Abstrak: Keselamatan dan kesehatan kerja (K3) merupakan hal penting yang harus diperhatikan baik perusahaan kecil maupun besar apabila tidak diperhatikan akan menimbulkan kecelakaan kerja dan penyakit akibat kerja (PAK) yang berdampak pada kerugian dari faktor manusia, peralatan dan lingkungan, maka dari itu diperlukanya identifikasi bahaya dan penilaian risiko dari setiap pekerjaan yang dilakukan, sehingga dapat dilakukan pengendalian dari bahaya dan risiko yang ada untuk mencegah terjadinya kecelakaan kerja dan penyakit akibat kerja (PAK). Tujuan dari penelitian ini adalah untuk mengetahui nilai risiko dan bagaimana pengendalian risiko yang dilakukan terhadap pekerjaan permesinan khususnya pekerjaan pembubutan dengan menggunakan metode Hazard Identification Risk Assesment and Risk Control. Metode penelitian yang digunakan oleh peneliti adalah menggunakan metode kualitatif yang bersumber dari AS/NZS 4360. Lokasi penelitian di PT. X dan obyek penelitian yaitu pekerjaan permesinan khususnya pekerjaan pembubutan pada PT. X. Hasil penelitian yang diperoleh dari penilaian risiko pada pekerjaan permesinan dari 19 aktivitas kerja dengan menggunakan metode Hazard Identification Risk Assessment and Risk Control dengan nilai 57% pekerjaan permesinan berkategori moderate risk, 39% pekerjaan permesinan berkategori high risk dan 4% pekerjaan lifting kategori Medium dari 28 bahaya dan risiko pada proses pekerjaan permesinan.

The Associated General Contractors of America’s Supervisory Training Program (STP) is a construction-specific training curriculum developed, updated and field-tested by and for contractors. Supervisory skill—or the lack of it—directly affects every company’s bottom line. You make your money in the field, and STP can help you improve your organization’s bottom line.

What are your responsibilities as a site supervisor?

Site supervision is a vital role in the construction industry, where safety is a key issue – that needs a lot of attention! As the site supervisor, it’s your job to both assess and manage safety hazards in the workplace. Responsibilities may also include managing and instructing the site workers, setting goals for the team, and seeing projects through to completion. Here, we’re going to look at some of the main duties of the site supervisor, as well as some useful information if you’re planning on training as a site supervisor .

The 3 Key Safety Responsibilities

Construction workers need to be aware of all safety hazards and precautions, so that they are safe even when the supervisor isn’t there to oversee everything. That’s why it is your duty to ensure all traders are inducted before they start work. Contractors need to be aware of site rules, and you should talk to them and their crews on a regular basis about on-site safety.

Your responsibility as a supervisor on site includes assessing various safety hazards, and determining the likelihood of an accident occurring. This involves conducting regular inspections to make sure everything is as it should be, which will involve looking for and fixing any hazards. If you can’t fix a hazard, it is still your duty to raise the issue. It’s also important that you have an idea of how much of a disruption any potential accidents could cause, and how much they would cost to resolve.

2. Site Workers

It is absolutely vital that each worker knows how to work safely and without risk to their health, and have absolute understanding of the organisation’s rules. You can coach, help or guide them to become and remain competent in these areas, as well as others.

You should always know who is working on the site, and it is your responsibility that each individual knows of all potential safety hazards. You should also make yourself as contactable as possible, making sure the right people have your number.

You must make sure there is a safety programme/routine in place so that everyone knows the precautions and actions to take in case of an accident. It is your duty to ensure everyone knows of this, and you should determine the effectiveness of the controls in place. You should be capable of performing emergency first aid at work, so you may need to complete a course and acquire a ‘first aid at work’ certificate.

3. Management Approach

As a site supervisor, your main priority is safety, but it may also be your responsibility to motivate and, in some, cases even discipline staff. You may be asked to mentor and encourage members of the team, which is why many companies look for a qualified supervisor with years of experience working as part of a team. It certainly isn’t considered an entry level job. You need industry experience and, in some cases, training. This might be in a specific technical skill, or in something more general like business administration.

Site Safety Supervisor (SSS)

Mbam site safety supervisor (sss) course, introduction.

Under the Factories & Machinery (Building Operations and Works of Engineering Construction) (Safety) Regulations 1986; for any building operation and works of engineering construction projects:

1. Main contractors are required to employ competent SSS for safety supervision within the work site.

2. Sub-contractors must employ competent Constractor’s Safety Supervisor at the place of work to keep each project safe, yet be cost effective and efficient.

Certification

1. Certificate of Attendance upon successful completion of the course.

2. Certificate of Competency from MBAM Board of Examination upon successfully obtaining a pass in the Competency Assessment.

3. The successful candidates shall be recognised and accepted for Registration with DOSH as competent SSS (upon successfully registered with DOSH)

WHAT IS A SUPERVISOR? • OPNAVINST 5100.23 defines as military personnel, E-5 or above, and civilian personnel who give direction to one or more military and/or civilian personnel. • Another definition might be, “One who has the responsibility for providing subordinates directions and controls their day to day work activities”. • Supervisors are the link between • management and workers. SUPERVISOR

What are my responsibilities as a Supervisor? • Federal law states that as a supervisor you are legally required to ensure that all those over which you supervise follow the safety rules and regulations of the organization (the Navy, CFAY). • You must protect those under you from all hazards (recognized and potential).

FACILITY INSPECTIONS • Inspections conducted at least annually by the CFAY Safety Office. • Supervisors are notified verbally of inspection results at time of inspection. • Deficiency Notices (for significant findings) are issued by the Safety Office within 15 working days after the inspection. • Deficiencies not corrected within 30 days are entered into the NAVOSH Deficiency Abatement Program.

HAZARD RECOGNITION • Falls • Struck By • Struck Against • Caught In, On, Or Between • Contact • Breathing/Swallowing

HAZARD ABATEMENT • Engineering Controls • Guards • Warning Devices • Administrative Controls • Training • Personal Protective Equipment (least preferred)

HOW DO WE DECIDE HOW SEVERE A PROBLEM IS? Severity + Probability of Occurrence = RAC

NAVOSH Deficiency Notice • Written for workplace hazards with a RAC 1, 2, or 3 that can not be corrected immediately. • The official in charge of the operation shall take prompt action to correct the hazard. • A copy of the notice must be posted in the area of the hazard until the hazard has been corrected. • The posted notice should be updated as necessary to accurately reflect the status of the abatement action and interim controls. Causes of mishaps can be divided into two categories UH OH • Unsafe conditions • Easier to recognize and correct • Covered by regulations that identify and regulate conditions • Identified during scheduled inspections • Every individual’s responsibility to correct or report unsafe conditions

Unsafe Acts • More difficult to recognize and correct because they involve human factors. • More accidents are attributed to unsafe acts than to unsafe conditions (approx. 85%). • Many accidents can be attributed to both. • Unsafe acts occur both on and off duty.

Mishap Prevention, Investigation and Reporting • Mishaps which result in damage to facilities and equipment, injury, occupational illnesses or death degrade operational readiness and increase operational cost. • Prevention is everyone’s responsibility.

All Mishaps Require Investigation • Severity of mishap determines the level at which it will be investigated • Operational mishaps are divided into four classes

Class A Mishap The resulting total cost of reportable material property damage is $1,000,000 or more; or an injury or occupational illness results in a fatality or permanent total disability. Class B Mishap The resulting total cost of reportable material property damage is $200,000 or more, but less than $1,000,000; or an injury or occupational illness results in permanent partial disability; or three or more personnel are inpatient hospitalized.

Class C MishapThe resulting total cost of reportable material property damage is $20,000 or more, but less than $200,000; a non-fatal injury that causes any loss of time from work beyond the day or shift on which it occurred, or a non-fatal illness or disease that causes loss of time from work or disability at any time (lost time case).Class D MishapThe resulting total cost of reportable material property damage is less than $20,000, or non-fatal injury (no lost time or first aid case) that does not meet the criteria of a Class C mishap.
