportunities for teachers, service providers, school leaders, and local school board members, by 2020 [original 1.3] .

Measure 1.A.4.   Collaborate with the Governor, Legislature, postsecondary institutions, and the Educational Service Units (ESUs) to create a uniform process to align dual credit opportunities for students across the state, by 2020 [original 1.4] .

Measure 1.B.1.   Create an equity lens for use by the State Board of Education that provides a common vocabulary and protocol for decision-making and evaluation of progress toward systematic equity transformation, by 2019.

Measure 1.C.1. Develop and implement an adaptive equity plan that will ensure equity is a key focus in NDE policies, practices, and organizational culture, by 2022 [original 7.1] .

The Commissioner has moved forward with organizing the staff of NDE by establishing and naming 3 deputy commissioners and 2 of 3 chiefs to carry out the plan. The chief operating officer position is nearing finalization so that by July 1, 2018 this Leadership goal can near completion.

In addition, new internal policies and procedures are being developed for the entire department for the next 10 years to consolidate services and ensure efficient delivery of services.

Finally, the Communications Office has begun work implementing a plan to improve NDE stakeholder engagement that began with launch of the new NDE website.

In an effort to understand the scope of high quality services and systems of support provided by the Nebraska Department of Education, NDE has been working on a couple of pieces.

The first, focused on identifying the services and systems provided by NDE using the framework of the Strategic Vision and Direction to categorize the work. In addition, working with the North Central Comprehensive Center (NCCC), we have started an alignment project of the services and systems provided by Educational Service Units in Nebraska as well.

The first segment focused on identifying the technology services and will be followed up with alignment to the SIMPL (Service Implementation Model Process and Log) project among ESU's piloting the work. Once the identification of the systems and services is complete, developing the process for evaluating duplication, impact, and timeliness will occur.

In December of 2017, a cost sharing partnership was established between NDE and ESUCC so that Nebraska might benefit from the Open Educational Resources movement. This move initiated efforts to collaboratively develop a digital repository and support statewide efforts to build equity and access to quality learning opportunities for all learners, teachers, and leaders. Work groups were identified to lead these efforts.

Concurrently, statewide efforts have focused on systemic approaches by which to ensure equitable access to quality professional learning opportunities, such as utilization of ESSA's Title IIA SEA funds to develop a system of supports for NE PK-12 principals.

These concurrent efforts may or may not rely heavily on digital supports and/or a professional learning directory.

The Commissioner participated in the Education Commission of the States Midwest Dual Enrollment Policy Academy in November 2017. The Nebraska team included representation from the Nebraska Postsecondary Coordinating Commission, and Western Nebraska Community College.

The state team also includes representation from the Governor's office. This team will meet again in mid-January 2018 to discuss next steps and to expand the partners involved in the process.

In 2015, Nebraska developed and submitted the Nebraska State Equity Plan in response to a federal directive. In 2016-2017, the Every Student Succeeds Act presented Nebraska with the opportunity to revisit the content of the plan submitted in 2015.

The updated Nebraska Equity Plan was submitted as a component of the Educator Effectiveness section of the Nebraska State ESSA Plan. The US Department of Education and ESSA Peers provided only positive feedback in response to the Educator Effectiveness section of the Nebraska State ESSA Plan.

As such, one might assert that Nebraska has completed Goal 7.1. However, our increasingly equity-focused organization recognizes that there will always be room for improvement with the content of our state Equity Plan as well as rigor of implementation of the Equity Plan.

Corn planted acreage down 3% from 2023, soybean acreage up 3% from last year

WASHINGTON, June 28, 2024 – The U.S. Department of Agriculture's National Agricultural Statistics Service (NASS) estimated 91.5 million acres of corn planted in the United States for 2024, down 3% from last year, according to the Acreage report released today. Soybean area planted is estimated at 86.1 million acres, up 3% from last year.

Following up on the Prospective Plantings report released in March, NASS surveyed approximately 9,000 segments of land and nearly 64,000 farm operators during the first two weeks of June to gather information on what farmers actually planted. Key findings released in the Acreage report include:

  • Growers expect to harvest 91.5 million acres of corn for grain, down 3% from 2023.
  • Ninety-four percent of all corn acres planted in the United States are biotech varieties, up from 93% in 2023.
  • Soybean harvested area for 2024 is estimated at 86.1 million acres, up 3% from last year.
  • Producers planted 96% of the soybean acreage using herbicide resistant seed varieties, up one percentage point from 2023.
  • All cotton planted area for 2024 is estimated at 11.7 million acres, 14% above 2023.
  • Upland cotton planted is estimated at 11.5 million acres, up 14% from last year.
  • American Pima planted area is estimated at 182,000 acres, up 24% from 2023.
  • Ninety-six percent of Upland cotton planted acres are biotech varieties, down 97% from last year.
  • All wheat planted area for 2024 is estimated at 47.2 million acres, down 5% from last year.
  • Winter wheat planted area is estimated at 33.8 million acres, down 8% from 2023.
  • Other spring wheat planted area is estimated at 11.3 million acres, up 1% from 2023.
  • Durum wheat planted area is estimated at 2.17 million acres, up 29% from last year.

Today, NASS also released the quarterly Grain Stocks and Rice Stocks reports to provide estimates of on-farm and off-farm stocks as of June 1. Key findings in those reports include:

  • Corn stocks totaled 4.99 billion bushels, up 22% from the same time last year.
  • On-farm corn stocks were up 37% from a year ago, and off-farm stocks were up 4%.
  • Soybeans stored totaled 970 million bushels, up 22% from June 1, 2023.
  • On-farm soybean stocks were up 44% from a year ago, while off-farm stocks were up 6%.
  • All wheat stored totaled 702 million bushels, up 23% from a year ago.
  • On-farm all wheat stocks were up 12% from last year, while off-farm stocks were up 27%.
  • Durum wheat stored totaled 21.1 million bushels, down 24% from June 1, 2023.
  • On-farm stocks of Durum wheat were down 22% from June 1, 2023.
  • Off-farm stocks of Durum wheat were down 26% from a year earlier.

Rice Stocks

  • Rough rice stocks totaled 2.73 million metric tons, up 37% from June 1, 2023.
  • On-farm rice stocks were up 22% from a year ago, while off-farm stocks were up 39%
  • Long grain rice varieties accounted for 55% of the total rough rice, medium grain accounted for 44%, and short grain varieties accounted for 1%.
  • Milled rice stocks totaled 218,270 metric tons, down 7% from a year ago.
  • Milled rice stocks were comprised of 160,980 metric tons of whole kernel rice and 57,290 metric tons of second heads, screenings, and brewers rice.
