    I have NO idea how long your paper is, but I would say for a longer paper/thesis, it should boil down like this: 40% of your time on research and gathering facts/quotes, 25% of your time on organizing your ideas and quotes into an outline of some form, 35% of your time on writing and editing. That's a rough estimate, but it always worked for me.
