Four Montgomery schools lose Title I money after change in poverty metric

Nine-year-old Leo Kennedy used to struggle with writing.

Then an enrichment teacher at Viers Mill Elementary School in Silver Spring, Md. — where Leo is a fourth-grader — started pushing him more, recounted his mom, Laurel Kennedy. After the teacher gave him C’s, it motivated him to try harder. Leo started writing, and he loved it. Now, his dream is to become a reporter.

But the program that helped Leo discover his love of writing is in jeopardy, now that Viers Mill is losing a federal Title I grant that’s key in paying for the enrichment teacher and other positions. Three other Montgomery County elementary schools are in a similar predicament.

The four campuses are among 58 Montgomery schools participating in the Community Eligibility Provision, another federal program that gives free breakfast and lunch to all students at certain schools with high need. Through it, Montgomery County Public Schools says it is feeding more children than ever at no cost.

But schools participating in the program are no longer collecting applications for free and reduced meals, a metric that the Montgomery schools district has traditionally relied on to measure poverty at schools and dole out Title I money.

Now, there are concerns that the school system’s new methodology doesn’t fully capture how much need is on a campus, and schools that need additional federal funding may not get it. It also comes as the Montgomery County Public Schools is seeing a drop in Title I money overall as its demographics change.

Last school year, about 75 percent of Viers Mill students received free or reduced[price lunch, Montgomery County Public Schools spokesman Chris Cram said. But under the district’s new metric, the poverty level fell to about 65 percent. Under the new estimate, Viers Mill Elementary will lose its Title I status in the fiscal year that starts July 1.

During an October 2022 report , the Maryland Department of Education warned of an “inevitable disparity” for schools participating in the Community Eligibility Provision: “These CEP schools will then intrinsically have a lower FARMs rate than other schools who are not participating in CEP, even if the student population is identical.”

The state’s Department of Education said at the time that it would work on an “alternative income eligibility form” that could capture some of the students that are missing in the data. But while the agency initially promised to create that form by 2023, it isn’t expected to roll out until the 2025-2026 school year.

Poverty calculations are vital to establish which schools qualify for Title I status, a designation that enables campuses to receive extra federal aid. In the Montgomery school system — which has 45 Title I schools in the 2023-2024 school year — the funding has helped establish summer programs and recruit staff.

Census data on an area’s poverty levels is used to determine how much Title I money is distributed to school divisions like Montgomery. The district receives a preliminary allocation of money from the state Department of Education in the spring, Cram said.

Last year, Montgomery received about $52 million to split among schools, but it has not received an estimate for the upcoming fiscal year. However, the school system typically will make its own estimate of potential Title I funding by reviewing census data. This year, with census data from 2022 indicating there were fewer students in poverty in Montgomery, school officials project the division will receive less Title I funding in the coming school year.

With some schools no longer collecting the free and reduced meal applications, the school system used a different method to decide how to distribute its Title I money. The new “direct certification” process uses data from public benefits like the Supplemental Nutrition Assistance Program and Temporary Assistance for Needy Families to estimate the poverty level of a school — a method that follows guidance from the federal government, according to a document issued in February 2022 . The district then ranked schools by amount of need.

That method “changed the ranking of the schools quite drastically,” Peggy Pugh, the Montgomery district’s chief academic officer, said during a February school board meeting. “Some of the schools slipped [in the ranking]. Some of them moved up much faster than we anticipated.”

While a school’s Title I status can change on a year-to-year basis, Pugh said, “this year, we couldn’t predict what happened actually.”

In addition to the changes at Viers Mill, Brookhaven Elementary School in Rockville, Md., went from 72 percent to 66 percent. At Oak View Elementary School in Silver Spring, the number dropped from about 74 percent to 65 percent. But the largest decrease was at Strathmore Elementary School, which went from 73 percent to about 60 percent. Each school lost between about $360,000 to $520,000 to pay for staff and other programs.

On the flip side, six new schools were identified as Title I. Through the method, the poverty level at East Silver Spring Elementary School rose from about 62 percent to about 80 percent. Other schools showing higher need under the new method were S. Christa McAuliffe Elementary School and Waters Landing Elementary School in Germantown, Md.; Benjamin Banneker Middle School in Burtonsville, Md.; Meadow Hall Elementary School in Rockville; and Strawberry Knoll Elementary School in Gaithersburg, Md.

In February, principals at the four schools losing their Title I status started notifying their parent-teacher associations of the change. A letter from Brookhaven Elementary School Principal Xavier Kimber explained that the school would be losing several important learning interventions, including summer school and key staff members.

“This loss brings about several significant implications for our school, staff, and most importantly, our students,” Kimber wrote in his letter.

Parents were perplexed by the switch-up. One of the schools losing funding, Oak View, serves only students in grades three through five. But its feeder school, New Hampshire Estates Elementary — which serves children in between prekindergarten and second grade — kept their Title I status.

“Our numbers haven’t just changed overnight,” said Danielle Ring, a parent of a fifth-grader at Strathmore Elementary School. “They are pretty consistent over what they’ve been for the past few years.” She added that the method the school system uses appears to cut out families who are undocumented, since it relies on public benefits.

Donna Gunning, an assistant state superintendent, said state officials are working on a method that would help districts with schools in the Community Eligibility Provision identify more students who may be in need.

Meanwhile, Montgomery County Public Schools has sought grants to pay for resources provided at the four schools losing their Title I status. “It goes without saying that our focus on equity remains no matter the Title I status of any school,” Cram said.

Parents and students at the schools are wanting to bring more attention to the issue.

This month, third-, fourth- and fifth-graders at Viers Mill Elementary who are part of a local Girl Scouts troop organized a walkout during the school day. The elementary school students called on the school system to keep their teachers and programs.

Leo, the 9-year-old who used to be hesitant to write, decided to cover the rally as his first reporting assignment. The change will probably affect the accelerated math and enhanced reading classes he takes.

“I feel a bit sad that I’m not going to be able to get an education that I’m on level for and stuff, and that some teachers are going to lose their jobs and stuff,” Leo said. “I feel mad because, seriously, MCPS? What did we do?”

The Giants have designated catcher Joey Bart for assignment, thus creating 26-man and 40-man roster space for Daulton Jefferies , whose contract selection was reported yesterday.

The move likely marks the end of Bart’s time in San Francisco, which began with great fanfare when the Giants selected the backstop with the second overall pick of the 2018 draft.  Widely considered a top-tier prospect coming out of Georgia Tech, getting drafted by the Giants added another layer of expectation onto Bart since he was now viewed as the heir apparent to franchise legend Buster Posey .

Bart continued to place in top-100 prospect rankings as recently as 2022, yet after posting solid numbers in his first two pro seasons, the catcher was promoted to the majors in 2020 without any Triple-A time.  The lack of a minor league season in 2020 obviously kept Bart from any more minor league seasoning, but even though the Giants clearly liked what they saw of Bart at their alternate training site, he didn’t look ready for the Show while hitting .233/.288/.320 over his first 111 MLB plate appearances.

Posey’s decision to opt out of the 2020 season left a hole for the Giants at the catching position, but he returned with spectacular numbers in 2021 in what ended up being the twelfth and final season of his Cooperstown-worthy career.  Bart played in only two games in the majors in 2021 but still couldn’t seize the job with Posey retired, as Bart hit .215/.296/.364 in 291 PA in 2022.  Injuries further hampered Bart in 2023 as he struggled to a .528 OPS over 95 PA in the majors, and Patrick Bailey ’s ascension to the starting catcher role essentially served as the writing on the wall for Bart’s chances of sticking in San Francisco.

Trade speculation has followed Bart for well over a year, though since Bart is now out of minor league options, teams might have been waiting to force the Giants’ hand with a DFA rather than work out a trade.  It doesn’t seem likely that Bart will pass through waivers without a claim, and it’s possible he might not even end up far outside San Francisco — NBC Sports Bay Area’s Taylor Wirth reports that the Athletics are among the many teams who have scouted Bart.

Now 27 years old, Bart has a career .219/.288/.335 slash line over 503 PA in the Show, and a .274/.357/.434 slash over 554 Triple-A plate appearances.  Those minor league numbers are actually a little underwhelming, considering how Bart played in the hitter-friendly Pacific Coast League.  Bart has also struck out 28.34% of the time in Triple-A, as he has yet to figure out how to make either consistent contact or quality contact against even minor league pitching, let alone MLB hurlers.

With this in mind, it is far from certain that Bart might enjoy a post-hype breakout with a change of scenery.  Simply sticking as a big league regular would be a good outcome given how inconsistent Bart’s pro career has been, but given his prospect pedigree, he’ll certainly get some kind of opportunity from one of the many teams in need of catching depth.

Taking a chance on Bart doesn’t interfere with anyone in their farm system long term. Quero and Hackenberg could use 1 more minor league season and Hackenberg could be a near end of season call up to give him a look. Taking a chance on Bart giving him a long term look means Hackenberg and Quero can develop more without feeling the need to rush them up in event of an injury.

Roughly 500 plate appearances in the majors, I’m not convinced he is done. In fact I wouldn’t be surprised if he still eventually develops into an above average starting catcher.

The scouting report on him was his floor was a backup catcher based on glove and power. He was power over hit and could he hit enough to get to the power and approach his ceiling. He never got off his floor in SF, he was rushed due to injury at MLB level and then had injuries of his own in the minors.

ATL would be a homecoming however it’s tough for catcher’s to be traded intra-season due to their unfamiliarity with staffs. Ex Giant Chadwick Tromp is now the back up in ATL after Murphy’s injury and has been with the organization for some time.

I suspect he wasn’t moved earlier because other teams saw the SFG roster crunch and preferred to wait until he was DFA’s for leverage in trade talks. If you look around MLB you’d be hard pressed to find 29 backups C’s who have Bart’s possible ceiling.

If he doesn’t get traded it’s because SFG deem the offer to “nominal” and instead allow the player to be become a free agent.. That said I see a lottery ticket type of return, Low A pitcher who projects as a RP with 95+ FB who can’t spin anything with 45 control.

For those of us old enough to remember, Chris Washburn.

If we are talking Warriors busts, we could be here all day. Before Curry and Klay, the Warriors were one of the worst drafting teams in NBA history. Patrick O’Bryant. Ike Diogu. Taking Vince Carter and immediately trading him and picks for Antawn Jamison. Joe Smith at #1 overall ahead of several All Stars including Kevin Garnett. And the classic taking of Todd Fuller two picks before Kobe Bryant.and four picks before local standout Steve Nash.

briar-patch thatcher, Normally, that’s true, except that 2018 draft class was about the worst one in decades. And every draft has some high picks not develop. It happens to every team. it will be hard to do worse than the Astros did missing on two #1 overall picks over a 3 year span.

Yeah, the entirety of the 2018 MLB draft was a real shat sindwich.

Bart was drafted by Bobby Evans, this along with other bad decisions is why he was fired and Zaidi was hired.

Best of luck to Joey Bart! He hasn’t had an easy time of it. Trying to follow Posey’s footsteps and get through the pandemic without his minor league Triple A time, good grief. He will improve with a solid position on another team, hopefully.

okinnitram, Not really. What were they going to do with that spot anyway? They didn’t need it until today. I think they were playing a bluff, showing other teams they’d roster him, and not let him go cheap. It didn’t work, but it didn’t hurt to try.

Where’s that poor deluded soul who predicted that Bailey would be benched, and Bart made the starter?

I said to trade Bart TWO YEARS AGO when he still had a potential upside. Now the Giants get what the little bird left on the rock. Baseball version of Trey Lance.

Knowing that Bart knows, I’ve been looking for him in the dugout shots these last 3 games. Saw smiling, laughing and cheering hard. Respect.

Sad day …too much pressure and hype after Posey. Dude has power I could see him DH for some team and be Rob Deer type force.

Stonecoldaustin, For him to be a DH he needs to make better contact, which he hasn’t been able to do. His best chance is to be a catcher.

Giants designate Joey Bart for assignment: Former top prospect's offense never developed as expected

Bart was drafted no. 2 in the 2018 draft as buster posey's heir apparent.

The San Francisco Giants have designated catcher and former top prospect Joey Bart for assignment. The team announced that move in relation to another: the purchase of right-handed pitcher Daulton Jefferies ' contract from Triple-A Sacramento.

Bart, 27, was selected by the Giants with the No. 2 pick in the 2018 draft. He was expected to develop into Buster Posey's heir apparent. That never took. Instead, Bart may finish his Giants career with a .219/.288/.335 slash line (75 OPS+) in 162 games. The Giants will now have to either waive or trade Bart, who doesn't have any minor-league options remaining.

CBS Sports wrote the following of Bart earlier this spring :

Bart always had some swing and miss to his game, resulting in threatening strikeout rates dating back to his Double-A days. The expectation was that he would slug and defend well enough to make it work anyway. Alas, that has not happened. Bart has appeared in a full season's worth of big-league games, 162 on the nose, and has 11 home runs to speak of -- and all of those were contained to 2022. He's underwhelmed on the defensive side, too, grading as a well-below-average goalie. 

The Giants had been carrying three catchers: Bart, along with future Gold Glove Award winner Patrick Bailey and veteran free-agent signing Tom Murphy . Drafts don't work this way, but if the Giants could do it all over again, they would likely opt to draft either lefty Shane McClanahan or righty Logan Gilbert with the aforementioned No. 2 pick. (The best player drafted in close vicinity to them has been Cincinnati Reds infielder Jonathan India .)

Jefferies, 28, is a former first-round pick himself. He's made 14 appearances in the majors to date, amassing a 5.75 ERA (68 ERA+) and a 2.64 strikeout-to-walk ratio. He's missed significant time because of arm trouble during his career, but he had an impressive camp with the Giants. He's scheduled to start on Sunday against the San Diego Padres .

The first John Means Day of the year is Sunday, but it will come in Triple-A Norfolk as the veteran left-hander begins his minor league rehabilitation assignment.

The Norfolk Tides announced that Means will take the ball Sunday against the Durham Bulls, the Tampa Bay Rays’ affiliate. The start will be the first time Means, the Orioles’ No. 1 starter during the rebuild, will pitch in a game since September, and it will start his clock to potentially make his return to Baltimore.

Minor league rehabilitation assignments cannot extend past 30 days unless the player is reinjured. If the assignment takes the full 30 days and Means remains healthy, he would be back with the Orioles on April 30.

Manager Brandon Hyde said before Saturday’s game against the Los Angeles Angels that Means will pitch a couple innings and it is the beginning of his “build up process.” Hyde said the length of Means’ assignment will be “close to 30 days.”

A late April return falls in line with the original plan for Means after he began his offseason throwing progression a month late to fully recover from his elbow flare-up before the American League Division Series. The Orioles entered spring training hoping he could return in April. Means didn’t appear in a Grapefruit League game during spring training.

Means was an All-Star in 2019 and was equally as good in 2021 with a 3.62 ERA and 134 strikeouts in 146 2/3 innings for the 110-loss Orioles. He was the club’s opening day starter in 2022 but tore the ulnar collateral ligament in his elbow and underwent Tommy John elbow reconstruction in late April 2022. His recovery took about 18 months — the longer-end of the typical timeline — and the 30-year-old returned in September. He was instantly one of the Orioles’ best starting pitchers, posting a 2.66 ERA in four starts and taking a no-hitter into the seventh inning against the Cleveland Guardians.

It’s unclear how the rotation will sort out upon his return, although the likeliest scenario, assuming everyone remains healthy, is that left-hander Cole Irvin would be moved to the bullpen.

• Right-handers Kyle Bradish and Félix Bautista packed their bags in the clubhouse Saturday to head to the team’s facility in Sarasota, Florida, to continue their recoveries. Bradish (UCL sprain) is expected back “early in the first half of the season,” general manager Mike Elias said at the end of spring training, while Bautista (Tommy John reconstruction) will miss the entire 2024 season after tearing his UCL in August.

• Right-hander Jacob Webb was reinstated from the paternity list Saturday after the reliever missed opening day for the birth of his daughter. Left-hander Nick Vespi, who experienced his first MLB opening day in Webb’s stead, was optioned to Triple-A, although the option will not count as one of the five times Vespi can be optioned in 2024. Webb’s daughter, Hudson, was born Wednesday night in Marietta, Georgia, at 6 pounds, 15 ounces and 19 1/2 inches tall. Webb couldn’t get a flight home until Thursday morning, but “it was awesome to just be able to hold her,” he said. Will she be a righty or a lefty? “She was swinging her left hand quite a bit, so hopefully left-handed,” he said with a chuckle.

• Before Saturday’s game, Adley Rutschman and Gunnar Henderson both received their Silver Slugger Awards for the 2023 season. Rutschman hit .277 with an .809 OPS to win the award at catcher, while Henderson, who won the American League’s Rookie of the Year Award, hit 28 homers with an .814 OPS to earn the honor as a utility player.

• The Tides opened their 2024 season Friday at home against the Bulls in hopes of defending their International League title and Triple-A national championship. The top of the lineup was filled with prospects from the Orioles’ top-ranked farm system, and the Tides got off to a fitting start with a 12-8 win . Prospects Jackson Holliday, Connor Norby, Coby Mayo, Heston Kjerstad and Kyle Stowers combined to go 12-for-25 at the plate with a home run, three doubles and nine RBIs. The long ball came off Holliday’s bat to lead off the bottom of the first, and, naturally, it came off a left-handed pitcher. Elias used the 20-year-old top prospect’s lack of experience and success off high-quality left-handed pitching as a reason to have him begin the year in the minor leagues while saying the youngster’s service time wasn’t a factor. Holliday went 3-for-5 with four RBIs and was a triple away from the cycle.

• DL Hall, the former Orioles farmhand who they traded to Milwaukee for Corbin Burnes, started the Brewers’ second game of the season Saturday against the New York Mets, pitching four innings of two-run ball while allowing six hits and striking out one. Joey Ortiz, the other prospect sent to Milwaukee in the trade, started at second base on opening day and went 1-for-4.

• The Orioles on Friday placed 11 minor league players on the 60-day injured list: Double-A Bowie right-handers Tyler Burch and Peter Van Loon; High-A Aberdeen right-handers Cooper Chandler and Daniel Lloyd and IronBirds infielder Luis Valdez; Low-A Delmarva infielder Maikol Hernández and right-hander Pablo Falconett; Florida Complex League right-hander Pedro Figueroa; and Dominican Summer League right-handers Anthony Morillo and Yonatan Pineda and outfielder Raylin Ramos. The domestic players on the 60-day IL do not count against the Orioles’ total number of minor leaguers, which cannot exceed 165 — down across MLB from 180 last year.
