People in rural India encounter greater paucity of facilities and services compared to their urban counterparts in scaling the opportunities created by technological advancement. Information and Communication Technologies (ICT) have the potential to provide much-needed succor by bridging the challenges of remoteness with satellite, web and mobile based applications. Education, being a critical requirement for social and economic well-being, and primarily a media-based service, lends itself well for technological interventions which aid in addressing the urban-rural divide. The case study that we have done shows that there are challenges in the eco-system that impact the smooth implementation of digital technologies in rural areas. Inadequacy in infrastructure both in terms of quality and quantity, inefficiencies and other systemic issues impact the ICT solution roll-outs causing delays and unmanageable cost escalations, thereby making solutions infeasible. The way forward is urgent, serious and needs concurrent efforts on many dimensions, which require strong collaboration of public as well as private partners.

Barriers to Utilizing ICT in Education in India with a Special Focus on Rural Areas

In a developing country like India, lack of technology, internet access, and qualified trainers act as the biggest challenge in providing ICT-based educational services to the masses, especially to the rural masses. Three-quarters of India's total population reside in the rural areas and 30 percent are below the age of 15 years in their peak formative years of schooling. Nearly a third of rural India is still illiterate. In this situation, ICT enabled education in rural areas can be an innovative option to fill this literacy gap and to upgrade the teaching-learning process in the rural schools for tapping the huge reserves of human resources. This study explores barriers to utilizing information and communication technologies (ICT) for teaching and learning process in the country of India as indicated by participating stakeholders: students, teachers, and administrators and also suggests some suitable solutions enabling smooth implementation of ICTs in rural education sphere with utmost impact.

India as a developing country is on its path of revolution in every aspect. But the poor economy and low per capita income of families in India affects the quality of education. As India comprises 70% of rural area it is necessary to develop it so as to develop India as a whole. In this context, special concern is given to how Information Technology has proven beneficial in educational development of rural India also we provide in this chapter, an overview of educational progress of India over decades, facilities for rural children, projects undertaken by government to implement educational surveys and initiative measures. This paper concerns with the availability of education through Information Technology in rural India.

The transition from rote learning to tech-based education is clearly evident. Swanky laptops, CDs, and e-learning are now part of everyday education. Technology has brought about a huge transformation in the education system and experts feel rote learning is likely to diminish in the coming years. As now a day's education has played a major role in an individual growth it become necessary for every individual to get educated. As the overall development depend upon the skilled workforce which is possible only through quality education. ICT can provide information to people in a better way. Using ICT in Education will make the teaching learning process easy and interesting. This paper is an overall explanation of ICT in Rural Education. In the 21 st century every sector has been emerging with new technological changes in terms of digitalisation and communication. Particularly in the field of industries and service sector rapid changes can be seen at all levels. In order to get jobs in this 21 st century the students should equip with the required technical skills where they can sustain themselves for better future. In every individual's day to day life activities the Information and Communication Technology (ICT) has become an essential part. Then how best the government schools in India are equipped with Information and Communication Technology (ICT)? As part of PhD the researcher has conducted the study to assess the Information and Communication Technology (ICT) skills among rural and urban school students and its usage in government secondary schools in Telangana State. A total sample of 1824 government secondary school students of 8 th , 9 th & 10 th class were selected for the study from Warangal Rural and Warangal Urban districts. Chi-square test and t-test were performed to analyse the differences. The study reveals that there is statistical significant difference between the rural and urban students' availability of ICT devices-smart mobile (p=0.0041) and computer (p =0.0042) at their homes. Only one-fourth of the rural and urban students had given correct answers to basic computer related questions and having very poor computer skills. Both urban and rural students had perceived positively asserting that there will be an impact of ICT usage on learning.

In modern world, technology plays a very important role in enhancing learning outcome among students. Many research studies undertaken in the developed world have outlined the importance of technology in enhancing learning outcomes. Noting the same, Indian states like Karnataka, Uttar Pradesh etc. have resorted to provide digital devices to their students with the hope of enhancing their learning outcomes. In this context, it becomes all the more relevant to analyze the socio economic and academic factors influencing use of technology among students. This study analyses the factors affecting use of digital devices and their effectiveness in enhancing their learning outcomes among rural students. The study covered 4 districts, comprising a sample size of 465 respondents to assist in optimum policy formulation for rural students in developing world.

"There has been a strong push towards e-literacy in India, particularly in the distribution and usage of information and communication technologies (ICT) in schools for economic and social growth. As a result, the Vidhya Vahini scheme was launched in Kuppam, a marginalized village constituen- cy in Andhra Pradesh. This scheme strived to disseminate computers to all high schools by 2005 with the intention of scaling this pilot initiative nationwide. In this article, I argue that in spite of strong governmental initiative and multifari- ous private-public partnerships, there are considerable barriers in the implementation of computers in public high schools. To optimize these cost intensive resources, we need to address some of the chronic educational challenges prevalent in the school system. With the constant flux in participation by public and private actors in this process, the question of sustainability is critical in the transformation of schools as e-learning communities."
