This paper focuses mainly on assessing the food securityagriculture-climate change nexus and provides multidisciplinary scientific assessment and recommendations for sustainable agro ecological solutions in the quest of humanity to sustainable development. While agriculture tend to support the overwhelming majority of the population in every part of Africa in general and in Ethiopia in particular, climate change in itself will very likely affect four key dimensions of the food security including availability, accessibility, utilization and sustainability of the food, due to close linkage between food and water security and climate change. The impacts of climate change and increases in climate variability on agricultural systems and natural-resource-dependent households, as well as on food security and the future vulnerability of already hungry people in Ethiopia and of course in most of the developing countries in Africa, are highlighted in the paper. It is also worth mentioning that, the role of climate-smart agriculture can be used for mitigating and adapting the impacts of projected climate change. CSA brings together practices, policies and institutions that are not necessarily new but are used in the context of climatic changes. Furthermore, it addresses challenges faced by triple interplay of agriculture, food security and climate change simultaneously and holistically.

This study identifies the major impacts of climate change and methods used by farmers to adapt the changing climate in Ensaro district, Ethiopia. 124 sample households were selected purposively from three rural kebele’s of the district and most of the respondents have perceived the increasing trend of temperature and the variation of rainfall in duration and intensity. The most significant impacts of climate variability and change as perceived by the local people were shortage of water, flood, landslide, drought, expose to disease, shortage of forage, force to out migrate, famine, loss of livestock and decline in crop yields. Prevalence of newly introduced human, crop and animal diseases, flooding, drying up of rivers and streams, rainfall variability in duration and amount and the variation of onset and offset date of rainfall are the most mentioned indicators of climate change by farmers. Communities disobeying of God, deforestation and population pressure were the major causes of climate change/variability as perceived by the respondents. Terracing, afforestation, rain water harvesting, crop diversification, use of improved crops, income diversification (petty trade, wage laborer etc.), seasonal migration to generate income and livestock management (destocking, cut and feeding system) are the most coping/adaptation strategies practiced by the farmers in the study area. Results from the binary logit model revealed that the respondent’s age, educational status, access to extension and farm experience have a positive and significant effect on farmer’s taking of adaptation measures. On the other hand, sex of household heads, small farm land size, less access to market and less access to credit have negative and significant effect on farmers taking of adaptation measures in the study area.

In the context of observed climate change and variability and their impact on livelihoods; This study intended to assess farmers' vulnerability to climate change and variability in Janamora district, northwestern Ethiopia. Primary data for the study was collected through questionnaire from 138 respondents selected through multi-stage sampling technique based on agro-ecology. Secondary data was collected from meteorological stations. Mann-Kendall and Chi-square tests were employed to test observed and perceived climate change and variability respectively. While LVI and LVI-IPCC methods were used to assess farmers' vulnerability to climate change and variability using SPSS version 23. The results revealed significant increasing trend in annual average temperature in all stations except Debark and insignificant trend in annual rainfall as well as a higher rainfall variability. Similarly, 69.6 and 80.4% of the interviewed farmers were aware of an increase in temperature and a decrease in rainfall respectively. Moreover, χ 2 test showed that a significant variation (significant at P<0.05) in perception to temperature and rainfall between agro-ecology. The overall vulnerability result in the case of LVI was 0.425, 0.454 and 0.471 for Dega, Woyna Dega and Kolla agro-ecological zones respectively. Similar result was found using the LVI-IPCC approach which was 0.035, 0.041 and 0.049 for Dega, Woyna Dega and Kolla agro-ecological zones respectively. Both LVI and LVI-IPCC results revealed that Kolla was the most vulnerable and Dega was the least vulnerable to climate change and variability. The study suggested improving the literacy level and integrating rural development schemes to increase adaptive capacity. Similarly, further studies should be conducted in the future.

Climate change poses an increasing risk to the agricultural sector and the dynamics that underpin food security. It is one of the main driving forces of the current food insecurity problem in Ethiopia and in Amaro ward in particular. The objectives of this study were to: Examine the current household food security situation in Amaro ward of Ethiopia; identify the adaptation mechanisms deployed by residents of the ward in response to the negative effects of climate change; and ascertain the coping strategies of the households in the study area with respect to food insecurity. A multistage sampling technique was used to select the study area and 100 sample respondents. Data was collected using structured interview and focus group discussions. Household Food Insecurity Access Scale (HFIAS) was used to examine the food security situation. Weighted Average Score (WAS) was used to analyze the adaptation mechanisms to climate change and the coping strategies to food insecurity. The results showed that majority (80%) of the households were food insecure. Majority (93%) of the respondents also utilized adaptation strategies contentedly. However, majority of households (71%) had great difficulty coping with food insecurity while 29% coped with relative ease. Hence, adaptation to climate change and coping with food insecurity are important factors that determine the welfare of households in Amaro ward. Therefore, common indigenous strategies adopted by farmers like replanting, annual crop rotation, regular weeding, change of meal preferences and reduction of the frequency of feeding in the area should be augmented with modern adaptation and coping practices to minimize food insecurity.

Different factors control the types of adaptive strategies and likelihoods of experiencing climate change-induced impacts by smallholder farmers. By using a mixed research method, this study examines the types and determinants of climate change-induced impacts on smallholder rural farmers in drought-prone low lands of Sidama, Southern Ethiopia. Randomly selected (401) households were surveyed on climate change-induced impacts. Longitudinal climatic data were also collected from the Ethiopian National Meteorological Agency to assess the trend of rainfall (RF), temperature and drought incidents. The analyses of the data revealed that RF and temperature had shown decreasing and increasing trends, respectively, during the three decades under consideration (1983-2014). These changes in RF and temperature exposed farmers to climate-related epidemics, drought, harvest loss, and hunger. The logit model results revealed that different factors control the likelihood of exposure to climate change-induced impacts. The findings revealed that literacy level, involving women in family decisions and farmers' involvement in adaptation planning, reduces the likelihood of exposure to climate change-induced hunger. Therefore, there is a need to work on human capital of the farmers through expanding education, strengthening women's participation in family decision-making, and by improving public participation in climate change adaptation undertakings to minimize climate change-induced impacts.

ABSTRACT By: Aschalew Shiferaw email: [email protected] The objectives of this study was to identify the determinants of farmers’ decision to undertake climate change adaptation measures and their preferences for adaptation strategies in Ethiopia using a case study in Adola Rede Woreda. The data was collected from 250 sample households using a survey questionnaire and was analyzed using both descriptive statistics and econometric methods. The logit model was used to identify the determinants to climate change adaptation decision. In addition, the Rank-Ordered Logit model was used to identify the preference as well as the determinants to preferences for climate change adaptation strategies. Results of the logit regression model show that educational level, farm size owned, number of livestock owned, access to credit, and farmers-to-farmers’ extension service are among the factors which are positively and significantly affecting the farmers adaptation decision. However, non farm income and fertility level of the farm negatively and significantly affect farmers’ adaptation decision to climate change. Besides, the results of ROLM show that improved crop and livestock variety, Agroforestry, Changing of planting date, Soil and Water Conservation, Small Scale Irrigation and Temporary Migration are the adaptation strategy preferred by the farmers in Adola Rede in that order from the most preferred to the least preferred. The ROLM indicate that demographic, socio-economic and institutional factors determine the preferences for adaptation strategies. Therefore, the government should first understand the farmers’ preferences for climate change adaptation together with demographic, socio-economic and institutional factors in designing and implementing appropriate policy response to reduce the impacts of climate change and variability in the study area. Fogarty’s G-11 program builds support infrastructure so scientists can focus on research

Fogarty’s “ Infrastructure Development Training Programs for Critical HIV Research at Low-and Middle-Income Country (LMIC) Institutions ” aims to develop educational programs for improving research support in the areas of technical, administrative, and financial management within organizations located in lower revenue nations. Partnerships uniting U.S. and LMIC institutions are considered most capable of cultivating these critical functions.

Program Director Dr. Geetha P. Bansal explained, “Our G-11 program is a mechanism to build infrastructure at institutions that lack adequate support structures—to help them develop an administration office that can help identify research opportunities, submit applications, manage funding, and complete all compliance and post-award activities.” The intention is to establish or reinforce common areas of research administrative support, which any investigator within an institution can access, said Bansal. “The goal is to benefit all researchers, not just one program.” 

In particular, the program, which has been around for over a decade, addresses gaps in grants management training, which can become barriers to applying for and administering NIH grants. (Notably, responders to a 2021 NIH request for information on promoting equity in global health research also identified the lack of grant expertise in LMICs as a pain point.)And, while G-11 grants can be used to support administration capacity building efforts, they are intended to augment all ancillary activities crucial to conducting high-level scientific investigations. Critical functions include but are not limited to: research integrity oversight; ethical review of research for the protection of human subjects; laboratory animal welfare oversight; advanced laboratory instrument services; health sciences library and information services; information and communications technology systems (ICT) for research; biostatistics and data analysis; technology transfer and intellectual property protection; and harassment and discrimination policy and prevention.

Administrative collaborators

Few researchers question the necessity to increase institutional support. “We investigators can't do the work we do unless our administrators are well-trained, proactive, and really engaged with us,” said Dr. Gregory Aarons of University of California, San Diego (UCSD). To do their jobs, administrators must possess many skills, including “content area exposure and expertise, and also institute-specific expertise. Research administrators have to be aware of the unique grant administration issues at each institute so they can help investigators navigate that,” he added.

“Research administration is the most important profession you never knew existed,” said Nicole Joyce, a UCSD research administrator. She cited a statistic from COGR, a professional society of research universities, affiliated medical centers, and independent research institutes: Changes in policy and regulations increased 172% over the last 10 years. “Researchers who are focused on their scientific proposals, outcomes, and dissemination don't have time to understand all of these regulatory changes. By having solidly trained research administrators, researchers can get more proposals submitted and they’ll have better compliance with regulatory changes,” said Joyce.

Dr. Eche Ezeanolue of University of Nigeria Nsukka said the G-11 mechanism “allows you to train the people that you don't see—the people who make investigators that apply for grants successful.” He added that although this funding may appear small, “it's critical for research.” He compared the systemic improvements that can be accomplished with a G-11 grant to erecting a Christmas tree. “If the Christmas tree is there, then everybody can hang their ornaments. I am one of those who hang my ornaments on the tree, but it’s also there for the many U.S. and Nigerian institutions to hang ornaments as well. If we all decorate the tree, then that will make a pretty Christmas tree.”

Joyce said, “G-11s are such an important funding instrument because not only are you developing the capacity, the knowledge, the skills, the expertise, but you're developing the ‘why.’ Why is research important to a country? Why is it important to institutions, communities and individuals?” She believes the more you build awareness and support, the more research will happen. While she herself does not have a science background,her profession is critical to research success. “I really believe in science, and I really want to benefit from all the good that researchers do to help society.” She laughed, “It's also just fun.”

Her advice to investigators? “Be good to your research administrators. Trust that they really do have your best interests at heart. They're your collaborators. They want you to succeed.”
