As an interdisciplinary journal, Public Finance and Management serves as a forum for new insights on foundational research themes in public finance and management as well as a platform for empirical research on emergent topics at the intersection of public finance and public management.

In addition, the journal presents innovative evidence-based research from different regions of the world and across local, regional, state, and national levels of government to offer an international perspective on public finance and management topics.

The journal welcomes empirical research on traditional aspects of public finance and management, including tax revenue management, expenditure management, debt management, governmental accounting, auditing, and financial reporting, governmental budgeting, and government procurement and contract management. The journal is also open to research on emergent and underexplored topics in public finance and management, including behavioral public financial management, digitalization of public finance, public financing of climate-resilient infrastructure systems, and optimal public-finance responses to major global crises.

Public Finance and Management publishes quantitative, qualitative, and mixed methods research, and all manuscripts are subject to a double-anonymous peer-review process.

Only manuscripts of sufficient quality that meet the aims and scope of Public Finance and Management will be reviewed.

There are no fees payable to submit or publish in Public Finance and Management.

2. Editorial policies

2.1 Peer review policy

Sage does not permit the use of author-suggested (recommended) reviewers at any stage of the submission process, be that through the web-based submission system or other communication.

Reviewers should be experts in their fields and should be able to provide an objective assessment of the manuscript. Our policy is that reviewers should not be assigned to a paper if:

  • The reviewer is based at the same institution as any of the co-authors.
  • The reviewer is based at the funding body of the paper.
  • The author has recommended the reviewer.
  • The reviewer has provided a personal (e.g. Gmail/Yahoo/Hotmail) email account and an institutional email account cannot be found after performing a basic Google search (name, department and institution).

Public Finance and Management (PFM)’ s policy is to have manuscripts reviewed by two expert reviewers. PFM utilizes a double-anonymized peer review process in which the reviewer and authors’ names and information are withheld from the other. All manuscripts are reviewed as rapidly as possible, while maintaining rigor. Reviewers make comments to the author and recommendations to the Editor who then makes the final decision.

The Editor or members of the Editorial Board may occasionally submit their own manuscripts for possible publication in PFM. In these cases, the peer review process will be managed by alternative members of the Board and the submitting Editor/Board member will have no involvement in the decision-making process.

Special issue manuscripts are sent to Guest Editors upon submission to ensure they meet the scope of the special issue. The rest of the peer review process will be handled by Public Finance and Management' s internal editorial team. Reviewers make comments to the author and recommendations to the Editor who then makes the final decision. 

Public Finance and Management is committed to delivering high quality, fast peer-review for your paper, and as such has partnered with Web of Science (previously Publons). Web of Science is a third-party service that seeks to track, verify and give credit for peer review. Reviewers for PFM can opt in to Web of Science in order to claim their reviews or have them automatically verified and added to their reviewer profile. Reviewers claiming credit for their review will be associated with the relevant journal, but the article name, reviewer’s decision and the content of their review is not published on the site. 2.2 Authorship

All parties who have made a substantive contribution to the article should be listed as authors. Principal authorship, authorship order, and other publication credits should be based on the relative scientific or professional contributions of the individuals involved, regardless of their status. A student is usually listed as principal author on any multiple-authored publication that substantially derives from the student’s dissertation or thesis.

Please note that AI chatbots, for example ChatGPT, should not be listed as authors. For more information see the policy on Use of ChatGPT and generative AI tools .

2.3 Acknowledgements

All contributors who do not meet the criteria for authorship should be listed in an Acknowledgements section. Examples of those who might be acknowledged include a person who provided purely technical help, or a department chair who provided only general support.

Please supply any personal acknowledgements separately to the main text to facilitate anonymous peer review.

Per ICMJE recommendations , it is best practice to obtain consent from non-author contributors who you are acknowledging in your paper.

2.3.1 Third party submission

Where an individual who is not listed as an author submits a manuscript on behalf of the author(s), a statement must be included in the Acknowledgements section of the manuscript and in the accompanying cover letter. The statements must:

  • Disclose this type of editorial assistance – including the individual’s name, company and level of input
  • Identify any entities that paid for this assistance
  • Confirm that the listed authors have authorized the submission of their manuscript via third party and approved any statements or declarations, e.g. conflicting interests, funding, etc.

Where appropriate, Sage reserves the right to deny consideration to manuscripts submitted by a third party rather than by the authors themselves.

2.3.2 Writing assistance

Individuals who provided writing assistance, e.g. from a specialist communications company, do not qualify as authors and so should be included in the Acknowledgements section. Authors must disclose any writing assistance – including the individual’s name, company and level of input – and identify the entity that paid for this assistance. It is not necessary to disclose use of language polishing services.

2.4 Funding

Public Finance and Management requires all authors to acknowledge their funding in a consistent fashion under a separate heading.  Please visit the Funding Acknowledgements page on the Sage Journal Author Gateway to confirm the format of the acknowledgment text in the event of funding, or state that: This research received no specific grant from any funding agency in the public, commercial, or not-for-profit sectors. 

2.5 Declaration of conflicting interests

It is the policy of Public Finance and Management to require a declaration of conflicting interests from all authors enabling a statement to be carried within the paginated pages of all published articles.

Please ensure that a ‘Declaration of Conflicting Interests’ statement is included at the end of your manuscript, after any acknowledgements and prior to the references. If no conflict exists, please state that ‘The Author(s) declare(s) that there is no conflict of interest’. For guidance on conflict of interest statements, please see the ICMJE recommendations here .

2.6 Research ethics and patient consent

Information on informed consent to report individual cases or case series should be included in the manuscript text. A statement is required regarding whether written informed consent for patient information and images to be published was provided by the patient(s) or a legally authorized representative. Please do not submit the patient’s actual written informed consent with your article, as this in itself breaches the patient’s confidentiality. Public Finance and Management requests that you confirm to us, in writing, that you have obtained written informed consent but the written consent itself should be held by the authors/investigators themselves, for example in a patient’s hospital record. The confirmatory letter may be uploaded with your submission as a separate file. Please also refer to the ICMJE Recommendations for the Protection of Research Participants .

All papers reporting human studies must state in the methods section that the relevant ethics committee or institutional review board provided (or waived) approval. Please ensure that you have provided the full name and institution of the review committee, in addition to the approval number. Manuscripts of this type should conform to the ICMJE Recommendations for the Conduct, Reporting, Editing, and Publication of Scholarly Work in Medical Journals .

2.7 Research data

Subject to appropriate ethical and legal considerations, authors are encouraged to:

  • Share your research data in a relevant public data repository
  • Include a data availability statement linking to your data. If it is not possible to share your data, use the statement to confirm why it cannot be shared.

3. Publishing policies

3.1 Publication ethics

Sage is committed to upholding the integrity of the academic record. We encourage authors to refer to the Committee on Publication Ethics’ International Standards for Authors and view the Publication Ethics page on the Sage Author Gateway .

3.1.1 Plagiarism

Public Finance and Management and Sage take issues of copyright infringement, plagiarism or other breaches of best practice in publication very seriously. We seek to protect the rights of our authors and we always investigate claims of plagiarism or misuse of published articles. Equally, we seek to protect the reputation of Public Finance and Management against malpractice. Submitted articles may be checked with duplication-checking software. Where an article, for example, is found to have plagiarized other work or included third-party copyright material without permission or with insufficient acknowledgement, or where the authorship of the article is contested, we reserve the right to take action including, but not limited to: publishing an erratum or corrigendum (correction); retracting the article; taking up the matter with the head of department or dean of the author's institution and/or relevant academic bodies or societies; or taking appropriate legal action.

3.1.2 Prior publication

If material has been previously published it is not generally acceptable for publication in a Sage journal. However, there are certain circumstances where previously published material can be considered for publication. Please refer to the guidance on the Sage Author Gateway or if in doubt, contact the Editor at the address given below.

3.2 Contributor’s publishing agreement

Before publication, Sage requires the author as the rights holder to sign a Journal Contributor’s Publishing Agreement. Sage’s Journal Contributor’s Publishing Agreement is an exclusive license agreement which means that the author retains copyright in the work but grants Sage the sole and exclusive right and license to publish for the full legal term of copyright. Exceptions may exist where an assignment of copyright is required or preferred by a proprietor other than Sage. In this case copyright in the work will be assigned from the author to the society. 3.3 Open access and author archiving

4. Preparing your manuscript

4.1 Formatting

All manuscripts submitted for review must:

  • Be submitted as a Microsoft Word file.
  • Be double-spaced with standard fonts and margins.
  • Be formatted according to APA style guidelines.
  • All author identifiers must be removed from the manuscript before submission.
  • Include a cover letter with author contact information, attached as a separate file.

4.2 Artwork, figures and other graphics

Tables, figures, and graphics should be inserted in the place they should appear in the text rather than as an appendix.

4.3 Identifiable information

Where a journal uses double-anonymized peer review, authors are required to submit:

  • A version of the manuscript which has had any information that compromises the anonymity of the author(s) removed or anonymized. This version will be sent to the peer reviewers.
  • A separate title page which includes any removed or anonymized material. This will not be sent to the peer reviewers.

4.4 Supplemental material

5.2 Information required for completing your submission

You will be asked to provide contact details and academic affiliations for all co-authors via the submission system and identify who is to be the corresponding author. These details must match what appears on your manuscript. The affiliation listed in the manuscript should be the institution where the research was conducted. If an author has moved to a new institution since completing the research, the new affiliation can be included in a manuscript note at the end of the paper. At this stage please ensure you have included all the required statements and declarations and uploaded any additional supplementary files (including reporting guidelines where relevant).

5.3 Permissions

Please also ensure that you have obtained any necessary permission from copyright holders for reproducing any illustrations, tables, figures or lengthy quotations previously published elsewhere. 6. On acceptance and publication

6.1 SAGE Production

Your Sage Production Editor will keep you informed as to your article’s progress throughout the production process. Proofs will be made available to the corresponding author via our editing portal Sage Edit or by email, and corrections should be made directly or notified to us promptly. Authors are reminded to check their proofs carefully to confirm that all author information, including names, affiliations, sequence and contact details are correct, and that Funding and Conflict of Interest statements, if any, are accurate.

6.2 Online First publication

Online First allows final articles (completed and approved articles awaiting assignment to a future issue) to be published online prior to their inclusion in a journal issue, which significantly reduces the lead time between submission and publication. 7.1 Appealing the publication decision

Editors have very broad discretion in determining whether an article is an appropriate fit for their journal. Many manuscripts are declined with a very general statement of the rejection decision. These decisions are not eligible for formal appeal unless the author believes the decision to reject the manuscript was based on an error in the review of the article, in which case the author may appeal the decision by providing the Editor with a detailed written description of the error they believe occurred.

  • Publication Using Survey-to-Survey Imputation to Fill Poverty Data Gaps at a Low Cost ( Washington, DC: World Bank , 2024-03-26 ) Dang, Hai-Anh ; Kilic, Talip ; Hlasny, Vladimir ; Abanokova, Kseniya ; Carletto, Calogero Show more Survey data on household consumption are often unavailable or incomparable over time in many low- and middle-income countries. Based on a unique randomized survey experiment implemented in Tanzania, this study offers new and rigorous evidence demonstrating that survey-to-survey imputation can fill consumption data gaps and provide low-cost and reliable poverty estimates. Basic imputation models featuring utility expenditures, together with a modest set of predictors on demographics, employment, household assets, and housing, yield accurate predictions. Imputation accuracy is robust to varying the survey questionnaire length, the choice of base surveys for estimating the imputation model, different poverty lines, and alternative (quarterly or monthly) Consumer Price Index deflators. The proposed approach to imputation also performs better than multiple imputation and a range of machine learning techniques. In the case of a target survey with modified (shortened or aggregated) food or non-food consumption modules, imputation models including food or non-food consumption as predictors do well only if the distributions of the predictors are standardized vis-à-vis the base survey. For the best-performing models to reach acceptable levels of accuracy, the minimum required sample size should be 1,000 for both the base and target surveys.   • Publication Linking Export Activities to Productivity and Wage Rate Growth ( Washington, DC: World Bank , 2024-03-26 ) Aguilar Luna, Luis ; Winkler, Deborah Show more This paper examines the relationship between trade and job quality, using productivity and wage rate data for export and non-export activities in a sample of 60 countries across all income levels and 45 sectors spanning the whole economy over 1995–2019. First, the analysis finds that workers involved in export activities are more productive and better paid than those in non-export activities. While the productivity premium for export activities is confirmed in low- and middle-income countries, there is no wage rate premium. Second, this study finds a positive relationship between exports and labor productivity at the country-sector level, which can be attributed to productivity gains within export activities as well as spillovers to non-export activities. Countries’ specialization in global value chains and sectors also matters for the relationship between exports and job quality, with manufacturing, agriculture, and business services showing stronger associations. The link between exports and the wage rate is smaller than for productivity. Finally, productivity and wage rate growth decompositions suggest that growth within rather than between activities was the driving force. Within export activities, productivity and wage increases were dominated by within-sector growth, although labor movement toward more productive sectors also matters in low- and middle-income countries. This change has increasingly put the spatial dimension at the center of development policies. Although agglomeration-focused policies derived from urbanization and agglomeration economics were once prominent, their empirical limitations have become increasingly apparent. Greater territorial polarization and pervasive left-behindedness have underscored the need for a more inclusive territorial development approach, prompting increased interest in understanding and addressing regional disparities to ensure more equitable economic growth. This paper synthesizes the growing interest in territorial development, which has driven the adoption of what are increasingly place-based and place-sensitive approaches to development. The paper also emphasizes the need for complementarity between efficiency-driven and equity-focused interventions, while highlighting emerging topics in regional economics research, including the role of institutions, agency, and external megatrends such as the green transition. The paper concludes by advocating a place-sensitive approach that tailors policies to regional challenges, promoting economic potential, diversification, and inclusivity across all regions. Show more
  • Publication Inelastic Demand Meets Optimal Supply of Risky Sovereign Bonds ( Washington, DC: World Bank , 2024-03-26 ) Moretti, Matías ; Pandolfi, Lorenzo ; Schmukler, Sergio L. ; Villegas Bauer, Germán ; Williams, Tomás Show more This paper presents evidence of inelastic demand in the market for risky sovereign bonds and examines its interplay with government policies. The methodology combines bond-level evidence with a structural model featuring endogenous bond issuances and default risk. Empirically, the paper exploits monthly changes in the composition of a major bond index to identify flow shocks that shift the available bond supply and are unrelated to country fundamentals. The paper finds that a 1 percentage point reduction in the available supply increases bond prices by 33 basis points. Although exogenous, these shocks might influence government policies and expected bond payoffs. The paper identifies a structural demand elasticity by feeding the estimated price reactions into a sovereign debt model that isolates endogenous government responses. These responses account for a third of the estimated price reactions. By penalizing additional borrowing, inelastic demand acts as a commitment device that reduces default risk. Show more
  • Publication Assessing the Extent of Monetary Poverty in the Syrian Arab Republic after a Decade of Conflict ( Washington, DC: World Bank , 2024-03-26 ) Redaelli, Silvia ; Infanzon, Michelle ; Moreno Herrera, Laura Liliana Show more The data for estimating monetary poverty in the Syrian Arab Republic are outdated. In the context of data scarcity, this paper aims to propose a methodological approach to address the knowledge gap regarding welfare in Syria over the past decade. In particular, the analysis provides (i) updated pre-conflict poverty baseline estimates based on grouped data from the 2009 Household Income and Expenditure Survey; (ii) supporting evidence on the viability of using Humanitarian Needs Assessment Programme Demographic and Water Supply, Sanitation, and Hygiene 2022 survey data for the estimation of monetary poverty in 2022; and (iii) supporting theoretical and empirical evidence to identify growth in per capita gross domestic product in current prices deflated by Consumer Price Index as the best metric to project poverty using a nowcasting approach. Based on this analysis, the paper proposes to use 2022 Humanitarian Needs Assessment Programme–based poverty estimates to anchor the most recent estimates to the best available evidence, and to interpolate the poverty evolution obtained from back-casting 2022 and nowcasting 2009 poverty estimates over 2009–22 using the growth rate of per capita gross domestic product in current prices, deflated by the Consumer Price Index with a passthrough of 0.7. Structure of a research proposal

A research proposal describes what you will investigate, why it’s important, and how you will conduct your research.

The format of a research proposal varies between fields, but most proposals will contain at least these elements:

While the sections may vary, the overall objective is always the same. A research proposal serves as a blueprint and guide for your research plan, helping you get organized and feel confident in the path forward you choose to take.

This study examined the effect of public sector financial reforms on service delivery in Uganda‟s local governments using a case study of Busia District Local Government (BDLG). The study was prompted by poor service delivery in the district. The specific objectives of the study were: to assess the effect of implementing the Integrated Financial Management Systems (IFMS) on service delivery in Busia District Local Government; determine the effect of implementing the Treasury Single Account (TSA) on service delivery in Busia District Local Government; and, to examine the effect of implementing the Integrated Personnel and Payroll System (IPPS) on service delivery in Busia District Local Government. Using a case study design, data were collected from 202 respondents using questionnaires and 14 respondents using interviews. The study found that implementing the IFMS has a significant effect on service delivery in BDLG(r=0.435, p<0.05). The study further found out that implementing the TSA has a significant effect on service delivery in BDLG(r=0.435, p<0.05). It was also established that implementing the IPPS financial reforms has a significant effect on service delivery in BDLG(r=0.462, p<0.05). The study concluded that service delivery improves with greater implementation of public sector financial reforms. The study recommends that the government should strengthen the skills capacity of staff to implement the financial reforms. It is also recommended that the government addresses all the technical ICT challenges to the implementation of the reforms and that the government should make an effort to implement the financial reforms in all central and local government organizations in order to increase system outreach and coverage.

Purpose – This paper examined the globalisation processes and key actors involved in the adoption of budget reforms in developing countries of Kuwait and Uganda. Design/methodology/approach – This paper adopted a qualitative study to probe the influence of supranational aid agencies in the budget reforms in Kuwait and Uganda; and analysed the roles of nation-state actors in the adoption of globalised budget reforms in Kuwait and Uganda. Findings – The study revealed that supranational aid agencies, such as the World Bank, IMF and others, influenced the adoption of " globally-oriented best practices " of budget reforms using their privileged positions of the possession of the financial resources needed for development endeavours of developing countries. In addition, nation-state actors, either through coercion or persuasion, facilitated the spread of global budget reforms in their countries by creating enabling laws, regulations and strategies to support the adoption of budget reforms. Practical implications – This paper demonstrates how supranational aid agencies, such as the World Bank, IMF and others support the globalisation processes to traverse time and space through the globally rationalised " best practices " of budget reforms presumed to enhance efficiency and effectiveness in the allocation and utilisation of scarce resources, especially in developing countries. Similarly, the nation-state actors use the adoption of rationalised global " best practices " as a strategy to gain ease access to international development finances by appearing to be compliant with globalisation processes. The advice provided by the World Bank on improving public financial management and procurement is influenced by debates on theory and practice in developed and developing countries. This article touches on some of the highlights of these debates, drawing from the indicative literature mainly since 1990 from scholars and practitioners. It goes on to examine the Bank's diagnostic work, design, and implementation of project and policy support in this area. It also assesses evidence of outcomes and attribution, and ends with questions for further research.

Research Announcement

The PEFA Secretariat is seeking to engage highly qualified research firms to provide research support toward investigating the role and impact of Public Financial Management (PFM) in supporting fiscal transparency and public accountability. The overall aim of the consultancy is to contribute to the knowledge base on the performance and impact of PFM systems and related interventions. The proposed research should be relevant for PFM policy and operational discussions. Research products should help to address gaps in knowledge on fiscal management, improve understanding of how to strengthen the capacities of country PFM systems, or contribute to the practical sequencing of PFM reform and capacity development actions. PEFA will provide up to US$50,000 per proposal and will fund up to three of the best proposals.

Job Summary:

The Research Administrative Specialist position is within the Department of Medicine (DOM) Office of Research Services (ORS) team and provides services to the Division of General Internal Medicine (GIM). The Research Administrative Specialist will work collaboratively with GIM research leadership, faculty and staff, and the Research Finance team to directly support principal investigators and/or research staff to prepare and submit funding proposals to sponsors, assist with award setup, prepare and maintain research documentation, support and/or coordinate study activities, assist faculty with reporting requirements, monitor administrative grant activities to ensure compliance with university, state, and federal regulations, and serve as the primary contact for internal and external partners to promote and support research services within GIM. The incumbent will prepare and route proposals for submission to sponsors, review subsequent award terms and conditions, assist with managing GIM's research and quality improvement pilot funding mechanisms, and work with the fiscal team to facilitate award setup and administration. The incumbent will also coordinate requests to perform research in GIM clinics. Candidates must feel comfortable in a timeline driven role, be self-motivated and be highly detailed-oriented with excellent organizational skills. This position interacts with many different teams and customers and assists in identifying and implementing quality improvements to ensure that processes are efficient and timely. The incumbent will serve as a member of DOM's Office of Research Services and report to DOM's Associate Director for Research. This position will have matrixed reporting to the GIM Research Service Chief to assist with day-to-day oversight, guidance, and training for this position.

Responsibilities:

  • 25% Serves as a liaison and expert resource for researchers regarding the interpretation of policy and procedure related to overall sponsored project management
  • 15% Works collaboratively with researchers to prepare non-technical materials for proposals, drafting contracts or agreements for review, and/or advising award setup
  • 10% Leads researchers in the preparation and/or maintenance documentation, financial management, and/or reporting requirements related to sponsored grants, contracts, or agreements
  • 5% Maintains and monitors grants and contract budgets
  • 25% Assures compliance with grant, contract or agreement requirements and determine whether objectives are being met
  • 10% Prepares and routes proposals, award documents, and sponsored and non-sponsored project agreements according to established policies and procedures while adhering closely to deadlines in support of GIM research program.
  • 5% Supports GIM pilot grant programs and requests for research in GIM clinics
  • 5% Provides research coordination on GIM studies
