The principal investigator, or PI, is responsible for facilitating the research oversight. They will create the research plan and inform team members and stakeholders of every detail relating to the project. The PI will also use the research plan to inform decision-making throughout the project.

Any participants of your planned research sessions will be informed about the purpose of your study, while the exercises will be based on the key messaging outlined in the official plan.

When you start writing your research plan, aim to be detailed about each step, requirement, and idea. The more time you spend curating your research plan, the more precise your research execution efforts will be.

Account for every potential scenario, and be sure to address each and every aspect of the research.

Consider following this flow to develop a great research plan for your project:

Define your project’s purpose

Start by defining your project’s purpose. Identify what your project aims to accomplish and what you are researching. Remember to use clear language.

Thinking about the project’s purpose will help you set realistic goals and inform how you divide tasks and assign responsibilities. These individual tasks will be your stepping stones to reach your overarching goal.

Additionally, you’ll want to identify the specific problem, the usability metrics needed, and the intended solutions.

Know the following three things about your project’s purpose before you outline anything else:

What you’re doing

Why you’re doing it

What you expect from it

Identify individual objectives

With your overarching project objectives in place, you can identify any individual goals or steps needed to reach those objectives. Break them down into phases or steps. You can work backward from the project goal and identify every process required to facilitate it.

Be mindful to identify each unique task so that you can assign responsibilities to various team members. At this point in your research plan development, you’ll also want to assign priority to those smaller, more manageable steps and phases that require more immediate or dedicated attention.

Select research methods

Research methods might include any of the following:

User interviews: this is a qualitative research method where researchers engage with participants in one-on-one or group conversations. The aim is to gather insights into their experiences, preferences, and opinions to uncover patterns, trends, and data.

Field studies: this approach allows for a contextual understanding of behaviors, interactions, and processes in real-world settings. It involves the researcher immersing themselves in the field, conducting observations, interviews, or experiments to gather in-depth insights.

Card sorting: participants categorize information by sorting content cards into groups based on their perceived similarities. You might use this process to gain insights into participants’ mental models and preferences when navigating or organizing information on websites, apps, or other systems.

Focus groups: use organized discussions among select groups of participants to provide relevant views and experiences about a particular topic.

Diary studies: ask participants to record their experiences, thoughts, and activities in a diary over a specified period. This method provides a deeper understanding of user experiences, uncovers patterns, and identifies areas for improvement.

Five-second testing: participants are shown a design, such as a web page or interface, for just five seconds. They then answer questions about their initial impressions and recall, allowing you to evaluate the design’s effectiveness.

Surveys: get feedback from participant groups with structured surveys. You can use online forms, telephone interviews, or paper questionnaires to reveal trends, patterns, and correlations.

Tree testing: tree testing involves researching web assets through the lens of findability and navigability. Participants are given a textual representation of the site’s hierarchy (the “tree”) and asked to locate specific information or complete tasks by selecting paths.

Usability testing: ask participants to interact with a product, website, or application to evaluate its ease of use. This method enables you to uncover areas for improvement in digital key feature functionality by observing participants using the product.

Live website testing: research and collect analytics that outlines the design, usability, and performance efficiencies of a website in real time.

There are no limits to the number of research methods you could use within your project. Just make sure your research methods help you determine the following:

What do you plan to do with the research findings?

What decisions will this research inform? How can your stakeholders leverage the research data and results?

Recruit participants and allocate tasks

Next, identify the participants needed to complete the research and the resources required to complete the tasks. Different people will be proficient at different tasks, and having a task allocation plan will allow everything to run smoothly.

Prepare a thorough project summary

Every well-designed research plan will feature a project summary. This official summary will guide your research alongside its communications or messaging. You’ll use the summary while recruiting participants and during stakeholder meetings. It can also be useful when conducting field studies.

Ensure this summary includes all the elements of your research project. Separate the steps into an easily explainable piece of text that includes the following:

An introduction: the message you’ll deliver to participants about the interview, pre-planned questioning, and testing tasks.

Interview questions: prepare questions you intend to ask participants as part of your research study, guiding the sessions from start to finish.

An exit message: draft messaging your teams will use to conclude testing or survey sessions. These should include the next steps and express gratitude for the participant’s time.

Create a realistic timeline

While your project might already have a deadline or a results timeline in place, you’ll need to consider the time needed to execute it effectively.

Realistically outline the time needed to properly execute each supporting phase of research and implementation. And, as you evaluate the necessary schedules, be sure to include additional time for achieving each milestone in case any changes or unexpected delays arise.

Determine how to present your results

A research plan must also describe how you intend to present your results. Depending on the nature of your project and its goals, you might dedicate one team member (the PI) or assume responsibility for communicating the findings yourself.

In this part of the research plan, you’ll articulate how you’ll share the results. Detail any materials you’ll use, such as:

Presentations and slides

A project report booklet

A project findings pamphlet

Documents with key takeaways and statistics

Graphic visuals to support your findings

  • Format your research plan

As you create your research plan, you can enjoy a little creative freedom. A plan can assume many forms, so format it how you see fit. Determine the best layout based on your specific project, intended communications, and the preferences of your teams and stakeholders.

Imagine you’ve been tasked with finding out how to get more customers to order takeout from an online food delivery platform. The goal is to improve satisfaction and retain existing customers. You set out to discover why more people aren’t ordering and what it is they do want to order or experience. 

You identify the need for a research project that helps you understand what drives customer loyalty. But before you jump in and start calling past customers, you need to develop a research plan—the roadmap that provides focus, clarity, and realistic details to the project.

Here’s an example outline of a research plan you might put together:

A research plan is a framework that shows how you intend to approach your topic. The plan can take many forms: a written outline, a narrative, a visual/concept map or timeline. It's a document that will change and develop as you conduct your research. Components of a research plan

1. Research conceptualization - introduces your research question

Research methodology refers to the knowledge and skills required to select and apply appropriate methods to carry through the research project ( Newbury 374) .

A literature review is a systematic approach to locating, reviewing, and evaluating the published work and work in progress of scholars, researchers, and practitioners on a given topic.

Critical evaluation and synthesis is the ability to handle (or process) existing sources. It includes knowledge of the sources of literature and contextual research field within which the person is working ( Newbury 373).

With your instructor’s help, you should make some basic decisions about what information to collect and what methods to use in analyzing it. You will probably develop this research strategy gradually and, if you are like the rest of us, you will make some changes, large and small, along the way. Still, it is useful to devise a general plan early, even though you will modify it as you progress. Develop a tentative research plan early in the project. Write it down and share it with your instructor. The more concrete and detailed the plan, the better the feedback you’ll get.

This research plan does not need to be elaborate or time-consuming. Like your working bibliography, it is provisional, a work in progress. Still, it is helpful to write it down since it will clarify a number of issues for you and your professor.

Writing a Research Plan

To write out your research plan, begin by restating your main thesis question and any secondary ones. They may have changed a bit since your original proposal. If these questions bear on a particular theory or analytic perspective, state that briefly. In the social sciences, for example, two or three prominent theories might offer different predictions about your subject. If so, then you might want to explore these differences in your thesis and explain why some theories work better (or worse) in this particular case. Likewise, in the humanities, you might consider how different theories offer different insights and contrasting perspectives on the particular novel or film you are studying. If you intend to explore these differences, state your goal clearly in the research plan so you can discuss it later with your professor. Next, turn to the heart of this exercise, your proposed research strategy. Try to explain your basic approach, the materials you will use, and your method of analysis. You may not know all of these elements yet, but do the best you can. Briefly say how and why you think they will help answer your main questions.

Be concrete. What data will you collect? Which poems will you read? Which paintings will you compare? Which historical cases will you examine? If you plan to use case studies, say whether you have already selected them or settled on the criteria for choosing them. Have you decided which documents and secondary sources are most important? Do you have easy access to the data, documents, or other materials you need? Are they reliable sources—the best information you can get on the subject? Give the answers if you have them, or say plainly that you don’t know so your instructor can help. You should also discuss whether your research requires any special skills and, of course, whether you have them. You can—and should—tailor your work to fit your skills.

If you expect to challenge other approaches—an important element of some theses—which ones will you take on, and why? This last point can be put another way: Your project will be informed by some theoretical traditions and research perspectives and not others. Your research will be stronger if you clarify your own perspective and show how it usefully informs your work. Later, you may also enter the jousts and explain why your approach is superior to the alternatives, in this particular study and perhaps more generally. Your research plan should state these issues clearly so you can discuss them candidly and think them through.

If you plan to conduct tests, experiments, or surveys, discuss them, too. They are common research tools in many fields, from psychology and education to public health. Now is the time to spell out the details—the ones you have nailed down tight and the ones that are still rattling around, unresolved. It’s important to bring up the right questions here, even if you don’t have all the answers yet. Raising these questions directly is the best way to get the answers. What kinds of tests or experiments do you plan, and how will you measure the results? How will you recruit your test subjects, and how many will be included in your sample? What test instruments or observational techniques will you use? How reliable and valid are they? Your instructor can be a great source of feedback here.

Your research plan should say:

  • What materials you will use
  • What methods you will use to investigate them
  • Whether your work follow a particular approach or theory

There are also ethical issues to consider. They crop up in any research involving humans or animals. You need to think carefully about them, underscore potential problems, and discuss them with your professor. You also need to clear this research in advance with the appropriate authorities at your school, such as the committee that reviews proposals for research on human subjects.

Not all these issues and questions will bear on your particular project. But some do, and you should wrestle with them as you begin research. Even if your answers are tentative, you will still gain from writing them down and sharing them with your instructor. That’s how you will get the most comprehensive advice, the most pointed recommendations. If some of these issues puzzle you, or if you have already encountered some obstacles, share them, too, so you can either resolve the problems or find ways to work around them.

Remember, your research plan is simply a working product, designed to guide your ongoing inquiry. It’s not a final paper for a grade; it’s a step toward your final paper. Your goal in sketching it out now is to understand these issues better and get feedback from faculty early in the project. It may be a pain to write it out, but it’s a minor sting compared to major surgery later.

What is research methodology?

Research methodology simply refers to the practical “how” of a research study. More specifically, it’s about how  a researcher  systematically designs a study  to ensure valid and reliable results that address the research aims, objectives and research questions . Specifically, how the researcher went about deciding:

  • What type of data to collect (e.g., qualitative or quantitative data )
  • Who  to collect it from (i.e., the sampling strategy )
  • How to  collect  it (i.e., the data collection method )
  • How to  analyse  it (i.e., the data analysis methods )

Within any formal piece of academic research (be it a dissertation, thesis or journal article), you’ll find a research methodology chapter or section which covers the aspects mentioned above. Importantly, a good methodology chapter explains not just   what methodological choices were made, but also explains  why they were made. In other words, the methodology chapter should justify  the design choices, by showing that the chosen methods and techniques are the best fit for the research aims, objectives and research questions. 

So, it’s the same as research design?

Not quite. As we mentioned, research methodology refers to the collection of practical decisions regarding what data you’ll collect, from who, how you’ll collect it and how you’ll analyse it. Research design, on the other hand, is more about the overall strategy you’ll adopt in your study. Qualitative research refers to research which focuses on collecting and analysing words (written or spoken) and textual or visual data, whereas quantitative research focuses on measurement and testing using numerical data . Qualitative analysis can also focus on other “softer” data points, such as body language or visual elements.

It’s quite common for a qualitative methodology to be used when the research aims and research questions are exploratory  in nature. For example, a qualitative methodology might be used to understand peoples’ perceptions about an event that took place, or a political candidate running for president. 

Contrasted to this, a quantitative methodology is typically used when the research aims and research questions are confirmatory  in nature. For example, a quantitative methodology might be used to measure the relationship between two variables (e.g. personality type and likelihood to commit a crime) or to test a set of hypotheses .

As you’ve probably guessed, the mixed-method methodology attempts to combine the best of both qualitative and quantitative methodologies to integrate perspectives and create a rich picture. What is sampling strategy?

Simply put, sampling is about deciding who (or where) you’re going to collect your data from . Why does this matter? Well, generally it’s not possible to collect data from every single person in your group of interest (this is called the “population”), so you’ll need to engage a smaller portion of that group that’s accessible and manageable (this is called the “sample”).

How you go about selecting the sample (i.e., your sampling strategy) will have a major impact on your study.  There are many different sampling methods  you can choose from, but the two overarching categories are probability   sampling and  non-probability   sampling .

Probability sampling  involves using a completely random sample from the group of people you’re interested in. This is comparable to throwing the names all potential participants into a hat, shaking it up, and picking out the “winners”. By using a completely random sample, you’ll minimise the risk of selection bias and the results of your study will be more generalisable  to the entire population. 

Non-probability sampling , on the other hand,  doesn’t use a random sample . For example, it might involve using a convenience sample, which means you’d only interview or survey people that you have access to (perhaps your friends, family or work colleagues), rather than a truly random sample. With non-probability sampling, the results are typically not generalisable .

What are data collection methods?

As the name suggests, data collection methods simply refers to the way in which you go about collecting the data for your study. Some of the most common data collection methods include:

  • Interviews (which can be unstructured, semi-structured or structured)
  • Focus groups and group interviews
  • Surveys (online or physical surveys)
  • Observations (watching and recording activities)
  • Biophysical measurements (e.g., blood pressure, heart rate, etc.)
  • Documents and records (e.g., financial reports, court records, etc.)

The choice of which data collection method to use depends on your overall research aims and research questions , as well as practicalities and resource constraints. For example, if your research is exploratory in nature, qualitative methods such as interviews and focus groups would likely be a good fit. Conversely, if your research aims to measure specific variables or test hypotheses, large-scale surveys that produce large volumes of numerical data would likely be a better fit.

What are data analysis methods?

Data analysis methods refer to the methods and techniques that you’ll use to make sense of your data. These can be grouped according to whether the research is qualitative  (words-based) or quantitative (numbers-based).

Popular data analysis methods in qualitative research include:

  • Qualitative content analysis
  • Thematic analysis
  • Discourse analysis
  • Narrative analysis
  • Interpretative phenomenological analysis (IPA)
  • Visual analysis (of photographs, videos, art, etc.)

Qualitative data analysis all begins with data coding , after which an analysis method is applied. In some cases, more than one analysis method is used, depending on the research aims and research questions . In the video below, we explore some  common qualitative analysis methods, along with practical examples.  

Moving on to the quantitative side of things, popular data analysis methods in this type of research include:

  • Descriptive statistics (e.g. means, medians, modes )
  • Inferential statistics (e.g. correlation, regression, structural equation modelling)

Again, the choice of which data collection method to use depends on your overall research aims and objectives , as well as practicalities and resource constraints. In the video below, we explain some core concepts central to quantitative analysis.

How do I choose a research methodology?

As you’ve probably picked up by now, your research aims and objectives have a major influence on the research methodology . So, the starting point for developing your research methodology is to take a step back and look at the big picture of your research, before you make methodology decisions. The first question you need to ask yourself is whether your research is exploratory or confirmatory in nature.

If your research aims and objectives are primarily exploratory in nature, your research will likely be qualitative and therefore you might consider qualitative data collection methods (e.g. interviews) and analysis methods (e.g. qualitative content analysis). 

Conversely, if your research aims and objective are looking to measure or test something (i.e. they’re confirmatory), then your research will quite likely be quantitative in nature, and you might consider quantitative data collection methods (e.g. surveys) and analyses (e.g. statistical analysis).

Designing your research and working out your methodology is a large topic, which we cover extensively on the blog . For now, however, the key takeaway is that you should always start with your research aims, objectives and research questions (the golden thread). Every methodological choice you make needs align with those three components.

There are three types of research methodology—quantitative, qualitative, and mixed-method, which can be chosen based on the research objectives.

What is research methodology ?

A research methodology describes the techniques and procedures used to identify and analyze information regarding a specific research topic. It is a process by which researchers design their study so that they can achieve their objectives using the selected research instruments. It includes all the important aspects of research, including research design, data collection methods, data analysis methods, and the overall framework within which the research is conducted. While these points can help you understand what is research methodology, you also need to know why it is important to pick the right methodology.

Why is research methodology important?

Having a good research methodology in place has the following advantages: 3

  • Helps other researchers who may want to replicate your research; the explanations will be of benefit to them.
  • You can easily answer any questions about your research if they arise at a later stage.
  • A research methodology provides a framework and guidelines for researchers to clearly define research questions, hypotheses, and objectives.
  • It helps researchers identify the most appropriate research design, sampling technique, and data collection and analysis methods.
  • A sound research methodology helps researchers ensure that their findings are valid and reliable and free from biases and errors.
  • It also helps ensure that ethical guidelines are followed while conducting research.
  • A good research methodology helps researchers in planning their research efficiently, by ensuring optimum usage of their time and resources.

WASHINGTON (AP) — The U.S. Drug Enforcement Administration is moving toward reclassifying marijuana as a less dangerous drug. The Justice Department proposal would recognize the medical uses of cannabis , but wouldn’t legalize it for recreational use.

The proposal would move marijuana from the “Schedule I” group to the less tightly regulated “Schedule III.”

So what does that mean, and what are the implications?

WHAT HAS ACTUALLY CHANGED? WHAT HAPPENS NEXT?

Technically, nothing yet. The proposal must be reviewed by the White House Office of Management and Budget, and then undergo a public-comment period and review from an administrative judge, a potentially lengthy process.

Still, the switch is considered “paradigm-shifting, and it’s very exciting,” Vince Sliwoski, a Portland, Oregon-based cannabis and psychedelics attorney who runs well-known legal blogs on those topics, told The Associated Press when the federal Health and Human Services Department recommended the change.

“I can’t emphasize enough how big of news it is,” he said.

It came after President Joe Biden asked both HHS and the attorney general, who oversees the DEA, last year to review how marijuana was classified. Schedule I put it on par, legally, with heroin, LSD, quaaludes and ecstasy, among others.

Biden, a Democrat, supports legalizing medical marijuana for use “where appropriate, consistent with medical and scientific evidence,” White House press secretary Karine Jean-Pierre said Thursday. “That is why it is important for this independent review to go through.”

IF MARIJUANA GETS RECLASSIFIED, WOULD IT LEGALIZE RECREATIONAL CANNABIS NATIONWIDE?

No. Schedule III drugs — which include ketamine, anabolic steroids and some acetaminophen-codeine combinations — are still controlled substances.

They’re subject to various rules that allow for some medical uses, and for federal criminal prosecution of anyone who traffics in the drugs without permission.

No changes are expected to the medical marijuana programs now licensed in 38 states or the legal recreational cannabis markets in 23 states, but it’s unlikely they would meet the federal production, record-keeping, prescribing and other requirements for Schedule III drugs.

There haven’t been many federal prosecutions for simply possessing marijuana in recent years, even under marijuana’s current Schedule I status, but the reclassification wouldn’t have an immediate impact on people already in the criminal justice system.

“Put simple, this move from Schedule I to Schedule III is not getting people out of jail,” said David Culver, senior vice president of public affairs at the U.S. Cannabis Council.

But rescheduling in itself would have some impact, particularly on research and marijuana business taxes.

WHAT WOULD THIS MEAN FOR RESEARCH?

Because marijuana is on Schedule I, it’s been very difficult to conduct authorized clinical studies that involve administering the drug. That has created something of a Catch-22: calls for more research, but barriers to doing it. (Scientists sometimes rely instead on people’s own reports of their marijuana use.)

Schedule III drugs are easier to study, though the reclassification wouldn’t immediately reverse all barriers to study.

“It’s going to be really confusing for a long time,” said Ziva Cooper, director of the University of California, Los Angeles Center for Cannabis and Cannabinoids. “When the dust has settled, I don’t know how many years from now, research will be easier.”

Among the unknowns: whether researchers will be able to study marijuana from state-licensed dispensaries and how the federal Food and Drug Administration might oversee that.

Some researchers are optimistic.

“Reducing the schedule to schedule 3 will open up the door for us to be able to conduct research with human subjects with cannabis,” said Susan Ferguson, director of University of Washington’s Addictions, Drug & Alcohol Institute in Seattle.

WHAT ABOUT TAXES (AND BANKING)?

Under the federal tax code, businesses involved in “trafficking” in marijuana or any other Schedule I or II drug can’t deduct rent, payroll or various other expenses that other businesses can write off. (Yes, at least some cannabis businesses, particularly state-licensed ones, do pay taxes to the federal government, despite its prohibition on marijuana.) Industry groups say the tax rate often ends up at 70% or more.

The deduction rule doesn’t apply to Schedule III drugs, so the proposed change would cut cannabis companies’ taxes substantially.

They say it would treat them like other industries and help them compete against illegal competitors that are frustrating licensees and officials in places such as New York .

“You’re going to make these state-legal programs stronger,” says Adam Goers, of The Cannabist Company, formerly Columbia Care. He co-chairs a coalition of corporate and other players that’s pushing for rescheduling.

It could also mean more cannabis promotion and advertising if those costs could be deducted, according to Beau Kilmer, co-director of the RAND Drug Policy Center.

Rescheduling wouldn’t directly affect another marijuana business problem: difficulty accessing banks, particularly for loans, because the federally regulated institutions are wary of the drug’s legal status. The industry has been looking instead to a measure called the SAFE Banking Act . It has repeatedly passed the House but stalled in the Senate.

ARE THERE CRITICS? WHAT DO THEY SAY?

Indeed, there are, including the national anti-legalization group Smart Approaches to Marijuana. President Kevin Sabet, a former Obama administration drug policy official, said the HHS recommendation “flies in the face of science, reeks of politics” and gives a regrettable nod to an industry “desperately looking for legitimacy.”

Some legalization advocates say rescheduling weed is too incremental. They want to keep the focus on removing it completely from the controlled substances list, which doesn’t include such items as alcohol or tobacco (they’re regulated, but that’s not the same).

Paul Armentano, the deputy director of the National Organization for the Reform of Marijuana Laws, said that simply reclassifying marijuana would be “perpetuating the existing divide between state and federal marijuana policies.” Kaliko Castille, a past president of the Minority Cannabis Business Association, said rescheduling just “re-brands prohibition,” rather than giving an all-clear to state licensees and putting a definitive close to decades of arrests that disproportionately pulled in people of color.

“Schedule III is going to leave it in this kind of amorphous, mucky middle where people are not going to understand the danger of it still being federally illegal,” he said.

Scientists have a futuristic plan to live underwater and 'unlock the ocean’s mysteries'

Imagine working aboard a research station on the ocean floor, watching sea creatures swim past, then venturing out to explore the ocean’s surface. Or being able to examine the impact of climate change on coral reefs from the windows of your undersea research station. 

Such facilities have so far been limited, but the National Oceanic and Atmospheric Administration and developers of a proposed new “first of its kind” research laboratory hope to expand the opportunities and help humans learn more about the ocean. 

Proteus Ocean Group – co-founded by Fabien Cousteau, grandson of the late ocean exploration pioneer Jacques Cousteau – is developing an “underwater space station of the ocean.” The group plans to build the station nearly 60 feet deep off the coast of Curaçao in the Caribbean by 2026. 

NOAA and the ocean group announced this month they will partner to identify research opportunities as plans to build the station move forward, sharing information and scientific expertise. 

The research facility would  give scientists and the public a rare window on life under the ocean, the partners said. Much like the International Space Station and earlier versions of marine laboratories, aquanauts will live aboard the station as they conduct research and exploration beneath the sea.

“On PROTEUS we will have unbridled access to the ocean 24/7, making possible long-term studies with continuous human observation and experimentation,” Cousteau stated in a news release. “With NOAA’s collaboration, the discoveries we can make – in relation to climate refugia, super corals, life-saving drugs, micro environmental data tied to climate events and many others – will be truly groundbreaking.”

What will the partnership between Proteus and NOAA mean?

“This partnership has the potential to greatly expand our capabilities in studying the ocean,” said Jeremy Weirich, director of NOAA Ocean Exploration. “By living underwater for extended periods in this new ocean laboratory, we’ll be able to unlock the ocean’s mysteries so that we can better manage, sustainably use, protect and appreciate its resources.”

The partners may undertake joint expeditions, exchange personnel and share methods of operation related to missions to study the ocean environment, NOAA said.

Proteus Ocean Group will benefit from NOAA’s expertise as it continues the long process of designing and building the complex facility, said Lisa Marrocchino, the group's chief executive officer. 

The new laboratory would be an additional step in NOAA's own research programs, including development of the underwater research station Aquarius in 1988. Aquarius is now owned and operated in the Florida Keys National Marine Sanctuary by Florida International University .

What’s the plan for the Proteus underwater research station? 

Plans have been in the works for several years, but the pandemic and other world events have been a challenge, Marrocchino said.  The team includes a group of scientists , oceanographers and entrepreneurs.

“We have a general concept, now we really get into the nitty gritty front end design,” which should last about nine months, she said.

Proteus shared video of Cousteau and others diving over the site where they plan to erect Proteus off Curaçao, an island country in the southern Caribbean, 40-50 miles north of Venezuela, that is part of the Kingdom of the Netherlands. Marrocchino said one of the largest submersible fleets in the ocean docks on the island.

Here’s what they know so far:

  • The station will include an observatory and laboratory.
  • Aquanauts will live aboard and work under the ocean. 
  • Eight people could live in the station, with potentially up to 12. 
  • It would allow private citizens to live underwater for periods of time. 
  • It will include a video production facility that could live-stream.
  • Additional modules could be added later 
  • The company plans to eventually develop two or three other networked stations

Have there been other underwater research laboratories? 

Yes. The first were a series of three built in the 1960s under the direction of Cousteau’s grandfather. The Continental Shelf program ran for several years and allowed aquanauts to live under the water off France and in the Red Sea. 

In 1975, the United States, Germany, Poland and the Soviet Union collaborated on a three-month mission for a portable laboratory dubbed Helgoland , launched off the northeastern coast on Stellwagen Bank. Four-person dive teams spent weeklong rotations. The mission experienced a number of challenges including a hurricane and unexpected movement of the station in strong currents. A German diver died as the result of an accident during a decompression stop. 

  • Aquarius is 46 feet by 10 feet and includes a kitchen facility and work areas and supports six crew members.
  • It was initially deployed in St. Croix’s Salt River Canyon in 1988, then moved to the Keys in 1993.
  • The 85-ton habitat sits on a 120-ton base plate on the seafloor.
  • It has housed more than 471 crew members.
  • The average mission length is 7-10 days.
  • Hydrolab was NOAA’s first undersea research habitat.
  • Aquanauts could live on the ocean floor for days or weeks at a time. 
  • It housed more than 700 scientists on more than 85 missions.
  • It operated between 1970 and 1985 and is now on display at NOAA’s Science Center in Silver Spring, Maryland.
  • In a space just 8 by 16 feet, the Hydrolab housed three bunks, a laboratory and a moon pool to get out onto the ocean floor.
  • Leaving the lab required 16 hours in a hyperbaric chamber.
  • Hydrolab operated in the Bahamas, St. Croix and the U.S. Virgin Islands.

What marijuana reclassification could mean for health treatments

The federal government is poised to remove marijuana from the most dangerous class of drugs, which could open up more clinical treatments and research opportunities.

The Justice Department is recommending reclassifying marijuana  as a Schedule III drug, down from a Schedule I drug. Its proposal, which would need to be cleared by the White House Office of Management and Budget, could allow researchers to investigate marijuana’s clinical applications more broadly.

Still, many questions remain as to how marijuana would be used, how open providers and patients would be to marijuana as a medical treatment, and what coverage and payment for such treatments would look like.

Here’s what to know about how marijuana could be used in the clinical setting.

What are Schedule I drugs?

Schedule I drugs, including marijuana, heroin, psilocybin and ecstasy, have the most regulatory restrictions on research, supply and access since the Drug Enforcement Administration deems them high risk and without currently accepted medical use.

That means the Health and Human Services Department, the Food and Drug Administration and DEA must approve researchers' marijuana-related studies, posing a significant barrier to entry. Only the University of Mississippi farm has federal approval to grow marijuana, and only some strains and potency levels.

Even so, the limited research on marijuana and psilocybin has shown that they can be used to treat post-traumatic stress disorder and depression, among other ailments .

Will marijuana be used more widely?

More than 8.3 million people reported using doctor-prescribed marijuana in 2020, according to a 2023 study published in the American Journal of Preventative Medicine. While that number is expected to increase if the federal government reclassifies marijuana, it's unclear what use of the drug will look like in the clinical setting.

Even in more traditional drug approvals, it tends to take time for treatments to be widely accepted by providers and patients.

“The widespread adoption of marijuana-based treatments in clinical settings would likely be a gradual process that depends on the accumulation of evidence, regulatory decisions and shifts in professional and public perceptions,” said Tony Yang, a health policy professor at George Washington University.

Take biosimilars , which are less expensive copies of biologic drugs made from living organisms, as an example. While the Food and Drug Administration has approved around 50 biosimilars since 2015, biosimilar use has been relatively slow as patients and providers become more familiar with the products and the regulatory approval process.

For instance, certain biosimilars used as immunosuppressants, as synthetic forms of insulin and to stimulate white and red blood cell production only gained 23% market share three years after they hit the market, according to a first-quarter market report from Samsung Bioepis.

Who would pay for marijuana?

Providers' clinical use of marijuana may also hinge on reimbursement.

Lingering questions remain on whether health insurance plans and payers, including Medicare and Medicaid, would cover medical marijuana prescriptions, as well as what copayments would be implemented, Yang said. Other questions include whether physicians would be reimbursed for medical marijuana-related patient evaluations and follow-up visits, how dispensaries would be reimbursed and if payment policies would be affected by discrepancies between state and federal laws, he said.

Medicare and some insurers already cover Epidiolex , an epilepsy drug made from marijuana.

There is a growing set of venture capital funds for psychedelic, ketamine and marijuana-derived drugs that may provide funding for research, said Cody Powers, a principal at the consultancy ZS, which focuses on pharmaceuticals.

"I would expect those funds to initiate fundraising off of this development at some point," he said.

Several insurance companies and associations that represent insurers declined to comment, but some insurers argued in a recent court case that federal law prevents them from paying for marijuana. Even if marijuana is reclassified, Schedule III drugs are still illegal under federal law.

Medical marijuana patients and a marijuana dispensary in New Mexico filed the lawsuit in state court in 2022 against several insurers, alleging they should pay for marijuana used to treat mental health. The pending lawsuit has since been transferred to a New Mexico federal court.

How could reclassifying marijuana affect healthcare research?

Reclassifying marijuana would make it easier for researchers to access and study marijuana.

To study Schedule I drugs, research institutions must thoroughly document how they plan to distribute, receive and track the drugs, Powers said. The regulations are much easier to meet for Schedule III drugs, likely leading to more studies, as long as there’s demand from drugmakers and providers, he said.

Schedule III drugs have a low risk for of abuse and have some medical value, according to the DEA. Under that classification, academics and scientists would have more flexibility to study different marijuana strains, extracts and formulations, Yang said.

“With the reduced regulatory barriers, the reclassification could pave the way for more clinical trials to evaluate the efficacy of marijuana-based treatments for various medical conditions,” he said.

Several academic health systems and provider associations declined to comment on how reclassifying marijuana could impact research.

At some point, research findings will pave the way for FDA approval, said Monica Hon, vice president at the healthcare consultancy Advis.

"To be recognized as a viable choice for treatment would legitimize marijuana at a national level," she said.

We've had some reaction from trade union Unite.

General secretary Sharon Graham criticised the decision by the Bank of England to hold interest rates at 5.25%. 

"The Bank of England needs to stop delaying and act. 

"They were wrong when they blamed workers for rising inflation, and they are wrong again today. 

"Leaving the base rate at this 16-year high does nothing for falling real wages and living standards. 

"Workers cannot be made to pay for a crisis they did not create."

For now, the Bank of England has held interest rates at 5.25%. 

But what do the experts predict will happen next?

When could rates drop?

Paul Dales, chief economist at Capital Economics, believes the first cut will come next month.

"We are still pencilling it in for June and have assumed rates are cut by 25 basis points then and by 25 basis points at every subsequent meeting until they reach 3 per cent in 2025," he said.  

"The June forecast is based on the idea that by then CPI inflation will have fallen below 2% and that other measures of the persistence of inflation, such as CPI services inflation and wage growth, will also have eased significantly from current levels."

How far could they drop?

Andrew Hagger, personal finance expert and founder of website MoneyComms said he believes the base rate could fall as low as 4.75% by the end of this year. 

"I think the MPC will err on the side of caution due to uncertainty about wage growth and having one eye on how quickly core inflation tails off," he said. 

Should they have been cut already?

The MPC voted 7-2 - and the change in the vote (from 8-1) will be seen as a further sign that they could be coming down soon, but some economists believe the rate should have been cut today. 

The Institute of Economic Affairs' Shadow Monetary Policy Committee thinks the Bank should have slashed that 5.25% by at least 50 basis points today. 

Dr Andrew Lilico, chair of the committee and executive director of Europe Economics, said: "The Bank of England was too slow raising rates when inflation was rising because it missed the clear message from rapid growth in the money supply data.

"It has made a similar mistake in recent months but in the opposite direction: money supply has contracted or grown only far too slowly for many months, yet the Bank has failed to cut rates.

"The consequence so far has been that inflation is well below what the Bank predicted.

"The consequence in the future will be inflation significantly under-shooting the target and economic growth being damaged. Rates should be cut immediately."

That's the question exercising members of the Bank of England's monetary policy committee at the moment. 

All nine members know that the interest rate, currently at 5.25%, will have to be cut in the coming months.

After all, high interest rates represent a brake on the economy and it's becoming clear that keeping the brake pedal down is causing economic pain. Unemployment is beginning to rise, the strength of consumer demand is dropping and, most of all, inflation is coming down too.

For Bank insiders, the fact that the rate at which the consumer price index is rising each year is about (at least according to their forecasts) to hit 2% is a mark of success. 

Not long ago, as prices rose at the fastest rate in decades, many in the City wondered whether the Bank might have lost control of inflation - which it is supposed to keep as close as possible to 2%.

While the indicator's fall is partly down to the volatility of energy prices (having been the main force lifting prices in recent years, they are now the main force depressing them), what gives the Bank's policymakers hope is that while CPI inflation is expected to bounce back slightly in the coming months, their forecast suggests it will not exceed 3%.

The upshot is that inside the Bank there are some who are now whispering quietly that they might have succeeded - inflation might have been tamed.

But that brings us back to that question: if inflation is tamed then there's no need to have interest rates so high, so how soon should they be cut?

Complicating factors is what's happening on the other side of the Atlantic, where the Federal Reserve, America's central bank, has committed something of a U-turn. 

Having guided investors and economists a few years ago that an interest rate cut was coming soon, the Federal Chair, Jerome Powell, has more lately hinted that no cut is coming anytime soon.

And since America usually leads the way on interest rates, that raises an unnerving question: can the UK really begin cutting rates so long before the Federal Reserve?

The Bank's internal assessment is quite simply that the British economy is in a very different place to America. 

The US is growing very strongly indeed, partly thanks to large Federal spending programmes pumping cash into green tech and semiconductor manufacturing. 

There is nothing analogous in the UK, where the economy is expected to grow by 0.9% over the next 12 months or so.

That's an upgrade on the previous 0.6% forecast, but is only a fraction of the 2%+ growth enjoyed in the US.

In the coming weeks, we're expecting an unusually important set of economic numbers. Inflation data on April is expected to show a big fall, down to 2%. 

There is some jobs data and, of course, tomorrow we learn whether the UK has bounced out of its current recession (it almost certainly has).

In the end, this data is what will determine whether the MPC is bold enough to cut rates in June or in August (or, if the data shows an unexpected increase in inflation, to put those cuts off for longer). 

So it's a waiting game - but it looks like there's not that much longer to wait.

Business presenter Ian King says the "dynamics are moving towards a cut" - after the Bank's Monetary Policy Committee voting emerged.

Last time 8-1 voted for a hold - this time it was 7-2.

"We are moving ever closer to an interest rate cut," says King.

Deputy governor Sir Dave Ramsden joined Swati Dhingra in voting to cut the rate to 5%.

Ed Conway, our economics editor , says the fact such a senior member voted for a cut is significant - "that's usually the type of thing" that hints a cut is coming. 

The next rate decision is on 20 June.

The Bank of England has edged closer to a cut in interest rates, with another member of its nine-person monetary policy committee voting for lower borrowing costs this month.

While the MPC voted 7-2 to leave UK interest rates on hold at 5.25%, the change in the vote will be seen as a further sign that they could be coming down soon - perhaps as soon as next month.

Alongside its rate decision, the Bank published new forecasts for the UK economy , which show that gross domestic product is projected to be stronger this year and unemployment and inflation rates lower than previously expected. 

It said the CPI rate of inflation was likely to drop to its 2% target imminently - though it would bounce a little higher afterwards.

Governor Andrew Bailey said: "We've had encouraging news on inflation and we think it will fall close to our 2% target in the next couple of months. We need to see more evidence that inflation will stay low before we can cut interest rates. I'm optimistic that things are moving in the right direction."

The documents released today are likely to reinforce the view among economists that even though the US central bank, the Federal Reserve, has hinted it won't cut interest rates anytime soon, the Bank is likely to cut them this summer.

The main debate among investors is when that cut will happen: as of this morning they were betting the first quarter percentage point cut would come in August, though some think it could be as soon as next month.

Those who try to construe likely future decisions based on the voting patterns on the committee will see significance in the fact that Dave Ramsden, one of the Bank's deputy governors, has joined Swati Dhingra in voting for lower interest rates. 

Often the change in the vote of a senior internal MPC member - as opposed to one of the four external MPC members (of which Ms Dhingra is one) - signifies that the rest of the committee may soon follow suit.

The critical line from the minutes of today's decision reads that the MPC "would consider forthcoming data releases and how these informed the assessment that the risks from inflation persistence were receding".

A few months ago a June interest rate cut was strongly forecast by markets - but that's now slipped back to August, and some economists even believe it could be later.

However, the UK doesn't exist in an economic bubble - and what's happening in Europe could swing a potential cut back to June.

Sweden became the first European economy to cut rates this week - and the European Central Bank is widely expected to rubber stamp a cut on 6 June.

Some analysts think this could persuade the Bank of England - which will almost certainly hold rates at midday today - to quickly follow suit.

Laith Khalaf, head of investment analysis at AJ Bell, thinks a cut from 5.25% will be confirmed in June or August. He explains why rate cuts could be influenced by a pack mentality...

"There's a great deal of speculation as to which of the big three Western central banks is going to blink first and cut interest rates. 

"The US Fed has pretty much ruled itself out of the race as policymakers have turned up the volume on their hawkish rhetoric. 

"The Bank of England was first into the rate-hiking cycle, but it looks like it's going to be pipped to the post on the way out by the ECB. Markets are expecting a rate cut from the ECB on 6 June, with the UK central bank following suit either in June or August.

"There is some safety in numbers for central banks, because of the exchange rate effects of pulling away from the herd. Cutting rates too far ahead of others can lead to currency weakness, and additional inflationary pressure as a result. 

"Leaving it too late can do unnecessary financial damage to the domestic economy."

Those hoping for a rate cut in June - and remember, this would be good for mortgage holders but not savers - may relish the rest of Mr Khalaf's analysis...

"Two important things occur before the UK interest rate decision on 20 June. One is the ECB policy decision in early June, where it is widely expected to cut rates, which would roll the pitch for similar action from the Bank of England. 

"The other is more inflation readings for April and May, where CPI could get very close to, or possibly even hit, the Bank's 2% target. The closer the inflation dial gets to 2%, the greater the pressure on the Bank of England to take their foot off the brake and cut rates."

This would have been a different day for the markets if projections from January had come true - we'd be gearing up to see how markets would respond.

Months ago, today was supposed to be the day we'd get an interest rate cut, the first one since the latest round of rises began in December 2021.

But as inflation has remained high - 3.2% in the year up to March - so too have analysts' expectations for when the first cut will come.

The current market forecast is for August, with a second drop in November. It's 50-50 whether we'll get a cut next month. 

Movements on the London Stock Exchange are small this morning. The most valuable companies measured via the FTSE 100 index are up 0.07%, while the larger FTSE 250 index grew 0.02%.

A pound buys fewer dollars today than earlier this week. £1 will get you $1.2477 or €1.1626.

Oil prices have risen to $84.29 as the day wore on but still down from the recent highs of $91 a barrel seen in recent weeks.

The Bank of England's monetary policy committee will announce its latest interest rate decision at midday. 

Almost all experts agree that the MPC will hold interest rates at 5.25%.

What's behind the likely hold? 

Economists think the Bank's policymakers will want to hold out until they are more convinced that inflationary pressures have eased.

Higher interest rates are used as a tool to control inflation, which has fallen sharply in recent months.

The latest official figures showed that consumer prices index inflation slowed to 3.2% in March, as it edges closer to the Bank's 2% target.

Is inflation the only factor?

Experts have also pointed out that two other key economic indicators for the Bank of England - pay growth and services sector inflation - have remained more stubborn.

Average wages continued to increase faster than the rate of inflation last month.

Policymakers could therefore want to see more progress that the measures are slowing before they are confident cutting rates.

The Bank of England will shed more light on its predictions for the economy and the path of interest rates when it publishes the latest monetary policy report alongside the rates decision today. 

What does holding rates mean?

Holding rates means a longer period of higher borrowing costs, which have squeezed households since interest rates started rising at the end of 2021. But it does mean interest rates stay higher for savers.

While the top savings rates available are generally a little lower than they were at the start of the year, it's great to see that so many are still paying an interest rate that is keeping up with inflation.

The reason we have seen rates cooling a little this year is that as inflation has fallen, the Bank of England has signalled that at some point it will cut the base rate -  which will see borrowing and savings rates likely fall.

This is why longer-term fixed rates are lower than shorter term - this is called an inverted curve and it indicates that interest rates will be falling over the next few months and years. 

So, although any money locked away now for perhaps five years may initially be earning less interest, over the full term you could find you have hedged against some of the interest rate cuts and therefore end up earning more overall - that way, at least some of your cash is keeping up with, or even beating the cost of living, for longer.

Variable rates, such as easy access and notice accounts, tend to be more reactive at the time that the base rate changes, although even the top rates on the latest accounts have been falling slightly. 

That said, although variable, those who have opened earlier higher paying easy access and notice accounts over the last few months may not have seen rate cuts yet, so could still be earning market beating interest. 

But when the base rate is cut, we are likely to see rates on old accounts fall as well as new. 

This is why it's important to keep a close eye on the rates you are earning and where possible, switch if you can find something more competitive.

A boss at Waitrose has declared the end of the "cheap food era".

James Bailey, an executive director at the supermarket, said the disappearance of cheaper food was down to the impact climate change was having on people's health, the environment and society.

Agriculture is responsible for around 20% of greenhouse gas emissions and is the biggest driver of biodiversity loss.

It relies heavily on the use of chemical fertilisers and intensive methods, plus relatively reliable weather.

Mr Bailey warned in an interview with The Telegraph that the price of these methods was increasing, meaning people would soon be paying more for UK-grown produce.

"If food production becomes much less stable, you're going to see prices going up anyway, but for the wrong reasons," he said.

"There will be tipping points where if you want tomatoes or lettuces in certain seasons, they're going to cost more, even coming from the UK. Because the farmers who produce them are now dealing with energy costs up to here, or the uncertainty of flooding, or risks that didn't exist five to 10 years ago."

Climate change, he said, would impact "the quality of the food, the availability of the food, and the price of the food".

Mr Bailey predicted the solution was regenerative farming - a type of farming that avoids ploughing, reduces fertiliser use and uses cover crops during the winter months to protect the soil.

He believes in the method so much that he says Waitrose is aiming to make all of its UK supply chains from regenerative farms by 2035.

It is still unclear whether regenerative farming practices mean more expensive food. But Mr Bailey said Waitrose customers - who typically have the time and money to choose more expensive products - would be the guinea pigs.

"Part of the solution might be if customers understand regenerative and are prepared to pay for that difference - a bit like organic food," he said.

"I'm very keen to stress that we don’t have all the answers, but eventually regenerative farming should be as profitable, or more, than intensive farming."
