Hackers may have stolen your Social Security number in a massive breach. Here's what to know.

A new lawsuit is claiming hackers have gained access to the personal information of "billions of individuals," including their Social Security numbers, current and past addresses and the names of siblings and parents — personal data that could allow fraudsters to infiltrate financial accounts or take out loans in their names. 

The allegation arose in a lawsuit filed earlier this month by Christopher Hofmann, a California resident who claims his identity theft protection service alerted him that his personal information had been leaked to the dark web by the "nationalpublicdata.com" breach. The lawsuit was earlier reported by Bloomberg Law.

The breach allegedly occurred around April 2024, with a hacker group called USDoD exfiltrating the unencrypted personal information of billions of individuals from a company called National Public Data (NPD), a background check company, according to the lawsuit. Earlier this month, a hacker leaked a version of the stolen NPD data for free on a hacking forum, tech site Bleeping Computer reported . 

That hacker claimed the stolen files include 2.7 billion records, with each listing a person's full name, address, date of birth, Social Security number and phone number, Bleeping Computer said. While it's unclear how many people that includes, it's likely "that everyone with a Social Security number was impacted," said Cliff Steinhauer, director of information security and engagement at The National Cybersecurity Alliance, a nonprofit that promotes online safety.

"It's a reminder of the importance of protecting yourself, because clearly companies and the government aren't doing it for us," Steinhauer told CBS MoneyWatch.

In a statement posted to its website, NPD said the breach involved a "third-party bad actor that was trying to hack into data in late December 2023, with potential leaks of certain data in April 2024 and summer 2024."

The company added that it is working with law enforcement and government investigators. NPD said it "will try to notify you if there are further significant developments applicable to you."

Here's what to know about the alleged hack. 

What is National Public Data? 

National Public Data is a data company based in Coral Springs, Florida, that provides background checks for employers, investigators and other businesses that want to check people's backgrounds. Its searches include criminal records, vital records, SSN traces and more information, its website says.

There are many similar companies that scrape public data to create files on consumers, which they then sell to other businesses, Steinhauer said.

"They are data brokers that collect and sell data about people, sometimes for background check purposes," he said. "It's because there's no national privacy law in the U.S. — there is no law against them collecting this data against our consent."

What happened with the USDoD hack?

According to the new lawsuit, USDoD on April 8 posted a database called "National Public Data" on the dark web, claiming to have records for about 2.9 billion individuals. It was asking for a purchase price of $3.5 million, the lawsuit claims. 

However, Bleeping Computer reported that the file was later leaked for free on a hacker forum, as noted above. 

How many people have been impacted?

The number of people impacted by the breach is unclear. Although the lawsuit claims "billions of individuals" had their data stolen, the total population of the U.S. stands at about 330 million. The lawsuit also alleges that the data includes personal information of deceased individuals.

Bleeping Computer reports that the hacked data involves 2.7 billion records, with individuals having multiple records in the database. In other words, one individual could have separate records for each address where they've lived, which means the number of impacted people may be far lower than the lawsuit claims, the site noted.

The data may reach back at least three decades, according to law firm Schubert Jonckheer & Kolbe, which said on Monday it is investigating the breach.

Did NPD alert individuals about the hack? 

It's unclear, although the lawsuit claims that NPD "has still not provided any notice or warning" to Hoffman or other people affected by the breach. 

"In fact, upon information and belief, the vast majority of Class Members were unaware that their sensitive [personal information] had been compromised, and that they were, and continue to be, at significant risk of identity theft and various other forms of personal, social, and financial harm," the lawsuit claims. 

Information security company McAfee reported that it hasn't found any filings with state attorneys general. Some states require companies that have experienced data breaches to file reports with their AG offices. 

However, NPD posted an alert about the breach on its website, stating that it believes the information breached includes names, email addresses, phone numbers, Social Security numbers and mailing addresses.

Can you find out if your data was part of the hack?

There are tools available that will monitor what information about you is available on the dark web, noted Michael Blair, managing director of cybersecurity firm NukuDo. Commonly breached data includes your personal addresses, passwords and email, he added.

One such service is how Hofmann, who filed the lawsuit, found out that his information has been leaked as part of NPD breach.

"Make sure to use reputable companies to look that up," Blair said. 

What should I do to protect my information?

Security experts recommend that consumers put freezes on their credit files at the three big credit bureaus, Experian, Equifax and TransUnion. Freezing your credit is free, and will stop bad actors from taking out loans or opening credit cards in your name. 

"The biggest thing is to freeze your credit report, so it can't be used to open new accounts in your name and commit other fraud in your name," Steinhauer said. 

In its statement, NPD also urged people to put free fraud alerts on their accounts, which "tells creditors to contact you before they open any new accounts or change your existing accounts," it said. You'll have to contact just one of the three credit bureaus to create a fraud alert, and that agency will alert the others.

Steinhauer recommends consumers take several additional steps to protect their data and finances:

  • Make sure your passwords are at least 16 characters in length, and are complex. 
  • Use a password manager to save those long, complex passwords.
  • Enable multifactor authentication, which Steinhauer calls "critical," because simply using a single password to access your accounts isn't enough protection against hackers. 
  • Be on alert for phishing and other scams. One red flag is that the scammers will try to create a sense of urgency to manipulate their victims.
  • Keep your security software updated on your computer and other devices. For instance, make sure you download the latest security updates from Microsoft or Apple onto your apps and devices. 

You can also get a tracking service that will alert you if your data appears on the dark web. 

"You should assume you have been compromised and act accordingly," Steinhauer said.

What is a PhD personal statement?

When applying for a PhD course, you may have to submit a research proposal as well as a personal statement or cover letter.

The proposal details your research project (such as proposed methods, results and planned analysis) and why there is value in exploring it.

Your personal statement outlines why you are suitable for doctoral study. In addition, it should say why you’re interested in the specific PhD with that particular department and how your experiences can add to it.

Sometimes you only have to submit a proposal or a personal statement. If you have to submit both, be sure that they clearly cover these separate areas.

Your PhD application is very different from an application you may have made before through UCAS. It goes directly to the university and needs to be fully tailored to what the department is looking for. It’s similar to a job application.

If you haven’t already, get in touch with the PhD supervisors or other contacts within the department you want to work in. They regularly need PhD students to support their work, so they will probably be happy to help you with your application.

When planning what to write, read all relevant information about the course and any guidance from the university – for example, lists of desirable criteria, or a person specifications. You can use each criterion as a heading and make bullet points on what to write under each one.

  • An introduction that outlines why you want to do the PhD
  • Middle paragraphs that say how your interests and experiences make you right for doctoral study, and why the university department is a suitable fit for you
  • A concluding paragraph that summarizes why you’re the best person for the course

Aim to explain how your skills and experience make you a suitable candidate for this particular PhD at this specific university.

  • Why should you be completing research in this area?
  • What are your strengths and achievements?
  • What are your influences?
  • Why is this university the right one for your project?
  • Why do you want to work with this team?
  • Make sure that you give evidence and not just state points, especially if the criteria are specific. What have you done to match the requirements?

You can discuss your wider achievements or extracurricular activities but try to keep it suited to the PhD. If you want, add information about gaps in your CV or any other issues that are relevant.

If you’re applying for a fellowship (a funded PhD), you should tailor your application to the funder. Spend enough time researching the fellowship so you talk about why it will be beneficial to you.

Aim to be concise in your writing. The university may set a limit on the word count, but if not, your personal statement should ideally be no longer than one side of A4. Be concise and make every word count.

Your statement should reflect the academic nature of the writing you’ll be doing in the PhD. For example, if your work is scientific, the people who will read your statement want to see that you can provide evidence and an explanation with each point you make.

When writing your application, spend plenty of time rewriting sections to perfect it. A good idea is to spend 20 minutes editing for every hour you spend writing. If you can, sit in a different environment to edit than where you write from, as this will help keep your mind clear and fresh.

Develop a strong academic CV – this is what admissions tutors will usually look at before reading your personal statement. Use the CV to list your experiences, and don’t repeat the same information in your statement.

Start putting your application together early, even as early as a year before the PhD will begin. This will give you time to contact supervisors. Your applications may be due in December or January before you start, so you’ll need to set aside plenty of time if you’re applying for funding.

When applying to Waterloo you are required to declare all post-secondary education from all past and present universities, colleges and post-secondary institutions attended, whether complete or incomplete. Your complete post-secondary education history is required by the academic program in the review and evaluation of your application. Failure to declare all education may delay your admission consideration. The discovery of any concealed information could invalidate your application.

Unofficial transcripts (including awarding of degree/degree certificate) are accepted at the application stage. These can be scans of your official paper transcript(s) or a PDF of your academic record. Applicants are required to upload a copy of their transcript(s) in their Quest Student Centre. English translation

Supplementary Information Form (SIF)

  • Sometimes the questions your program would like you to answer may include a personal statement, letter of intent or statement of interest.   • Within the  Other Information  section of the graduate online application, under International Agreements, choose your sponsorship agreement from the drop down menu. If your scholarship agreement is not among those listed, choose “ Other scholarship”  from the drop-down menu.
  • Some agreements provide a preliminary sponsorship or scholarship letter, if applicable, email a PDF copy to Graduate Studies at  [email protected] . Remember to include your full name and your 8 digit (numerical only) Waterloo student ID number.

2.       sworn affidavit for confirmation of result from a law court;

3.       two (2) recent Passport size photographs of the candidate;

4.       two (2) 9x4 size envelopes;

The West African Senior School Certificate Examination (WASSCE) is organized and administered by the West African Examination Council.

Upon completion of the exams, an academic school leaving  certificate  are awarded to successful candidates.

When a student graduates from a secondary school, the school issues a WAEC Statement of Results with its letterhead, which can be used in the absence of the original copy of the WAEC certificate. This is because receiving one’s original WAEC certificate can take up to a year after the exams.

WAEC Statement of result or Certificate

There are two different types of the examination:

WASSCE (May/June)

Also known as the Senior School Certificate Examinations (SSCE), by its former  name ; this examination is made for all private and public schools in West Africa.

They must wear distinctive uniforms as described in the standards set by the school boards. This examination is offered during the summer (May to June), and the results are available by August.

WASSCE (November/December)

Also known as the General Certificate Examinations (GCE), by its former name; all students from private and public schools are allowed to take this examination, and uniforms are not compulsory.

However, other rules and regulations are applied to every candidate. This examination is only offered during the autumn season, and the results are available by December. It is also called private examinations of which now its compulsory to register biometrically.

How Much Is WAEC Original Certificate?

As at the time of compiling this post, there is no actual price for the collection of WAEC Certificate (we don’t know if WAEC fixes price for the collection of certificate). It, however, depends on where you wrote your WAEC.

Some schools collect as low as #2000 while others collect #5000 and above. With little negotiation, the school might reduce the price for you.

How To Get WAEC Statement Of Result Or Certificate?

Before the year runs out after you wrote the WASSCE, you can always get your certificate from the school you registered to write the examination.

WAEC would have printed and dispatched the certificates to schools for collection by candidates. You will need to visit your school to get yours now.
