Going green? Environmental politics and activism

Rising public awareness of climate change and other environmental issues has contributed to a general ‘greening’ of mainstream political discourse. Adherents of green or environmental politics have evolved from single-issue pressure groups into positions of substantial influence. In some countries, particularly in Europe, this has seen insurgent Green parties achieving electoral successes and serving in government. Green political thinking, however, is far from homogenous. Despite areas of consensus, competing perspectives over priorities and strategy mean there are many points of tension and disagreement — not least on issues such as economics, nuclear energy, military force, and foreign policy. Moreover, as green politics has become more prominent, so have its critics, including net zero sceptics and influential political advocacy organisations.

This Collection aims to take a wide-angle view of green politics and its wider ramifications. Research and analysis is welcomed from a variety of disciplinary, geographical and methodological vantage points.

Contributions are invited on key themes, including but not limited to:

  • Theoretical and empirical aspects of green politics and how these shape and influence mainstream political discourse and policy making;
  • Roles and strategies adopted by diverse actors including activist groups, political parties, private entities, NGOs, social movements, political advocacy organisations, and campaigning bodies;
  • Competing ideas and interests, and their effects on decision-making relating to environmental policymaking;
  • Environmental political thinking and ideology;

Going green in operating rooms reduces cost and improves environmental impact

CHICAGO: Operating room (OR) personnel who rethink how they deliver surgical care to focus more on sustainability interventions could substantially reduce hospital costs and decrease their ever-growing carbon footprint, according to a new study  published  as an “ article in press ” in the  Journal of the American College of Surgeons   (JACS) .

The healthcare industry accounts for about 10% of all greenhouse gas emissions in the United States, with operating rooms considered to be the main energy consumers and waste producers. ORs can use up to six times more energy than the rest of the hospital and put out more than half of the waste across the hospital. 1,2,3,4 Recognizing the impact the climate crisis has on public health, the Agency for Healthcare Research and Quality, part of the United States Department of Health and Human Services, released a primer earlier this year to help healthcare organizations reduce greenhouse gas emissions and protect communities from climate threats.

“Surgeons have an opportunity to really be leaders in this space. Mainly because the single biggest producer of waste is indeed the operating room,” said Mehul V. Raval, MD, MS, FACS, study coauthor and pediatric surgeon at the Ann & Robert H. Lurie Children's Hospital, Chicago. “The opportunity to reduce our carbon footprint falls squarely on us, and I see surgeons taking a prominent role in leading efforts, not just locally with their green implementation teams, but in setting national standards and policies that will move this effort forward for an overall sustainable way of approaching healthcare delivery.”

He explains that the aim of this analysis was to answer the question: which interventions have been most effective at both reducing costs and having a positive environmental impact?

“There's a lot of enthusiasm around this topic, and people are excited to start some of these initiatives at their institution. From making sure that waste is deposited into the proper bins to wider adoption of recycling programs at hospitals, surgeons can start small. If we can come together just to think about what we are using, we can lower the amount of waste that we are producing overall, and reduce our emissions,” said Gwyneth A. Sullivan, MD, MS, lead study author and surgical resident at Rush University and a research fellow at Northwestern University Surgical Outcomes & Quality Improvement Center, both in Chicago.

The study design was a retrospective review of 23 studies involving 28 quality improvement initiatives that incorporate what is known as the “triple bottom line” framework into operating room management. This framework considers the combined impact of environmental, financial, and social interventions.

Because sustainability goes beyond just reducing trash and recycling, studies were then categorized by five approaches of sustainability: refuse, reduce, reuse, repurpose, and recycle. The researchers identified peer-reviewed, quality improvement initiatives that both reduced environmental impact of the operating room and cut costs.

 Key findings

  • The 28 interventions identified involved 11 “refuse” initiatives, eight “reduce” initiatives, three “reuse” initiatives, and six “recycle” initiatives. No interventions were identified in the repurpose category. All quality improvement initiatives reviewed were implemented.
  • All interventions demonstrated cost savings. For example, one quality improvement initiative at a hospital saved $2,233 per year by implementing an intervention that transitioned an operating room from a traditional to a waterless surgical scrub (a sterile technique in which clinicians use a waterless surgical scrub formulation to provide a comparable antiseptic effect). The environmental impact of this effort saved the hospital 2.7 million liters of water annually.
  • The intervention that showed the greatest cost savings was a simple education initiative: $694,141 was saved annually by educating staff on how to properly consolidate and throw away medical waste, which is more expensive to dispose of than regular trash. The environmental impact amounted to a 30% reduction in medical waste in the hospital.

Other shifts to become greener and trim costs included powering down lights and equipment overnight and decreasing the frequency of washing non-contaminated anesthetic equipment. Over one-third of the studies were identified in the “refuse” category. With this approach, surgical teams use fewer supplies or alternative supplies of a specific item. Today, surgeons use premade packs of gowns, gloves, and surgical equipment for cases. Interventions in this category included altering practices and removing unnecessary disposable items from premade packs.

“At the end of every day and every case, it’s disturbing how many bags of trash we are throwing away, especially with the use of disposables and plastics that we see growing in use as time goes on,” Dr. Raval said.

Where to go from here

Researchers also identified specific gaps in the literature that they believe might inspire researchers to conduct future studies. For example, anesthetic gases make up about half of greenhouse gas emissions of operating rooms; studies evaluating interventions that reduce these and other sources of emissions could make a substantial impact. This current outline can be used as a roadmap for surgeons to start implementing some of these interventions and investigating the impact of their greener efforts.

“There is increasing national awareness of the role of the healthcare system in its contribution to emissions. We need experts in this area to help formulate strategies to reduce emissions from hospitals and the healthcare system overall,” Dr. Sullivan said. “In the future, we hope to see all operating rooms having a green OR team with a sustainability focused group of surgeons, nurses, and anesthesiologists, working alongside the supply chain team, environmental services, and  hospital management to make decisions using this multi-faceted approach.”

Research in green living and ecological benefits can be seen in various areas of scientific research. Conservation, environmental, botany and even in consumer product research are all developing at a rapid rate due to the increase of green lifestyles. Research into several aspects of green living has become increasingly popular and has had the mainstream in recent years. The following are a few areas of research that are seeing increased growth and are lending considerable efforts to the green living and environmentally friendly movement.

Renewable Resource Research

Research into renewable resources has always been an endeavor created by environmental scientists and scientific groups. However, in recent years renewable resource research has become increasingly popular. This is due in part to the many green lifestylers want to create a self-reliant, sustainable and renewable resource option for their lifestyle. Renewable resources can come in the form of fuel, power, energy and even in organic food production. This research is vital for several companies trying to move away from costly non-ecological friendly endeavors and you are looking for ways to offer renewable energy resources and renewable resources for their consumers.

Environmental Research

There have been several advancements in environmental research including botany, conservation, and environmental research advancements. These research advancements have led to the development of several urban gardening communities and into the awareness of global warming and how it affects green living. Environmental research works to help others and the world become more aware of issues such as global warming, the effect of certain chemicals on the environment and in genetically modified research. Genetically modified research has come under fire in recent years and is seeing a decline. The problem with the decline of genetically modified foods and other research is that there have been very little advancements in alternatives to this other than organic food. Environmental research technicians have been working to develop new alternatives for genetically modified options and to have the productivity increase remain the same. Environmental research is one of the fastest growing forms of green living research.

Conservationists Research

Conservationists work with various local and state organizations to combine environmental research with sustainable research. Conservationists work on ecological level to help not only production and preservation of plant life and animal life but also to help understand the ebb and flow of ecological issues that may affect various forms of green living. A conservationist’s may work with various organizations or with preservation societies to help educate the local area but also help create a more sustainable ecological environment. This type of research is seeing increased growth due to the large number of endangered species and due to issues related to the environment and ecology such as forest fires that are devastating certain areas and massive tornadoes and hurricanes are affecting areas that they may not affected in the past.

There are other various forms of research that are seeing an increased growth due to interest in green living and to the ecology of the whole. These forms can range from ecological to technological advancements that will help the green living lifestyle as well as help the earth and ecological endeavors of the whole.

Going green: how do green supply chain management and green training influence firm performance? Evidence from a developing country

Using the natural resource-based view theory, we investigated the relationship between green supply chain management, green training, green organizational culture, and firm performance. Using a survey questionnaire, we obtained data from 650 respondents from the Chinese manufacturing sector. Structural equation modeling (SEM) was used to test the hypotheses in this research. The study’s findings indicate that green supply chain management positively influences firm performance. The findings also showed that green training mediates the relationship between green supply chain management and firm performance. Our study’s results generally support all direct and indirect impact hypotheses and have several theoretical and practical consequences. Moreover, the findings showed that green organizational culture positively moderates the relationship between green training and firm performance. Furthermore, this study gives vital information to managers and legislators of the manufacturing sector while assessing firm performance. It may assist the senior management in strengthening their internal strategy to optimize their influence on environmental sustainability.

Going Green: 8 Activities to Teach Sustainability in Your Classroom

Schools across the nation focus on building skills such as critical thinking, communication, collaboration, and creativity. This mindset encourages learners to  apply  their knowledge.

People of all ages are inspired by the idea of making the world a better place. By incorporating sustainability in your classroom – both as a mindset and as a pedagogy – teachers like you are inspiring the next generation of environmental stewards and shaping students into global citizens.

What is Sustainability?

The United Nations World Commission on Environment and Development states: “sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs.” The UN Sustainable Development Goals (SDGs) are the blueprint for achieving a better and more sustainable future for all.

According to the U.S. Environmental Protection Agency , “sustainability is based on a simple principle: Everything that we need for our survival and well-being depends, either directly or indirectly, on our natural environment. To pursue sustainability is to create and maintain the conditions under which humans and nature can exist in productive harmony to support present and future generations.”

Here are some ways you can infuse sustainability into your classroom:

“Green” Your Lessons

Sustainability boils down to using resources wisely to ensure the ongoing capacity to maintain life and provide for future generations. By providing engaging content and hands-on activities, and leading through example, teachers can empower learners to take an active role in the sustainability movement.

Below are some suggestions for easy-to-do activities with a sustainability theme for middle school students from PLT’s PreK-8 Environmental Education Activity Guide . Use these activities to supplement your curriculum for teaching core subject areas including not only science, but also math, reading, writing, social studies, and more.

Each PLT activity is designed to guide learners through the process of awareness, understanding, challenge, motivation, and action by developing skills such as observing, analyzing, problem-solving, and decision making.

Reduce, Reuse, Recycle

Activity 14 – Renewable or Not

Students often do not know which resources are renewable and which are nonrenewable, or which are recyclable or reusable. In this activity, students will learn what these terms mean and discover why sustainable use of natural resources is so important.

Activity 37 – Reduce, Reuse, Recycle

By taking a look at their own trash, your students will learn a lot about how and why they throw things away. Students will also conduct a service-learning project, and in doing so, find ways to cut down on the waste they produce and improve how waste is managed in their community.

Activity 83 – A Peek at Packaging

Nearly everything we buy comes in some sort of package. Packaging, made from a variety of renewable and nonrenewable resources, is necessary to protect an item, keep it fresh, make it tamper-proof, and make the item easy to transport and store. In this activity, students will examine the pros and cons of different packaging strategies.

Here are more ideas to incorporate reducing, reusing, and recycling:

  • Appoint a “recycling monitor” to remind classmates of ways items can be recycled and reused.
  • Explore how to reduce single-use plastic  to protect the environment.
  • Up-cycle classroom scraps to create models, artwork, and projects.  Try some of these animal art projects made with recycled materials.
  • Engage your class in a Waste & Recycling Investigation to determine how much waste their school generates and where it goes, and get them to design a project to start or expand school-wide recycling and composting efforts.

Save Energy

Activity 39 – Energy Sleuths

There are different sources of energy. Some are renewable; some are nonrenewable. In this activity, your students will learn about the different sources, advantages, and disadvantages to their use, and how energy is used in their daily lives.

Activity 73 – Waste Watchers

Energy seems easy to use, but obtaining it is often not easy on the environment. When we reduce the amount of energy we use, we decrease the pollution that results from producing that energy. In this activity, your students conduct an audit of the energy they use in their own homes and create an action plan to reduce energy use.

Teaching your students about energy does not need to be complicated. It can be as easy as modeling ways to use resources wisely:

  • Lead a discussion to assess where in the classroom electricity might be being wasted and remind your students to turn off and unplug devices when they are not being used.
  • Replace traditional light bulbs with energy-efficient LEDs.
  • Help students understand how the choices they make have an impact on the planet using an online “ carbon calculator .”
  • Engage your class in an Energy Investigation to determine how much energy their school uses, the primary sources of that energy, and ways to implement energy-saving strategies.

Inspire Sustainable Attitudes

Activity 19 – Viewpoints on the Line

This activity is designed to get students thinking about their own views while also listening to those of their classmates. It helps students explore the underlying assumptions that shape our opinions.

Activity 86 – Our Changing World

Patterns of change are evident in the Earth’s global systems, particularly as they relate to both energy and resources. To help students see how changing one aspect of our world affects others, students make a graphic organizer connecting natural resources, energy, and human activities. They also research a global issue, thereby gaining an understanding of some of the issues facing us today as a global society.

Activity 92 – A Look at Lifestyles

By examining the historical attitudes of American Indians and American pioneers toward the environment and natural resources, students can reflect on their own lifestyles, and identify trade-offs between simple subsistence and the modern technology-based living.

Be careful not to bombard students with the doom and gloom of growing environmental concerns. Focus on examples of change that are having a positive impact:

  • Share success stories such as ways environmental policies and movements have reduced pollution or reversed diminishing populations of unique organisms.
  • Share examples of  how young environmentalists have made a difference .
  • Share examples from other Green Schools to inspire your students to design and complete an action project to improve their environment and health.

Carbon pollution is down in the US, but not fast enough to meet Biden's 2030 goal

WASHINGTON -- Climate-altering pollution from greenhouse gases declined by nearly 2% in the United States in 2023, even as the economy expanded at a faster clip, a new report finds.

The decline, while “a step in the right direction,'' is far below the rate needed to meet President Joe Biden's pledge to cut U.S. emissions in half by 2030, compared to 2005 levels, said a report Wednesday from the Rhodium Group, an independent research firm.

“Absent other changes,″ the U.S. is on track to cut greenhouse gas emissions by about 40% below 2005 levels by the end of the decade, said Ben King, associate director at Rhodium and lead author of the study.

The report said U.S. carbon emissions declined by 1.9% last year. Emissions are down 17.2% from 2005.

To reach Biden's goal, emissions would have to decline at a rate more than triple the 2023 figure and be sustained at that level every year until 2030, he said.

Increased economic activity, including more energy production and greater use of cars, trucks and airplanes, can be associated with higher pollution, although there is not always a direct correlation. The U.S. economy grew by a projected 2.4% in 2023, according to the Conference Board, a business research group.

Last year's relatively mild winter and continued declines in power generation from coal-fired plants drove down emissions in the U.S. power and buildings sectors, the report said.

At the same time, transportation sector emissions rose, led by a continued rebound in airplane travel and increased gasoline consumption as road traffic returns to pre-pandemic levels, the report said. Higher domestic oil and gas production also led to a small increase in industrial emissions.

While carbon emissions declined overall, “some ominous signs also began to appear in 2023,″ the report said. Natural gas generation grew more than twice as fast as renewables in 2023, compared to 2022. And while solar installations were on track for another record year, installations of wind turbines were down compared to 2022 and 2021, the report said.

Rising construction and financing costs, along with supply-chain constraints and other issues, have cast doubt on wind power's once-robust growth. Two large offshore wind projects were canceled late last year, jeopardizing the Biden administration’s goal to power 10 million homes from huge ocean-based turbines by the end of the decade.

Biden and congressional Democrats passed the most sweeping climate law in U.S. history in 2022, but effects of the law, known as the Inflation Reduction Act, are just beginning to be felt and are unlikely to have a significant impact on emissions for a few years, King said.

The climate law, passed with only Democratic votes, authorizes nearly $375 billion in tax credits and other incentives to spur investors to accelerate clean energy such as solar and wind power, speeding the transition away from the burning of fossil fuels such as oil, coal and gas that largely cause climate change.

Congress also passed a bipartisan infrastructure law in 2021, and the Environmental Protection Agency has issued rules and proposals to crack down on methane emissions and pollution from coal-fired power plants, among other actions. Coal, long a mainstay of the U.S. electric grid, made up only 17% of U.S. generation in 2023, a record low, the report said.

U.S. oil production, meanwhile, hit an all-time high in 2023, contrasting with Biden's efforts to slice heat-trapping carbon emissions and conflicting with oft-repeated Republican talking points of a Biden “war on American energy.”

Methane leaks, along with venting and flaring of methane and carbon dioxide during oil and gas production and transportation, drove the bulk of industrial sector emissions increases in 2023, the report said. Rhodium estimates new EPA rules finalized last month will reduce greenhouse gas emissions from the oil and gas sector by nearly 40% compared to current levels.

Oil and gas operations are the largest industrial source of methane, the main component in natural gas and far more potent than carbon dioxide in the short term. It is responsible for about one-third of planet-warming greenhouse gas emissions. Sharp cuts in methane emissions are a global priority to slow the rate of climate change and were a major topic at a global climate conference in December known as COP28.

Turning the tide on industrial emissions will also require meaningful action to decarbonize other industries such as iron and steelmaking, cement manufacturing and chemical production, the report said.

You’ve probably heard the phrase ‘going green’ as it relates to saving the environment. But why go green?What are the advantages of going green, what does it even look like, and how can you actually do it? 

Going green is a term for finding a way to live your life in an environmentally-friendly way and altering your behaviors and spending habits in such a way to help preserve the planet and limit your personal impact upon it.

This could be in the form of developing simple eco-conscious habits, such as recycling or composting , or it could involve more dramatic changes like completely revamping your energy-consumption habits. 

There are many ways of going green – and we’re going to explore these and discuss their various advantages.

What does going green mean?

As we’ve already touched upon, going green means embracing a way of life that helps preserve the environment by reducing, reusing, and recycling items. It can also involve us moderating our own behaviors to have a smaller impact on the environment. 

Adopting a ‘greener’ way of living means adopting an environmentally-mindful lifestyle that contributes to protecting the environment. This means the preservation and conservation of natural resources , habitats, and biodiversity.

Explained very basically, going green means adjusting your life to find a balance between living your life, and having as little of a negative impact on the environment as you possibly can. 

The aim of going green is to:

  • Reduce pollution – it’s no secret that pollution is incredibly bad, not just for the environment, but also for human health , so reducing pollution should be top of the list for any eco-conscious person.
  • Reduce resources consumption – many of our resources on earth are finite, so reducing consumption and eliminating waste is also important.
  • Conserve natural resources and forests – forests absorb greenhouse gases, help to stabilize the climate and are key to helping tackle climate change.
  • Promote eco-friendly living and personal responsibility – going green isn’t just about saving the environment, it’s also about learning to live with less, recycle more, and foster a caring attitude toward the planet we all share. 

What are the advantages of going green?

Going green has numerous benefits at home, in the workplace, and to the economy at large. Brands and businesses have made shifts toward greener practices – from eliminating the use of plastics in certain products and packaging to growing organic foods.

The advantages are numerous, and while it might seem like common sense – it’s worth highlighting the many changes that regular people can make right now for a greener way of living.

Some of the environment-friendly practices that we can embrace include:

  • Reduce energy costs and consumption through the use of renewable energy alternatives (like wind, solar, hydroelectric, and geothermal energy)
  • Opt for quality appliances with low energy consumption
  • Purchase eco-friendly household items 
  • Recycle biodegradable products and create DIY items
  • Eat green, sustainably farmed, and ethically produced organic foods
  • Choose a greener mode of transportation (like carpooling)
  • Use green cleaning and skin products
  • Use recycled materials when building or renovating a house
  • When purchasing a new home consider a greener option, such as a prefabricated house

Three advantages to going green

The advantages of going green can fall into three major categories:  economic, health, and environmental benefits.

Let’s dive into these major categories and how you can do your part in going green.

Economic benefits of going green

A significant economic benefit of going green is that it helps lower costs and save money. The use of renewable energy helps reduce energy consumption, which in turn helps save money spent on electricity bills (which is a benefit to the individual).

Going green at home helps reduce water and power bills significantly. Avoid under-filling the ashing machine, add water-saving appliances in showers and washrooms, and opt for low-flush toilets if you can – it all adds up!

Recycling is another way to go green – this can mean recycling your household items – like bedding and pillows , appliances, and even carpet – but it also means opting to buy recycled products where possible. 

Buying recycled products can be cheaper, and it obviously helps save on production costs (since it would have been more costly to use virgin raw materials). Waste reduction also helps save the costs associated with waste disposal.

Another advantage of going green is that one can receive discounts and incentives for green living , for instance, some states offer incentives to those that opt to live in green homes. Green homes create ways to consume less energy, which helps reduce utility and maintenance costs.

Health benefits of going green

Going green has collective benefits for our health. It reduces dependency on fossil fuels and other depleting resources. Organic farming boosts the economy and means that we can eat local, organic, and seasonal produce which is much better for our health.

Going green by reducing or eliminating air pollutants obviously increases the quality of the air we breathe. Just like an adage goes, “prevention is better than cure,” – reducing pollutants is cheaper than trying to clear pollution from the environment if we allow it to spread.

According to a report by the World Health Organisation (WHO), air pollution causes around 2 million premature deaths every year globally. 

It’s therefore essential to strive for green living! 

Environmental benefits of going green 

In addition to the health and economic benefits already mentioned, going green has numerous environmental benefits. Going green through organic farming leads to responsible farming practices and land use.

The cumulative effects of going green, as outlined in this article, can ultimately lead to less deforestation – which is crucial for the environment. Embracing paperless practices at home or in the workplace, for example, means there is less demand for paper, so fewer trees are cut down, and it just might mean that the rainforests have a fighting chance!

The environmental benefits of going green are almost too obvious to list here – it’s no secret that the cumulative effects of being kinder to the environment will help to preserve and protect the earth, and all those who live here. 

Going green is only the way to go

It is essential to practice green living. There are many advantages of going green and, not to sound too dramatic, but if humans don’t clean up their act soon then we’ll be in serious trouble. All the things we take for granted like clean air, drinking water, and food, will no longer be available to us. It is crucial for us to improve human-environmental interaction . 

When we strive for green living, then we significantly reduce the impact human beings have on the environment. All of these small changes really add up to a significant result, so the next time you buy single-use plastics, or under-fill your washing machine, spare a thought for the planet we all live on. And next time you get the opportunity, be sure to keep sustainability in mind and make a conscious effort to go green.

Every year has its economic challenges — some old, some new. But in an election year — where control over Congress and the White House are at stake — policies dealing with inflation, labor disruptions, the rise of artificial intelligence, and other economic issues take on added significance. Below, seven experts affiliated with the Stanford Institute for Economic Policy Research ( SIEPR ) offer their research-based insights into what’s in store for the U.S. economy in the year ahead.

The consumer disconnect in an election year

The U.S. economy is strong by all objective measures, with low unemployment, robust GDP growth, and easing inflation. Yet consumer sentiment is decidedly weak, with measures of the economic indicator at levels last seen during the global financial crisis. Given the strong correlation between consumer sentiment and election outcomes, it’s especially important to understand why there’s a disconnect ahead of this November’s vote.

Ryan Cummings , a visiting PhD student at Stanford, and I recently dived into the data and documented two new findings. First, sentiment isn’t as bad as the numbers suggest due to partisan skew. While both Democrats and Republicans rate the economy more strongly when their party controls the White House, Republicans cheer louder and boo harder, in effect, drowning out Democratic voices and artificially depressing consumer sentiment.

Second, consumer sentiment is being dragged down by prior years’ inflation . While prices rose only 3.2 percent this year, they increased by a cumulative 18.6 percent over the last 3 years, and these prior price increases are still weighing negatively on consumers. However, we also found that the downward drag from inflation has a half-life of about a year. This means that, if  inflation continues to ease over the next 12 months, sentiment should improve as the post-pandemic inflation surge recedes. 

These are challenging times for forecasting. The rise of social media as a prominent information source — with its tendency to amplify bad news — may be fraying the link between economic fundamentals and consumer sentiment. The partisan factors we document may intensify as the November election approaches. How consumer sentiment will trend, and what we should be making of these data in the current environment, are questions that will only be fully answered in the course of time.

COVID-19’s lingering labor effects

The COVID-19 pandemic disrupted many sectors of the economy, including labor markets. My research with Evan Soltas estimates that excess COVID-19-related absences from work through mid-2022 resulted in approximately 500,000 fewer people participating in the labor force. Other work has shown that more working-age adults are reporting serious difficulty remembering, concentrating or making decisions, and the increases are higher among women and non-college graduates. In addition, the share of workers who are not employed and not looking for work due to disability or illness is higher than its pre-pandemic trend.

COVID has clearly had harmful effects on the U.S. workforce overall, but there’s some good news heading into 2024. Between January and October of 2023, excess COVID-19-related absences from work were approximately 15 percent higher than pre-pandemic levels. While still elevated, this represents a sharp reduction from excess absences in March 2020-December 2022, which were 61 percent higher than pre-pandemic levels.

Going forward, the lower rate of excess absences in 2023 may suggest that the recent increase in disability rates could slow down if the two are causally related. However, the growing share of the population reporting cognitive difficulties — likely from a COVID-19 infection — suggest that programs and policies may be needed to support workers still struggling with pandemic-related illnesses.

Congress' fiscal cliff problem

When you kick the can long enough, you run out of road. Our government’s inability to fix its finances means we’re pretty close to that point. 

The U.S. has as much federal debt now as it did at the end of WWII. The Congressional Budget Office projects debt will grow exponentially. The federal deficit is 5.8 percent of GDP, though the economy is humming. The CBO projects 3 percent of GDP primary deficits — before interest payments — forever.

The problem is not this year or next. The government has made pension and health care promises that it cannot pay for. Trillion-dollar spending on industrial policies, subsidies, transfers, and bailouts don’t help. When the next recession, crisis, war or pandemic hits, the U.S. may simply be unable to borrow.

Higher tax rates are not the answer. There aren’t enough “rich” or “corporations” to soak for this much money. We could finance our European-style benefits with European middle-income taxes, but we would get stagnant European incomes in the bargain. 

Tax revenue equals tax rate times income. Higher tax rates lead to lower long-run income, blunting revenue. The best way out is more long-term income growth.

Our mantra should be “reform” and “incentives,” not “cuts” and “austerity.” Fundamental tax reform, such as the introduction of a consumption tax, can raise substantial revenue with less economic damage. Change at the edges, such as the debate over extending the 2017 cuts, won’t address the immense problem. Reformed social program incentives can save money and help people more. Regulatory reform can speed growth. Smart immigration can bring in more taxpayers.

Year of the WFH pancake

It’s the $64,000 workplace question: Will workers continue to be allowed to work from home (WFH)? I predict the rates of WFH will, as the British say, be “flat as a pancake” this year and into 2025 before picking up again in 2026.

I’ve previously likened the WFH revolution to the Nike swoosh. From 2020 to the end of 2022, levels of WFH dropped as the pandemic-induced surge waned. In 2023 we saw rates stabilize  as attempts by employers to bring workers back into the office largely failed.

But WFH rates will start to slowly climb again. This will be driven by ever-improving technologies for remote working. We’ll see innovations around, for example, audio and visual, apps, holograms, and augmented reality. Looking back over my life, we have seen working from home go from paper-based in the 1970s and 1980s, to supported by PCs in the 1990s, with the internet in the 2000s and then cloud computing and video calls in the 2010s. 

The recent explosion in WFH has accelerated this rate of technological progress. Every hardware and software firm I talk to is targeting this massive new market of WFH employees and firms. What the future will bring is not clear, but it clearly will be better and more efficient than 2023 tech.

My message for 2024: Underneath WFH’s “pancake” year is a massive revolution. WFH is here to stay and looking to a rapidly growing future.

The need for Treasury market reforms

U.S. Treasury securities are the world’s safe-haven asset — not only because of their low default risk but also because of the depth and liquidity of the market in which they are traded. In March 2020, that safe-haven role was tested when COVID unleashed a dash for cash caused by severe selling of Treasuries. The dealers who handle essentially all investor trading of Treasuries could not adequately handle the surge of demands. Catastrophe was averted only when the Federal Reserve took unprecedented steps to restore liquidity in the market.

According to a recent Federal Reserve Bank of New York analysis that I co-authored, the crisis exposed structural weaknesses in the U.S. Treasury market that, if unaddressed, threaten its ability to remain a safe haven for global investors. The capacity of dealers to temporarily warehouse the flood of investor sales while they negotiate trades with buyers is critical. And yet, the total amount of Treasuries outstanding is growing rapidly relative to the intermediation capacity of dealers because of large and persistent U.S. fiscal deficits and the limited flexibility of dealer balance sheets. 

The resilience of the Treasury market should not be called into question just when its safe-haven role becomes critical. Significant structural improvements to the Treasury market are needed in 2024 and beyond. Policy options include broadening central clearing of Treasuries and all-to-all trade; boosting the intermediation capacity of dealers with real-time post-trade transaction reporting; improving capital regulations so they do not lower the overall capital buffers of globally systemic banks; and backstopping the Treasury market liquidity with transparent central-bank purchase programs.

The beginning of the end for non-competes

Mark Lemley , SIEPR Senior Fellow; the William H. Neukom Professor of Law, Stanford Law School; Director, Stanford Program in Law, Science & Technology :

The reinvigoration of antitrust enforcement will continue in 2024. The Federal Trade Commission in particular will continue to challenge mergers that it deems anticompetitive. It will also take a number of steps to open up the labor markets: It will ban or significantly restrict non-compete agreements that prevent workers from moving to competitors. It will challenge other restrictive employee agreements, from no-poach deals and arbitration secrecy clauses to overbroad nondisclosure agreements and "stay or pay" clauses.

These challenges will be met by skeptical courts trained in 40 years of Chicago School orthodoxy on the primacy of free markets. Entrenched companies that don’t like the idea of facing competition rather than agreeing to avoid it will howl. The November general election will likely determine the extent to which the pace of FTC enforcement continues beyond 2024. And if the FTC suffers setbacks in court, proponents of stricter enforcement may need to look to Congress to act.

For California, tough choices

The coming year will be eventful for Californians, to say the least. Looking to the general election in November, many observers believe that the Golden State will be one of the most important battlegrounds for Congressional control. California also needs to climb out of its $31 billion budget deficit while dealing with the ongoing challenges of affordable housing, homelessness, extreme weather, and rising electricity costs. Politicians make the decisions, but CAPRI can help the state better understand the roots of its problems and choices going forward.

Tuning out: americans on the edge of politics, untethered from partisan politics and uninterested in keeping up with political news, here is how some americans view the current state of u.s. politics..

In a fractious political environment often dominated by the loudest voices on the left and right, some people are saying: Count us out .

Last year, we talked to a group of people who, while they may vote, are not strongly attached to either political party. They don’t closely follow news about politics or government, though some feel guilty when they don’t. By and large, they look at the nation’s politics as a topic better avoided than embraced.

With the first votes of the 2024 election about to be cast, these are people whose voices are largely overlooked. Last May, we conducted six focus groups of adults who have soured on politics and political news. Here’s what they told us:

This piece is based on six focus groups conducted in May 2023. A total of 27 Americans participated in the focus groups and were offered an incentive for participation. Researchers prepared a topical discussion guide, and a moderator guided participants through the session.

The quotes featured throughout this piece are meant to provide context and broadly illustrate the themes that were discussed in the groups. Quotations are not meant to be representative of all adults who say they do not follow political news. They have been lightly edited for readability. They have a sense that politics is everywhere – and often in a bad way. They find themselves overwhelmed by how much information they confront in their day-to-day life.

“I feel like you can’t escape it. You get mailings, you get commercials. It’s just always there.” – Woman, 30s, Democratic-leaning

“Go on Facebook and politics stuff just pops up. No matter where you go on the internet, there’s always some kind of ad or something that pops up [having] to do with politics.” – Man, 30s, Republican-leaning

“You don’t know what to believe; it’s so much information to soak in that you sometimes don’t know if it’s true or not.” – Woman, 50s, Nonpartisan

“I don’t want to watch the news all the time, but I can’t stand not knowing what’s going on.” – Man, 50s, Democratic-leaning

“When I was young, I remember politics was hearing my parents talk about it, hearing about it on the news, on TV, and then reading about it like once a day in the newspaper. But now it’s like you cannot get away from it. It’s in conversations with people and if you don’t want to have conversations with people, well, it’s on Twitter [X] and it’s on Facebook.” – Woman, 30s, Republican-leaning

Many – but not all – of these people vote. While they acknowledge they could be more engaged with following politics, many say they have no desire to, or say it’s important to avoid the topic to protect their mental health.

“You just get tired of the arguing and bickering back and forth and watching political ads during election season. They just kind of put you off too. So, I’m still gonna vote but I don’t see myself getting more engaged in the process.” – Man, 50s, Democratic-leaning

“With certain topics, I wish I was a little bit more engaged, but I try not to cross those boundaries just because I don’t feel like dealing with the different opinions sometimes. I can’t deal with the notifications 24/7, so I try to stay away from it.” – Woman, 20s, Nonpartisan

“I feel like if I could get my voice out there more, I would be more involved. But it’s just hard. I’m not one of the important people, you know what I mean?” – Woman, 40s, Republican-leaning

“I’d like to do better [with my own political engagement]. Because sometimes I feel like, well, I have a cousin that always wants to talk politics and sometimes she just comes out of left field and I’m like, ‘What is that? I haven’t heard that. Wait, what!?’” – Woman, 60s, Democratic-leaning

“It can really affect your mental health. You start getting into heated conversation going back and forth with somebody over something you really can’t control. There’s just no point in that.” – Man, 40s, Republican

Most are frustrated with the two parties. They often don’t feel represented by either party or feel that the parties are too extreme. And while some would prefer for there to be no parties at all, others wish there were more than two.

“See we don’t live in a true democracy anymore when it’s only between two [parties]. Yes, you can run for president under other political parties, but you’re never gonna win unless you’re Republican or Democrat. So as far as that goes, I feel like it’s more of a democracy with an illusion of choice.” – Woman, 40s, Republican-leaning

“I hate the fact that you’re forced to pick between the lesser of two evils when voting. No, I don’t want either of them. Next.” – Man, 20s, Nonpartisan

“Originally the idea is that we vote for them, that they should act on behalf of the people. But once they all get in the office, it’s all about themselves. It’s never about us. Doesn’t matter what party.” – Man, 50s, Democrat

“I believe that a lot of politicians do go into it with good intentions and they think they’re gonna do good and they can do this or that. But then they get involved with the worst politicians. And little by little, I think they just fall in line basically with the others and become one of the group.” – Woman, 60s, Republican-leaning

Many of the participants pointed to the vitriol and negativity in politics today , noting that there is too much fighting and not enough progress being made on issues that are important to everyday people.

“You know, people really can’t have a good, fair conversation and be decent about it when it comes to politics … they always wanna start an argument about it because no one can see it from the other person’s perspective. So you know they can’t be open-minded and say, ‘Well you have a good point but look at how I see it also.’” – Man, 40s, Republican

“So when I was younger, you got to hear more about what the politicians stood for and now all you get to hear from one side is how horrible the other one is. But then you don’t know where they actually stand because they’ve spent more time bashing each other.” – Woman, 60s, Democratic-leaning

“I think it’s crazy how this world revolves around negativity so much, especially the politics. When people are trying to take office, they always have something negative to say about somebody else. No matter if it’s true or not.” – Man, 30s, Republican-leaning

“It’s stagnant. There’s not a lot of meaningful change going on and there hasn’t been for easily 15 or 20 years. A lot of problems go unsolved for long periods of time.” – Man, 20s, Democratic-leaning

How would these people change politics? Their ideas run the gamut: While some discussed changes to the Electoral College, term limits or reducing the role of money in politics, others said they simply would like more choices, less negativity and more progress on important issues.

“I think that we need a new third political party, an option for that gray area, and hopefully that gray area would be thinking of our future and actually doing something about it.” – Man, 20s, Nonpartisan

“I think that anybody should be able to run for any office and it shouldn’t matter who’s funding you.” – Woman, 40s, Republican-leaning

“I would like to see a more educated voting populace of whatever issue they vote on. I would like to think they know the issues and I don’t think they do.” – Man, 50s, Democratic-leaning

“I think the Electoral College ought to be changed for the presidential election. It doesn’t make a lot of sense to me, and I would get rid of it. It should just be based on the amount of votes.” – Woman, 60s, Republican-leaning

“I think it’s logistically not possible at all. But I would say for one election campaign, take all of the funding from everyone. Or at least cap it for everyone and put every candidate on equal funding. The views decide the voters.” – Man, 20s, Republican-leaning
