It’s no surprise that the widespread use of social media for communicating ideas, personal and professional stories and experiences has had a profound effect on the overall way people communicate today. Just how has social media affected communication, you ask? In more ways than you may think! But not all are bad — just look at our list of social media effects on communication.

What is Social Media?

Social media can be described as the collection of online platforms that involve sharing and collaborating with an online community by posting, commenting, and interacting with one another. The most commonly used social media platforms today are Instagram, Facebook, Twitter, Pinterest, LinkedIn, and Snapchat.

Social media effects on communication.

Around 3 billion people use social media today, which means that 40% of the world uses social media for communication. It’s no surprise that this widespread use has social media effects on communication.

11% of adults reported preferring staying home on Facebook than going out on the weekend. Communication is affected in ways such as personal expression, our expectations of others, and the way companies communicate with customers.

Exposure to Messaging

Information overload.

Many people tend to binge on social media, spending hours and hours scrolling though sites. Ultimately, this may lead to a constant craving of more internet and more social media consumption. The more people get, the more they want — and it’s hard to stop the cycle.

Young people read news.

Social media has made reading the news cool again. According to Wibbitz, 23% of young users get news from social media , and a whopping 61% get political news from Facebook . On social media, people share interesting news they read, and they can follow various news sources’ pages.

Getting the Full Picture

Stories — a part of Instagram, Snapchat, and Facebook — mean that people get the full picture of an event, activity, or occurrence in someone’s life. We no longer just get a snapshot of a home-cooked meal, we might see the entire process from start to finish.

This has changed the way people think about what to post — there is much less thought put into a post when it is a story that will be erased after 24 hours.

Boredom in Conversation

Here’s a sad social media effect on communication. We are becoming bored when we have real, in-person conversations. People have such a need for social media consumption and that instant, colorful feedback only social media can give, they will often become bored during real conversations, resorting to their phones. This can lead to a decrease in the quality and number of meaningful conversations.

Reactions to Non-Verbal, Emotional, and Social Cues

In-person reactions to non-verbal, emotional, or social cues are changing in that people don’t need to respond to these types of communication when they are online. This leads to less experience and awareness of others’ needs based on these types of cues that can only be received from in-person communication.

Self Expression

Sense of urgency.

No one has to wait for longer than a few hours for a response, and people have come to expect that timeline for conversations. There is so much of a sense of urgency that people are often anxious if they haven’t heard back from a family member, friend, or partner in a number of hours.

Need to share.

Social media has created a feeling among users that they must share whatever they are doing — from restaurant orders, to concerts, to the books they are reading. This can be a social media positive effect because people are getting more exposure to things they might not otherwise, such as new reads. But it can also be a negative effect as it can urge people to become dependent on posting anything occurring in their own lives and painting those occurrences as rosier than they truly are.

How we value ourselves.

When people see others having a wonderful life, as represented on social media, they tend to have a negative self-image, and start to devalue their own ways of life. In addition, there is a feeling of needing to paint an inaccurately positive and ‘fun’ version of one’s own life which leads to feelings of negativity about one’s ‘real’ life.

Inside Perspective of Afar

One of the positive effects of social media is the ability to get an intimate view of other cultures and places. With social media, especially on Instagram, users are able to see what others are doing around the world. People are exposed to travel ideas, new cultures, and ways of life unlike before.

Broadcasting Live

Broadcasting live started as a fun, innocent idea to share life’s moments, but it’s transformed to become a large part of political movements, sharing some dark aspects of today’s society. The option to post live videos has created an important platform for serious issues that need to be spoken about.

Personalized Digital Messages

Both Instagram and Snapchat have popularized the highly personalized message. People can now completely change their own faces with selfie filters, or draw pictures to send to friends, and more. Creativity soars, which is a great thing, but people can start to spend too much time personalizing picture messages.

Communication Style

1. summarized writing.

Starting with the limited character text messaging of the 2000s, and nowadays with the 140-character tweet, messages have been getting shorter and more concise. Other areas of communication have adapted for summarized writing as well, such as in shortened work memos, shortened academic communication between students and professors, and shortened messages in advertising.

2. Abbreviations

The abbreviated style of communicating that became popular when text messaging started in the 00’s has continued into online conversations. It has also made its way into traditionally non-abbreviated forms of communication such as spoken language, email communication, and even academic forms of writing. This has caused concern among some academics, citing studies that show a causation between “textese” and negative effects on literacy skills such as writing skills and reading accuracy. 3. Unfiltered Interactions

Social media and internet interactions offer a veil between the person sending and the person receiving the message. These interactions are no longer face to face, and this can lead to some unfiltered conversations as people feel they can say anything with no repercussions.

That quick and easy “share” button on so many social media platforms has led to the phenomenon of “going viral.” Messages, videos, and other content can be easily shared between platforms with millions of people in a matter of days.

In Business

By utilizing social media, brands are able to create an entire community based on their products or services. The use of a particular brand can be integral to being a part of a certain lifestyle, and social media perpetuates that idea. By being involved with the right communities, or making your own community out of a brand (such as Disney), companies are creating the most loyal of customers.

2. Brands Are Speaking Directly to Audiences

Companies no longer need to go through media such as TV stations, magazines, or newspapers to reach consumers. Brands now have direct access to customers by way of social media — they can now find out exactly the needs of the customer much faster and respond accordingly.

3. Social Media is Changing Traditional Media

Traditional media was such that a brand would just post an article and it would reach audiences. With social media and the way information reaches consumers today makes it so that it’s important who is posting or writing about a product. Influencers, bloggers, and Youtube celebrities can all have a much bigger impact on getting a product successful in the market.

4. Brands Can Have a More Personal Connection with the Media

With social media, brands have a more personal and long-term connection with journalists. Instead of a one-time phone call or email for a story or new product information, brands can create relationships with journalists and get them interested in sharing their stories.

5. There’s an Opportunity to Coordinate with PR Efforts

Brands can create some important PR campaigns through social media. Through social media, companies have an easier time finding influencers to work with, other brands to collaborate with, and news sources to feed stories to.

This research paper presents the findings of a research project that investigated how young adult interpersonal communications have changed since using social media. Specifically, the research focused on determining if using social media had a beneficial or an adverse effect on the development of interaction and communication skills of young adults. Results from interviews reveal a negative impact in young adult communications and social skills. In this paper young adult preferences in social media are also explored, to answer the question: Does social media usage affect the development of interaction and communication skills for young adults and set a basis for future adult communication behaviors?

1 Introduction

Human interaction has changed drastically in the last 20 years, not only due to the introduction of the Internet, but also from social media and online communities. These social media options and communities have grown from being simply used to communicate on a private network into a strong culture that almost all individuals are using to communicate with others all over the world. We will concentrate on the impact that social media has on human communication and interaction among young adults, primarily college students. In today’s society, powerful social media platforms such as Myspace, Facebook, Twitter, Instagram (IG), and Pinterest have been the result of an evolution that is changing how humans communicate with each other. The big question we asked ourselves was how much has social media really impacted the way that humans communicate and interact with each other, and if so, how significant is the change of interpersonal interaction among young adults in the United States today?

The motivation behind this research has been personal experience with interaction and communication with friends and family; it had become difficult, sometimes even rare, to have a one-on-one conversation with them, without having them glancing at or interacting with their phone. Has social interaction changed since the introduction of advanced technology and primarily social media? In correlation with the research data collected in this study, it was concluded that many participants’ personal communication has decreased due social media influence encouraging them to have online conversations, as opposed to face-to-face, in-person conversations.

2 Related Work

The question of how social media affects social and human interaction in our society is being actively researched and studied. A literature review highlights the positive and negative aspects of social media interaction, as researchers battle to understand the current and future effects of social media interaction. A study done by Keith Oatley, an emeritus professor of cognitive psychology at the University of Toronto, suggests that the brain may interpret digital interaction in the same manner as in-person interaction, while others maintain that differences are growing between how we perceive one another online as opposed to in reality [ 1 ]. This means that young adults can interpret online communication as being real one-on-one communication because the brain will process that information as a reality. Another study revealed that online interaction helps with the ability to relate to others, tolerate differing viewpoints, and express thoughts and feeling in a healthy way [ 2 , 3 ]. Moreover a study executed by the National Institutes of Health found that youths with strong, positive face-to-face relationships may be those most frequently using social media as an additional venue to interact with their peers [ 4 ].

In contrast, research reveals that individuals with many friends may appear to be focusing too much on Facebook, making friends out of desperation rather than popularity, spending a great deal of time on their computer ostensibly trying to make connections in a computer-mediated environment where they feel more comfortable rather than in face-to-face social interaction [ 5 ]. Moreover, a study among college freshman revealed that social media prevents people from being social and networking in person [ 6 ].

3 Experimental Design

This research study was divided into two parts during the academic year 2013–2014. Part one, conducted during fall semester 2013, had the purpose of understanding how and why young adults use their mobile devices, as well as how the students describe and identify with their mobile devices. This was done by distributing an online survey to several Kean University student communities: various majors, fraternity and sorority groups, sports groups, etc. The data revealed that users primarily used their mobile devices for social media and entertainment purposes. The surveyed individuals indicated that they mainly accessed mobile apps like Facebook, Pinterest, Twitter, and Instagram, to communicate, interact, and share many parts of their daily life with their friends and peers.

Based on the data collected during part one, a different approach and purpose was used for part two, with the goal being to understand how social media activities shape the communication skills of individuals and reflects their attitudes, attention, interests, and activities. Additionally, research included how young adult communication needs change through the use of different social media platforms, and if a pattern can be predicted from the users’ behavior on the social media platforms. Part two of this research was conducted by having 30 one-on-one interviews with young adults who are college students. During this interview key questions were asked in order to understand if there is a significant amount of interpersonal interaction between users and their peers. Interpersonal interaction is a communication process that involves the exchange of information, feelings and meaning by means of verbal or non-verbal messages. For the purposes of this paper, only the data collected during spring 2014 is presented.

4 Data Collection

Through interviews, accurate results of the interaction of young adults with social media were collected. These interviews involved 30 one-on-one conversations with Kean University students. Having one-on-one interviews with participants allowed for individual results, first responses from the participant, without permitting responses being skewed or influenced by other participants, such as might occur in group interviews. It also allows users to give truthful answers, in contrast to an online or paper survey, as they might have second thoughts about an answer and change it. The one-on-one interviews consisted of ten open-ended questions, which were aimed to answer, and ultimately determine, how social media interaction involuntarily influences, positively or negatively, an individual’s attitude, attention, interests, and social/personal activities. The largest motive behind the questions was to determine how individual communication skills, formally and informally, have changed from interacting with various social media platforms. The interviews, along with being recorded on paper, were also video and audio-recorded. The average time for each interview was between two to ten minutes. These interviews were held in quiet labs and during off-times, so that the responses could be given and recorded clearly and without distraction (Fig.  1 ). A total of 19 females and 11 males participated, with ages ranging from 19 to 28 years old.

After conducting the interviews and analyzing the data collected, it was determined that the age when participants, both male and female, first began to use social media ranged between 9 to 17 years. It was found that, generally, males began to use social media around the age of 13, whereas females started around the age of 12. The average age for males starting to use social media is about 12.909 with a standard deviation of 2.343. For females, the average age is 12.263 with a standard deviation of 1.627. From this, we can determine that males generally begin to use social media around the age of 13, whereas females begin around the age of 12.

After determining the average age of when participants started using social media, it was necessary to find which social media platforms they had as a basis; meaning which social media platform they first used. MySpace was the first social media used by twenty-three participants, followed by Facebook with three users, and Mi Gente by only one user, with two participants not using social media at all. It was interesting to find that all of the participants who started using Myspace migrated to Facebook. The reasoning provided was that “everyone [they knew] started to use Facebook.” According to the participants, Facebook was “more interactive” and was “extremely easy to use.” The participants also stated that Myspace was becoming suitable for a younger user base, and it got boring because they needed to keep changing their profile backgrounds and modifying their top friends, which caused rifts or “popularity issues” between friends. After finding out which platform they started from, it was also essential to find out which platform they currently use. However, one platform that seemed to be used by all participants to keep up-to-date with their friends and acquaintances was Instagram, a picture and video-based social media platform. Another surprising finding was that many users did not use Pinterest at all, or had not even heard of the platform. After determining which social media platforms the users migrated to, it was essential to identify what caused the users to move from one platform to another. What are the merits of a certain platform that caused the users to migrate to it, and what are the drawbacks of another platform that caused users to migrate from it or simply not use it all?

4.1 Social Interaction Changes

For some participants social interaction had a chance for a positive outcome, while others viewed it in a more negative aspect. The participants were asked if their social interactions have changed since they were first exposed to social media (Table  1 ). One participant stated that “it is easier to just look at a social media page to see how friends and family are doing rather than have a one-on-one interaction.” As for people’s attitudes, they would rather comment or “like” a picture than stop and have a quick conversation. On the other hand, another participant felt that social media helped them when talking and expressing opinions on topics that they generally would not have discussed in person. Moreover, the participants are aware of the actions and thing that they are doing but continue to do it because they feel comfortable and did not desire to have one-on-one interactions with people.

The participants were also asked to explain how social media changed their communication and interactions during the years of using social media (Table  2 ). The data shows that participants interact less in person because they are relating more via online pictures and status. For other participants, it made them more cautious and even afraid of putting any personal information online because it might cause problems or rifts in their life. On the contrary, some participants stated that their communication and interaction is the same; however, they were able to see how it had changed for the people that are around them. A participant stated that “internet/social media is a power tool that allows people to be whatever they want and in a way it creates popularity, but once again they walk around acting like they do not know you and ‘like’ your pictures the next day.”

5 Discussion

The data illustrated in this paper shows how much the introduction and usage of social media has impacted the interaction and communication of young adults. The future of interaction and communication was also presented as a possibility, if the current trend continues with young adults and social media or online communities. This raises the notion of possibly not having any social, in-person interaction and having all communication or interaction online and virtually with all family and friends.

6 Conclusion

Referring back to the question asked during the introduction: how much has social media impacted the way we communicate and interact with each other? After reviewing all the findings, seeing the relationship individuals have with their mobile phones, and comparing social media platforms, it is clear that many young adults have an emotional attachment with their mobile device and want interaction that is quick and to the point, with minimal “in-person” contact. Many young adults prefer to use their mobile device to send a text message or interact via social media. This is due to their comfort level being higher while posting via social media applications, as opposed to in-person interaction. To successfully and accurately answer the question: yes, social media has had a very positive and negative effect on the way we communicate and interact with each other. However, how effective is this method of “virtual” communication and interaction in the real world?

Why Media? What Do Media Do for Us?

Even a brief history of media can leave one breathless. The speed, reach, and power of the technology are humbling. The evolution can seem almost natural and inevitable, but it is important to stop and ask a basic question: Why? Why do media seem to play such an important role in our lives and our culture? With reflection, we can see that media fulfill several basic roles.

One obvious role is entertainment . Media can act as a springboard for our imaginations, a source of fantasy, and an outlet for escapism. In the 19th century, Victorian readers, disillusioned by the grimness of the Industrial Revolution, found themselves drawn into books that offered fantastic worlds of fairies and other unreal beings. In the first decade of the 21st century, American television viewers could relax at the end of a day by watching singers, both wonderful and terrible, compete to be idols or watch two football teams do battle. Media entertain and distract us in the midst of busy and hard lives.

Media can also provide information and education . Information can come in many forms, and often blurs the line with entertainment. Today, newspapers and news-oriented television and radio programs make available stories from across the globe, allowing readers or viewers in London to have access to voices and videos from Baghdad, Tokyo, or Buenos Aires. Books and magazines provide a more in-depth look at a wide range of subjects. Online encyclopedias have articles on topics from presidential nicknames to child prodigies to tongue-twisters in various languages. The Massachusetts Institute of Technology (MIT) has posted free lecture notes, exams, and audio and video recordings of classes on its OpenCourseWare website, allowing anyone with an Internet connection access to world-class professors.

Another useful aspect of media is its ability to act as a public forum for the discussion of important issues. In newspapers or other periodicals, letters to the editor allow readers to respond to journalists, or voice their opinions on the issues of the day. These letters have been an important part of U.S. newspapers even when the nation was a British colony, and they have served as a means of public discourse ever since. Blogs, discussion boards, and online comments are modern forums. Indeed, the Internet can be seen as a fundamentally democratic medium that allows people who can get online the ability to put their voices out there—though whether anyone will hear is another question.

Media can also serve to monitor government, business, and other institutions . Upton Sinclair’s 1906 novel The Jungle exposed the miserable conditions in the turn-of-the-century meatpacking industry. In the early 1970s, Washington Post reporters Bob Woodward and Carl Bernstein uncovered evidence of the Watergate break-in and subsequent cover-up, which eventually led to the resignation of then-president Richard Nixon. Online journalists today try to uphold the “watchdog” role of the media.

Thinking more deeply, we can recognize that certain media are better at certain roles. Media have characteristics that influence how we use them. While some forms of mass media are better suited to entertainment, others make more sense as a venue for spreading information. For example, in terms of print media, books are durable and able to contain lots of information, but are relatively slow and expensive to produce. In contrast, newspapers are comparatively cheaper and quicker to create, making them a better medium for the quick turnover of daily news. Television provides vastly more visual information than radio, and is more dynamic than a static printed page; it can also be used to broadcast live events to a nationwide audience, as in the annual State of the Union addresses given by the U.S. president. However, it is also a one-way medium—that is, it allows for very little direct person-to-person communication. In contrast, the Internet encourages public discussion of issues and allows nearly everyone who wants a voice to have one. However, the Internet is also largely unmoderated and uncurated. Users may have to wade through thousands of inane comments or misinformed amateur opinions in order to find quality information.

In the 1960s media theorist Marshall McLuhan took these ideas one step further, with the phrase “the medium is the message.” McLuhan emphasized that each medium delivers information in a different way and that content is fundamentally shaped by that medium. For example, although television news has the advantage of offering video and live coverage, making a story come vividly alive, it is also a faster-paced medium. That means stories get reported in different ways than print. A story told on television will often be more visual, have less information, and be able to offer less history and context than the same story covered in a monthly magazine. This feature of media technology leads to interesting arguments. For example, some people claim that television presents “dumbed down” information. Others disagree. In an essay about television’s effects on contemporary fiction, writer David Foster Wallace scoffed at the “reactionaries who regard TV as some malignancy visited on an innocent populace, sapping IQs and compromising SAT scores while we all sit there on ever fatter bottoms with little mesmerized spirals revolving in our eyes…Treating television as evil is just as reductive and silly as treating it like a toaster with pictures.” David Foster Wallace, A Supposedly Fun Thing I’ll Never Do Again (New York: Little Brown, 1997).

We do not have to cast value judgments but can affirm: People who get the majority of their news from a particular medium will have a particular view of the world shaped not just by the content of what they watch but also by its medium . Or, as computer scientist Alan Kay put it, “Each medium has a special way of representing ideas that emphasize particular ways of thinking and de-emphasize others” (Alan Kay, “The Infobahn is Not the Answer,” Wired , May 1994). The Internet has made this discussion even richer because it seems to hold all other media within it—print, radio, film, television and more. If indeed the medium is the message, the Internet provides us with an extremely interesting message to consider.

Early media studies focused on the use of mass media in propaganda and persuasion. However, journalists and researchers soon looked to behavioral sciences to help figure out the effect of mass media and communications on society. Scholars have developed many different approaches and theories to figure this out. You can refer to these theories as you research and consider the media’s effect on culture.

Widespread fear that mass-media messages could outweigh other stabilizing cultural influences, such as family and community, led to what is known as the direct effects model of media studies. This model assumed that audiences passively accepted media messages and would exhibit predictable reactions in response to those messages. This creates a self-propagating loop in which minority voices are reduced to a minimum and perceived popular opinion sides wholly with the majority opinion. For example, prior to and during World War II, many Germans opposed Adolf Hitler and his policies; however, they kept their opposition silent out of fear of isolation and stigma.

Media has the power to influence individual beliefs, attitudes, and behaviors. Thus, social norms that influence and encourage gender violence have been targeted by policy interventions using mass media communication. Prior research suggests that media influences through two effects: the individual or direct effect (private) or the social or indirect effect (public). In the individual effect, media information about new norms may persuade individuals to accept them. In the social effect, the information creates common knowledge of a norm and enhances social coordination as individuals more readily accept the information if they believe others have also accepted it. This study examined whether media’s social mechanism has a stronger impact than its individual mechanism on changing violent attitudes against women.

This study conducted a natural and randomized experiment in the rural indigenous community of San Bartolome Quialana in Oaxaca, Mexico using a multi-part soap opera radio program telling a story of a relationship that slowly becomes violent. The soap opera was broadcast via a community loudspeaker and only reached a portion of the community due to topographical conditions (creating the natural experiment component). Households within the loudspeaker’s reach were either randomly invited to listen to the soap opera at a community meeting or were able to hear the public broadcast in their own homes. This design tested whether public transmission of the soap opera alone was sufficient to influence norms, and whether creating certainty about common knowledge from face-to-face interactions with community members enhanced the social effects. Individuals outside the loudspeaker’s reach were randomly and privately invited to listen to the soap opera using an audio CD to test the individual mechanism. A post-intervention survey measured norms, attitudes, and behavior regarding violence against women.

The social broadcast groups, both the village loudspeaker and community meeting broadcasts, were more likely to reject violence against women and more likely to support gender equality than the individual broadcast group. Surprisingly, the social broadcast groups were also less likely to think domestic violence will decline in the future.

  • When asked about perceived social rejection of domestic violence in the community, individual broadcast group participants were less likely than those in the social broadcast groups to think that others in the community reject domestic violence.
  • When asked about their expectations for the future decline of domestic violence, participants in the social broadcast groups were less likely than those in the individual broadcast group to think that domestic violence will decline.
  • When asked about transmitting values of gender equality to the next generation, individual broadcast group participants were less likely than participants in the social broadcast groups to say they would educate their children on gender equality.
  • When asked about potential reactions to domestic violence, individual broadcast group participants were less likely than participants in the social broadcast groups to say they would intervene if they heard or witnessed domestic violence.
  • When asked whether they would sign a petition to support the creation of a violence against women support group, individual broadcast group participants were less likely than participants in the social broadcast groups to sign the petition.

The findings indicate that information delivered socially, either publicly or through face-to-face interactions, is more influential than information delivered individually or privately. Furthermore, although some evidence suggested that the face-to-face interactions of community meetings can enhance social effects, delivering information publicly through the village loudspeaker broadcast was sufficient to influence attitudes and norms. Lastly, the treatment effects on pessimistic expectations about the future emphasize the importance of implementing interventions with clear institutional mechanisms through which individuals can act upon their updated beliefs.

The author partnered with the UNESCO Office in Mexico to conduct a natural experiment and a randomized field experiment. The audio soap-opera intervention was developed with a regional NGO to challenge gender norms and discourage violence against women. The soap opera, which included 4 episodes of 15 minutes each, contained regional dialect and locations to help participants better relate to the story. The study design included four conditions: individual broadcast, community meeting broadcast, village loudspeaker broadcast, and baseline group. The individual broadcast group comprised of randomly selected individuals living outside the village loudspeaker’s reach who were given a CD-rom. The community meeting broadcast group comprised of randomly selected individuals living within the village loudspeaker’s reach and  listened to the broadcast together in a community center setting. The village loudspeaker broadcast group was composed of the remaining individuals who lived within the reach of the public village loudspeaker. Households outside of the loudspeaker´s reach who did not receive the CD-rom were used as the baseline group. Participants were asked a series of questions on six outcomes relating to domestic violence: three questions on their beliefs and estimation of others´ beliefs and actions around violence against women (personal beliefs, perceived social rejection of domestic violence, and future expectations) and three questions measuring individual attitudes and actions (transmission of values to the next generation, their potential reaction to a domestic violence episode, and if they would sign a petition creating a violence against women support group). Responses were then compared across all four treatment conditions.

Social media and the media in general have shaped the way that our society is impacted by news. Whether it be political or news about celebrities, social media outlets are the first to let everyone know and cause the most controversy about it.   Social media is in our everyday lives, whether it be positive or   negative.   It affects the way we live and the way we react to the news and what is going on in the world. It has changed the way we communicate with each other. I chose the topic of social media literacy because it has such a strong hold on our lives and   has impacted us significantly. It has taken over our lives and   controlled   us. We wake up checking our social media or emails and go to sleep every night doing the same.   I think it is important to talk   about it   because it has given us a sense of false claims and political bias. It has impacted teens worse than   anyone, sometimes causing suffering mental health. The media and social media   have   such a specific set of information it wants us to   see,   and we give into it so easily.   Communicating and reading through social media gives the media   power   and helps us   critically think.   Using media literacy, we can learn how to communicate and navigate through the positive and negative aspects of social media and ways to help   it improve our overall day to day life.   

 I plan on asking questions that may lead me to the statement of “Social media literacy has   changed   the way people interact with each other”.   I will answer this question and   expand on   it by discussing what social media literacy is.   I will explain what it is and how it is presented to us. I will explain how it is presented to us through   examples such as social media apps like Instagram, Twitter, and   TikTok. I will also describe how these apps affect us and the way we interact with each other.   Using examples like online schooling, it will help stress the importance of how addicted we are to our phones and social media itself.   I plan on using the data from the   “Social Media Insights   Into   US Mental Health During the Covid-19 Pandemic: Longitudinal Analysis of Twitter Data”   from the   Journal of Medical Internet Research . With this data, I will justify why social media is becoming toxic and how it has taken over our lives in the past year. I will describe the way it has affected certain generations compared to others.   

Following   the idea that social media has taken over the way we communicate and interact with each other, I will describe more in detail about how it has directly affected us. From the previous article   about social media and the pandemic, I will then use that data along with information from the article   “The Positive Effect of Not Following Others on Social Media” from the   Journal of Marketing Research   to explain how social media   effects   the people who use it and the influencers who are on it as well.   I plan on using this as a transition from the previous paragraph about how it has affected us over the past year to how it continues to affect us currently.   Social media has given us unreal expectations   when it comes to body and lifestyle images. Instagram is used singularly for the purpose of putting the best and most important aspects of our lives   for everyone to see. This impacts the way people think about their own lives and leads them to compare themselves   to   other people. Social media sets a higher standard   for how we are living our   lives   and this tends to affect people in a negative way.   I also want to talk about   a   positive side of social media and how it is helping people. The Black Lives Matter movement has become even more widespread due to social media and being able to share   information through it. This is an example of social media literacy because it is giving us a chance to communicate   to   each other through a specific platform.   I plan to go more in detail about this topic through the article “Building Bridges” by Maria   Khornbluh.   This article explains how social media gives young adults the platform and opportunity to speak up about racial injustices and spread awareness on certain issues.   

Transitioning from the previous article, I will then explain how social media has changed the way younger generations communicate with each other. I will explain how social media has changed the way we communicate and how we will continue to grow throughout social media. Through the article   “The Impact of Social Media on Youth Health: Challenges and Opportunities” from the   North Carolina Medical Journal,   I will explain the   effects   of being exposed to social media at such a young age and   how it has affected certain generations in comparison.   I will ask questions relating to screen time, during the week and weekend.   A major point I want to discuss is   whether   it has caused positive or negative effects on   younger generations.   While social media has caused mental health issues in young adults, it has also given them a safe space to communicate what they are feeling. This can be seen as a   positive   or negative way depending   on how one chooses to look at it.   This is a major topic I want to question in my research paper. I want to question if it has a more negative effect due to the exposure of sensitive information   and amount of content being seen, or if it has a more positive effect   due to the fact that   it is giving young adults a space to express their feelings with people also going through   similar difficulties.   Social media has created a new   aura   and way of communicating and I want to challenge that thought and determine   whether or not   it is good for us. I also want to set a heavy emphasis on how it has changed already, but how it will continue the way we communicate with each other.   

For my last research point, I want to discuss how social media is hindering communication skills. I specifically want to focus   on   nonverbal communication skills in   younger   adolescents. I plan on using the   articles “How Social Media Affects Our Ability to Communicate.”   by Stacey Hanke and “Social Media and Communication Skills” by Lindsey Nolan. I think these articles will provide good supporting details for the studies of lack of nonverbal communication impacts. I also plan to bring in the points made about social media and   communication in the workplace because I think that would be a good place to wrap up the argument. I have both advantages and disadvantages of the use of social media in the workplace from the article, “A Guide to Using Social Media in the Workplace in 2021.”   by   Clark Boyd. I also want to keep implementing   the statistic   about social media communication groups and how they provide a good resource for all ages. I plan to continue to ask questions about the positive and negative aspects of social media and if it is worth the risk of our communication as a society and from generation to   generation.

I plan on using this information to show how strong social media influences us and how much it has taken over.   I also plan to explain how this has shaped the media and the way we communicate   online

Gee talks about discourse and the way we communicate through identity kits. He explains what literacy means to him and using primary and secondary discourses to help explain it.   Primary discourse is the language someone grew up with and secondary discourse is the language that someone picked up or learned from another source. I plan to use this to talk about how our communication and literacy has changed due to media and social media. I will talk   about how we have a secondary discourse and literacy of social media.

With the emergence of Facebook, the way people communicate with each other changed forever. A social network allowing users to share the events of their lives through posting photos and status updates, to monitor the lives of their friends, and to communicate directly via a built-in messenger has revolutionized Internet communication, causing millions of people all over the world to share all kinds of information about themselves. There were, of course, other social networks before Facebook, but none of them garnered such a significant user base, remained as persistent, and continued to act as an effective form of communication as much as Facebook did. Along with Facebook, currently there are many other social networks, each with their own features and purposes; what unites them all, though, is the idea of sharing. Seemingly, this should positively impact the communication skills of users, since it allows communication even for people far away from each other, or who are unable to communicate live. However, there have been numerous research studies proving the opposite: social media platforms not only impair a user’s ability to share thoughts, but distort communication processes, creating more problems than they solve.

Speaking of the positive effects of social networks, they lie on the surface. According to surveys, 39% of respondents reported feeling closer to their friends because of social media, while 26% of the sample felt that they had more friends because of social media (NR Media). Facebook, Twitter, LinkedIn, and other similar services make daily communications between family members, friends, and business partners easier, more accessible, and independent of circumstances, such as distance. Communities existing on such platforms unite people sharing similar interests or concerns, and allow the representatives of various cultural backgrounds to reach each other with no constraints. Helping strangers meet and enabling initial communication between them—this is what social networks are definitely good for. Besides, they also allow to exchange experiences and knowledge. People can discuss their views on any topic: from specific ones, like their online essay writing service review, to a very broad one, like philosophy or politics.

At the same time, numerous research studies prove that social media platforms negatively affect people’s social skills. Probably the most alarming phenomenon connected to the extensive use of social media services is the decrease in quality of interpersonal communication. One of the big problems in modern interpersonal communication is the lack of interest people have for face-to-face communication; even today, there are many people (especially millennials, or younger) who prefer to solve work or personal problems via social messaging systems. Approximately 93 percent of communication today is already nonverbal, and thus requires an additional means of helping people understand each other (such as smileys or emojis), since text does not convey the total palette of intonations or facial expressions. This brings up several problems; for example, without these means, it is often more difficult to understand another person in a messenger system (the classical “he/she did not insert smileys, so I thought he/she is mad at me”); or, in real life, it may become harder to differentiate and understand real emotions. According to some experts, even families prefer texting over face-to-face chat. All this leads to difficulties in professional and personal relationships (Rampages.us).

Substituting real life experiences and events with Facebook-format online updates is another problem. Studies show that about 11 percent of adults prefer to stay at home on weekends and make posts on Facebook about how much fun they are having, instead of going out and acquiring real-life experiences. According to Hussein Chahine, the founder of the service Yazino, “Communication is constantly evolving. Some people are as used to seeing their friends’ online avatar as they are their face […] People increasingly prefer quick and frequent engagement with instant updates on news than a prolonged chat and are also finding new ways to catch up with friends from the comfort of their sofa.” Mark Clennon, a graduate of the University of South Florida, says that “People tend to want to show others that they are having fun than actually having fun themselves […] There’s a greater desire to share with other people you barely know, than actually hanging out with friends and making memories” (USA Today College). This is directly connected to another problem: “Facebook depression.” Generally speaking, it is the sense of inferiority occurring when people (teenagers, mostly) compare their real lives to the lives of their Facebook friends—based on the posts these friends make online—completely missing out on the fact that what they see is not necessarily true (NYBH). As a result, an interesting and alarming phenomenon emerges: many people sit at home, busy creating visibility of living fulfilled, happy lives, and suffer when they see how fulfilled the lives of other people are—who, in their turn, sit at home, busy creating visibility of living fulfilled, happy lives. This is a poignant example of a vicious circle.

Yet another impairment of communication skills caused by the extensive use of social media platforms is the impoverishment of language. Using messengers, people often use shorthand and shortened versions of words in order to type and deliver their messages as quickly as possible. However, such means of communication are much less effective than conventional ones (or rather, traditional, since contractions, slang, and abbreviations such as “brb,” “u r,” “m8,” “dunno,” and so on have already become almost conventional), and people getting used to them can experience difficulties in real-life interpersonal communication (Rampages.us). This is not to mention illiteracy, which is already becoming a scourge of this generation communicating through messengers.

Although social media may help people establish initial contact and aid people in uniting into groups under certain interests, they also cause a number of problems. In particular, nonverbal communication is gradually becoming one of the dominant forms of interpersonal interaction, negatively affecting people’s ability to deal with personal contact and meet the reactions and emotions of other people in real life. A significant percent of adults (up to 11 percent) prefer staying at home and communicating via their devices rather than going out and acquiring real-life experiences. This, along with “Facebook depression” and the overall impoverishment of language and communication skills, is alarming, and requires adequate and timely measures.

Social Media and Mental Health: Benefits, Risks, and Opportunities for Research and Practice

Social media platforms are popular venues for sharing personal experiences, seeking information, and offering peer-to-peer support among individuals living with mental illness. With significant shortfalls in the availability, quality, and reach of evidence-based mental health services across the United States and globally, social media platforms may afford new opportunities to bridge this gap. However, caution is warranted, as numerous studies highlight risks of social media use for mental health. In this commentary, we consider the role of social media as a potentially viable intervention platform for offering support to persons with mental disorders, promoting engagement and retention in care, and enhancing existing mental health services. Specifically, we summarize current research on the use of social media among mental health service users, and early efforts using social media for the delivery of evidence-based programs. We also review the risks, potential harms, and necessary safety precautions with using social media for mental health. To conclude, we explore opportunities using data science and machine learning, for example by leveraging social media for detecting mental disorders and developing predictive models aimed at characterizing the aetiology and progression of mental disorders. These various efforts using social media, as summarized in this commentary, hold promise for improving the lives of individuals living with mental disorders.

Introduction

Social media has become a prominent fixture in the lives of many individuals facing the challenges of mental illness. Social media refers broadly to web and mobile platforms that allow individuals to connect with others within a virtual network (such as Facebook, Twitter, Instagram, Snapchat, or LinkedIn), where they can share, co-create, or exchange various forms of digital content, including information, messages, photos, or videos ( Ahmed, Ahmad, Ahmad, & Zakaria, 2019 ). Studies have reported that individuals living with a range of mental disorders, including depression, psychotic disorders, or other severe mental illnesses, use social media platforms at comparable rates as the general population, with use ranging from about 70% among middle-age and older individuals, to upwards of 97% among younger individuals ( Aschbrenner, Naslund, Grinley, et al., 2018 ; M. L. Birnbaum, Rizvi, Correll, Kane, & Confino, 2017 ; Brunette et al., 2019 ; Naslund, Aschbrenner, & Bartels, 2016 ). Other exploratory studies have found that many of these individuals with mental illness appear to turn to social media to share their personal experiences, seek information about their mental health and treatment options, and give and receive support from others facing similar mental health challenges ( Bucci, Schwannauer, & Berry, 2019 ; Naslund, Aschbrenner, Marsch, & Bartels, 2016b ).

Across the United States and globally, very few people living with mental illness have access to adequate mental health services ( Patel et al., 2018 ). The wide reach and near ubiquitous use of social media platforms may afford novel opportunities to address these shortfalls in existing mental health care, by enhancing the quality, availability, and reach of services. Recent studies have explored patterns of social media use, impact of social media use on mental health and wellbeing, and the potential to leverage the popularity and interactive features of social media to enhance the delivery of interventions. However, there remains uncertainty regarding the risks and potential harms of social media for mental health ( Orben & Przybylski, 2019 ), and how best to weigh these concerns against potential benefits.

In this commentary, we summarized current research on the use of social media among individuals with mental illness, with consideration of the impact of social media on mental wellbeing, as well as early efforts using social media for delivery of evidence-based programs for addressing mental health problems. We searched for recent peer reviewed publications in Medline and Google Scholar using the search terms “mental health” or “mental illness” and “social media”, and searched the reference lists of recent reviews and other relevant studies. We reviewed the risks, potential harms, and necessary safety precautions with using social media for mental health. Overall, our goal was to consider the role of social media as a potentially viable intervention platform for offering support to persons with mental disorders, promoting engagement and retention in care, and enhancing existing mental health services, while balancing the need for safety. Given this broad objective, we did not perform a systematic search of the literature and we did not apply specific inclusion criteria based on study design or type of mental disorder.

Social Media Use and Mental Health

In 2020, there are an estimated 3.8 billion social media users worldwide, representing half the global population ( We Are Social, 2020 ). Recent studies have shown that individuals with mental disorders are increasingly gaining access to and using mobile devices, such as smartphones ( Firth et al., 2015 ; Glick, Druss, Pina, Lally, & Conde, 2016 ; Torous, Chan, et al., 2014 ; Torous, Friedman, & Keshavan, 2014 ). Similarly, there is mounting evidence showing high rates of social media use among individuals with mental disorders, including studies looking at engagement with these popular platforms across diverse settings and disorder types. Initial studies from 2015 found that nearly half of a sample of psychiatric patients were social media users, with greater use among younger individuals ( Trefflich, Kalckreuth, Mergl, & Rummel-Kluge, 2015 ), while 47% of inpatients and outpatients with schizophrenia reported using social media, of which 79% reported at least once-a-week usage of social media websites ( Miller, Stewart, Schrimsher, Peeples, & Buckley, 2015 ). Rates of social media use among psychiatric populations have increased in recent years, as reflected in a study with data from 2017 showing comparable rates of social media use (approximately 70%) among individuals with serious mental illness in treatment as compared to low-income groups from the general population ( Brunette et al., 2019 ).

Similarly, among individuals with serious mental illness receiving community-based mental health services, a recent study found equivalent rates of social media use as the general population, even exceeding 70% of participants ( Naslund, Aschbrenner, & Bartels, 2016 ). Comparable findings were demonstrated among middle-age and older individuals with mental illness accessing services at peer support agencies, where 72% of respondents reported using social media ( Aschbrenner, Naslund, Grinley, et al., 2018 ). Similar results, with 68% of those with first episode psychosis using social media daily were reported in another study ( Abdel-Baki, Lal, D.-Charron, Stip, & Kara, 2017 ).

Individuals who self-identified as having a schizophrenia spectrum disorder responded to a survey shared through the National Alliance of Mental Illness (NAMI), and reported that visiting social media sites was one of their most common activities when using digital devices, taking up roughly 2 hours each day ( Gay, Torous, Joseph, Pandya, & Duckworth, 2016 ). For adolescents and young adults ages 12 to 21 with psychotic disorders and mood disorders, over 97% reported using social media, with average use exceeding 2.5 hours per day ( M. L. Birnbaum et al., 2017 ). Similarly, in a sample of adolescents ages 13-18 recruited from community mental health centers, 98% reported using social media, with YouTube as the most popular platform, followed by Instagram and Snapchat ( Aschbrenner et al., 2019 ).

Research has also explored the motivations for using social media as well as the perceived benefits of interacting on these platforms among individuals with mental illness. In the sections that follow (see Table 1 for a summary), we consider three potentially unique features of interacting and connecting with others on social media that may offer benefits for individuals living with mental illness. These include: 1) Facilitate social interaction; 2) Access to a peer support network; and 3) Promote engagement and retention in services.

Summary of potential benefits and challenges with social media for mental health

Facilitate Social Interaction

Social media platforms offer near continuous opportunities to connect and interact with others, regardless of time of day or geographic location. This on demand ease of communication may be especially important for facilitating social interaction among individuals with mental disorders experiencing difficulties interacting in face-to-face settings. For example, impaired social functioning is a common deficit in schizophrenia spectrum disorders, and social media may facilitate communication and interacting with others for these individuals ( Torous & Keshavan, 2016 ). This was suggested in one study where participants with schizophrenia indicated that social media helped them to interact and socialize more easily ( Miller et al., 2015 ). Like other online communication, the ability to connect with others anonymously may be an important feature of social media, especially for individuals living with highly stigmatizing health conditions ( Berger, Wagner, & Baker, 2005 ), such as serious mental disorders ( Highton-Williamson, Priebe, & Giacco, 2015 ).

Studies have found that individuals with serious mental disorders ( Spinzy, Nitzan, Becker, Bloch, & Fennig, 2012 ) as well as young adults with mental illness ( Gowen, Deschaine, Gruttadara, & Markey, 2012 ) appear to form online relationships and connect with others on social media as often as social media users from the general population. This is an important observation because individuals living with serious mental disorders typically have few social contacts in the offline world, and also experience high rates of loneliness ( Badcock et al., 2015 ; Giacco, Palumbo, Strappelli, Catapano, & Priebe, 2016 ). Among individuals receiving publicly funded mental health services who use social media, nearly half (47%) reported using these platforms at least weekly to feel less alone ( Brusilovskiy, Townley, Snethen, & Salzer, 2016 ). In another study of young adults with serious mental illness, most indicated that they used social media to help feel less isolated ( Gowen et al., 2012 ). Interestingly, more frequent use of social media among a sample of individuals with serious mental illness was associated with greater community participation, measured as participation in shopping, work, religious activities or visiting friends and family, as well as greater civic engagement, reflected as voting in local elections ( Brusilovskiy et al., 2016 ).

Emerging research also shows that young people with moderate to severe depressive symptoms appear to prefer communicating on social media rather than in-person ( Rideout & Fox, 2018 ), while other studies have found that some individuals may prefer to seek help for mental health concerns online rather than through in-person encounters ( Batterham & Calear, 2017 ). In a qualitative study, participants with schizophrenia described greater anonymity, the ability to discover that other people have experienced similar health challenges, and reducing fears through greater access to information as important motivations for using the Internet to seek mental health information ( Schrank, Sibitz, Unger, & Amering, 2010 ). Because social media does not require the immediate responses necessary in face-to-face communication, it may overcome deficits with social interaction due to psychotic symptoms that typically adversely affect face-to-face conversations ( Docherty et al., 1996 ). Online social interactions may not require the use of non-verbal cues, particularly in the initial stages of interaction ( Kiesler, Siegel, & McGuire, 1984 ), with interactions being more fluid, and within the control of users, thereby overcoming possible social anxieties linked to in-person interaction ( Indian & Grieve, 2014 ). Furthermore, many individuals with serious mental disorders can experience symptoms including passive social withdrawal, blunted affect and attentional impairment, as well as active social avoidance due to hallucinations or other concerns ( Hansen, Torgalsbøen, Melle, & Bell, 2009 ); thus, potentially reinforcing the relative advantage, as perceived by users, of using social media over in person conversations.

Access to a Peer Support Network

There is growing recognition about the role that social media channels could play in enabling peer support ( Bucci et al., 2019 ; Naslund, Aschbrenner, et al., 2016b ), referred to as a system of mutual giving and receiving where individuals who have endured the difficulties of mental illness can offer hope, friendship, and support to others facing similar challenges ( Davidson, Chinman, Sells, & Rowe, 2006 ; Mead, Hilton, & Curtis, 2001 ). Initial studies exploring use of online self-help forums among individuals with serious mental illnesses have found that individuals with schizophrenia appeared to use these forums for self-disclosure, and sharing personal experiences, in addition to providing or requesting information, describing symptoms, or discussing medication ( Haker, Lauber, & Rössler, 2005 ), while users with bipolar disorder reported using these forums to ask for help from others about their illness ( Vayreda & Antaki, 2009 ). More recently, in a review of online social networking in people with psychosis, Highton-Williamson et al (2015) highlight that an important purpose of such online connections was to establish new friendships, pursue romantic relationships, maintain existing relationships or reconnect with people, and seek online peer support from others with lived experience ( Highton-Williamson et al., 2015 ).

Online peer support among individuals with mental illness has been further elaborated in various studies. In a content analysis of comments posted to YouTube by individuals who self-identified as having a serious mental illness, there appeared to be opportunities to feel less alone, provide hope, find support and learn through mutual reciprocity, and share coping strategies for day-to-day challenges of living with a mental illness ( Naslund, Grande, Aschbrenner, & Elwyn, 2014 ). In another study, Chang (2009) delineated various communication patterns in an online psychosis peer-support group ( Chang, 2009 ). Specifically, different forms of support emerged, including ‘informational support’ about medication use or contacting mental health providers, ‘esteem support’ involving positive comments for encouragement, ‘network support’ for sharing similar experiences, and ‘emotional support’ to express understanding of a peer’s situation and offer hope or confidence ( Chang, 2009 ). Bauer et al. (2013) reported that the main interest in online self-help forums for patients with bipolar disorder was to share emotions with others, allow exchange of information, and benefit by being part of an online social group ( Bauer, Bauer, Spiessl, & Kagerbauer, 2013 ).

For individuals who openly discuss mental health problems on Twitter, a study by Berry et al. (2017) found that this served as an important opportunity to seek support and to hear about the experiences of others ( Berry et al., 2017 ). In a survey of social media users with mental illness, respondents reported that sharing personal experiences about living with mental illness and opportunities to learn about strategies for coping with mental illness from others were important reasons for using social media ( Naslund et al., 2017 ). A computational study of mental health awareness campaigns on Twitter provides further support with inspirational posts and tips being the most shared ( Saha et al., 2019 ). Taken together, these studies offer insights about the potential for social media to facilitate access to an informal peer support network, though more research is necessary to examine how these online interactions may impact intentions to seek care, illness self-management, and clinically meaningful outcomes in offline contexts.

Promote Engagement and Retention in Services

Many individuals living with mental disorders have expressed interest in using social media platforms for seeking mental health information ( Lal, Nguyen, & Theriault, 2018 ), connecting with mental health providers ( M. L. Birnbaum et al., 2017 ), and accessing evidence-based mental health services delivered over social media specifically for coping with mental health symptoms or for promoting overall health and wellbeing ( Naslund et al., 2017 ). With the widespread use of social media among individuals living with mental illness combined with the potential to facilitate social interaction and connect with supportive peers, as summarized above, it may be possible to leverage the popular features of social media to enhance existing mental health programs and services. A recent review by Biagianti et al (2018) found that peer-to-peer support appeared to offer feasible and acceptable ways to augment digital mental health interventions for individuals with psychotic disorders by specifically improving engagement, compliance, and adherence to the interventions, and may also improve perceived social support ( Biagianti, Quraishi, & Schlosser, 2018 ).

Among digital programs that have incorporated peer-to-peer social networking consistent with popular features on social media platforms, a pilot study of the HORYZONS online psychosocial intervention demonstrated significant reductions in depression among patients with first episode psychosis ( Alvarez-Jimenez et al., 2013 ). Importantly, the majority of participants (95%) in this study engaged with the peer-to-peer networking feature of the program, with many reporting increases in perceived social connectedness and empowerment in their recovery process ( Alvarez-Jimenez et al., 2013 ). This moderated online social therapy program is now being evaluated as part of a large randomized controlled trial for maintaining treatment effects from first episode psychosis services ( Alvarez-Jimenez et al., 2019 ).

Other early efforts have demonstrated that use of digital environments with the interactive peer-to-peer features of social media can enhance social functioning and wellbeing in young people at high risk of psychosis ( Alvarez-Jimenez et al., 2018 ). There has also been a recent emergence of several mobile apps to support symptom monitoring and relapse prevention in psychotic disorders. Among these apps, the development of PRIME (Personalized Real-time Intervention for Motivational Enhancement) has involved working closely with young people with schizophrenia to ensure that the design of the app has the look and feel of mainstream social media platforms, as opposed to existing clinical tools ( Schlosser et al., 2016 ). This unique approach to the design of the app is aimed at promoting engagement, and ensuring that the app can effectively improve motivation and functioning through goal setting and promoting better quality of life of users with schizophrenia ( Schlosser et al., 2018 ).

Social media platforms could also be used to promote engagement and participation in in-person services delivered through community mental health settings. For example, the peer-based lifestyle intervention called PeerFIT targets weight loss and improved fitness among individuals living with serious mental illness through a combination of in-person lifestyle classes, exercise groups, and use of digital technologies ( Aschbrenner, Naslund, Shevenell, Kinney, & Bartels, 2016 ; Aschbrenner, Naslund, Shevenell, Mueser, & Bartels, 2016 ). The intervention holds tremendous promise as lack of support is one of the largest barriers toward exercise in patients with serious mental illness ( Firth et al., 2016 ) and it is now possible to use social media to counter such. Specifically, in PeerFIT, a private Facebook group is closely integrated into the program to offer a closed platform where participants can connect with the lifestyle coaches, access intervention content, and support or encourage each other as they work towards their lifestyle goals ( Aschbrenner, Naslund, & Bartels, 2016 ; Naslund, Aschbrenner, Marsch, & Bartels, 2016a ). To date, this program has demonstrate preliminary effectiveness for meaningfully reducing cardiovascular risk factors that contribute to early mortality in this patient group ( Aschbrenner, Naslund, Shevenell, Kinney, et al., 2016 ), while the Facebook component appears to have increased engagement in the program, while allowing participants who were unable to attend in-person sessions due to other health concerns or competing demands to remain connected with the program ( Naslund, Aschbrenner, Marsch, McHugo, & Bartels, 2018 ). This lifestyle intervention is currently being evaluated in a randomized controlled trial enrolling young adults with serious mental illness from a variety of real world community mental health services settings ( Aschbrenner, Naslund, Gorin, et al., 2018 ).

These examples highlight the promise of incorporating the features of popular social media into existing programs, which may offer opportunities to safely promote engagement and program retention, while achieving improved clinical outcomes. This is an emerging area of research, as evidenced by several important effectiveness trials underway ( Alvarez-Jimenez et al., 2019 ; Aschbrenner, Naslund, Gorin, et al., 2018 ), including efforts to leverage online social networking to support family caregivers of individuals receiving first episode psychosis services ( Gleeson et al., 2017 ).

Challenges with Social Media for Mental Health

The science on the role of social media for engaging persons with mental disorders needs a cautionary note on the effects of social media usage on mental health and well being, particularly in adolescents and young adults. While the risks and harms of social media are frequently covered in the popular press and mainstream news reports, careful consideration of the research in this area is necessary. In a review of 43 studies in young people, many benefits of social media were cited, including increased self-esteem, and opportunities for self-disclosure ( Best, Manktelow, & Taylor, 2014 ). Yet, reported negative effects were an increased exposure to harm, social isolation, depressive symptoms and bullying ( Best et al., 2014 ). In the sections that follow (see Table 1 for a summary), we consider three major categories of risk related to use of social media and mental health. These include: 1) Impact on symptoms; 2) Facing hostile interactions; and 3) Consequences for daily life.

Impact on Symptoms

Studies consistently highlight that use of social media, especially heavy use and prolonged time spent on social media platforms, appears to contribute to increased risk for a variety of mental health symptoms and poor wellbeing, especially among young people ( Andreassen et al., 2016 ; Kross et al., 2013 ; Woods & Scott, 2016 ). This may partly be driven by the detrimental effects of screen time on mental health, including increased severity of anxiety and depressive symptoms, which have been well documented ( Stiglic & Viner, 2019 ). Recent studies have reported negative effects of social media use on mental health of young people, including social comparison pressure with others and greater feeling of social isolation after being rejected by others on social media ( Rideout & Fox, 2018 ). In a study of young adults, it was found that negative comparisons with others on Facebook contributed to risk of rumination and subsequent increases in depression symptoms ( Feinstein et al., 2013 ). Still, the cross sectional nature of many screen time and mental health studies makes it challenging to reach causal inferences ( Orben & Przybylski, 2019 ).

Quantity of social media use is also an important factor, as highlighted in a survey of young adults ages 19 to 32, where more frequent visits to social media platforms each week were correlated with greater depressive symptoms ( Lin et al., 2016 ). More time spent using social media is also associated with greater symptoms of anxiety ( Vannucci, Flannery, & Ohannessian, 2017 ). The actual number of platforms accessed also appears to contribute to risk as reflected in another national survey of young adults where use of a large number of social media platforms was associated with negative impact on mental health ( Primack et al., 2017 ). Among survey respondents using between 7 and 11 different social media platforms compared to respondents using only 2 or fewer platforms, there was a 3 times greater odds of having high levels of depressive symptoms and a 3.2 times greater odds of having high levels of anxiety symptoms ( Primack et al., 2017 ).

Many researchers have postulated that worsening mental health attributed to social media use may be because social media replaces face-to-face interactions for young people ( Twenge & Campbell, 2018 ), and may contribute to greater loneliness ( Bucci et al., 2019 ), and negative effects on other aspects of health and wellbeing ( Woods & Scott, 2016 ). One nationally representative survey of US adolescents found that among respondents who reported more time accessing media such as social media platforms or smartphone devices, there was significantly greater depressive symptoms and increased risk of suicide when compared to adolescents who reported spending more time on non-screen activities, such as in-person social interaction or sports and recreation activities ( Twenge, Joiner, Rogers, & Martin, 2018 ). For individuals living with more severe mental illnesses, the effects of social media on psychiatric symptoms have received less attention. One study found that participation in chat rooms may contribute to worsening symptoms in young people with psychotic disorders ( Mittal, Tessner, & Walker, 2007 ), while another study of patients with psychosis found that social media use appeared to predict low mood ( Berry, Emsley, Lobban, & Bucci, 2018 ). These studies highlight a clear relationship between social media use and mental health that may not be present in general population studies ( Orben & Przybylski, 2019 ), and emphasize the need to explore how social media may contribute to symptom severity and whether protective factors may be identified to mitigate these risks.

Facing Hostile Interactions

Popular social media platforms can create potential situations where individuals may be victimized by negative comments or posts. Cyberbullying represents a form of online aggression directed towards specific individuals, such as peers or acquaintances, which is perceived to be most harmful when compared to random hostile comments posted online ( Hamm et al., 2015 ). Importantly, cyberbullying on social media consistently shows harmful impact on mental health in the form of increased depressive symptoms as well as worsening of anxiety symptoms, as evidenced in a review of 36 studies among children and young people ( Hamm et al., 2015 ). Furthermore, cyberbullying disproportionately impacts females as reflected in a national survey of adolescents in the United States, where females were twice as likely to be victims of cyberbullying compared to males ( Alhajji, Bass, & Dai, 2019 ). Most studies report cross-sectional associations between cyberbullying and symptoms of depression or anxiety ( Hamm et al., 2015 ), though one longitudinal study in Switzerland found that cyberbullying contributed to significantly greater depression over time ( Machmutow, Perren, Sticca, & Alsaker, 2012 ).

For youth ages 10 to 17 who reported major depressive symptomatology, there was over 3 times greater odds of facing online harassment in the last year compared to youth who reported mild or no depressive symptoms ( Ybarra, 2004 ). Similarly, in a 2018 national survey of young people, respondents ages 14 to 22 with moderate to severe depressive symptoms were more likely to have had negative experiences when using social media, and in particular, were more likely to report having faced hostile comments, or being “trolled”, from others when compared to respondents without depressive symptoms (31% vs. 14%) ( Rideout & Fox, 2018 ). As these studies depict risks for victimization on social media and the correlation with poor mental health, it is possible that individuals living with mental illness may also experience greater hostility online compared to individuals without mental illness. This would be consistent with research showing greater risk of hostility, including increased violence and discrimination, directed towards individuals living with mental illness in in-person contexts, especially targeted at those with severe mental illnesses ( Goodman et al., 1999 ).

A computational study of mental health awareness campaigns on Twitter reported that while stigmatizing content was rare, it was actually the most spread (re-tweeted) demonstrating that harmful content can travel quickly on social media ( Saha et al., 2019 ). Another study was able to map the spread of social media posts about the Blue Whale Challenge, an alleged game promoting suicide, over Twitter, YouTube, Reddit, Tumblr and other forums across 127 countries ( Sumner et al., 2019 ). These findings show that it is critical to monitor the actual content of social media posts, such as determining whether content is hostile or promotes harm to self or others. This is pertinent because existing research looking at duration of exposure cannot account for the impact of specific types of content on mental health and is insufficient to fully understand the effects of using these platforms on mental health.

Consequences for Daily Life

The ways in which individuals use social media can also impact their offline relationships and everyday activities. To date, reports have described risks of social media use pertaining to privacy, confidentiality, and unintended consequences of disclosing personal health information online ( Torous & Keshavan, 2016 ). Additionally, concerns have been raised about poor quality or misleading health information shared on social media, and that social media users may not be aware of misleading information or conflicts of interest especially when the platforms promote popular content regardless of whether it is from a trustworthy source ( Moorhead et al., 2013 ; Ventola, 2014 ). For persons living with mental illness there may be additional risks from using social media. A recent study that specifically explored the perspectives of social media users with serious mental illnesses, including participants with schizophrenia spectrum disorders, bipolar disorder, or major depression, found that over one third of participants expressed concerns about privacy when using social media ( Naslund & Aschbrenner, 2019 ). The reported risks of social media use were directly related to many aspects of everyday life, including concerns about threats to employment, fear of stigma and being judged, impact on personal relationships, and facing hostility or being hurt ( Naslund & Aschbrenner, 2019 ). While few studies have specifically explored the dangers of social media use from the perspectives of individuals living with mental illness, it is important to recognize that use of these platforms may contribute to risks that extend beyond worsening symptoms and that can affect different aspects of daily life.

In this commentary we considered ways in which social media may yield benefits for individuals living with mental illness, while contrasting these with the possible harms. Studies reporting on the threats of social media for individuals with mental illness are mostly cross-sectional, making it difficult to draw conclusions about direction of causation. However, the risks are potentially serious. These risks should be carefully considered in discussions pertaining to use of social media and the broader use of digital mental health technologies, as avenues for mental health promotion, or for supporting access to evidence-based programs or mental health services. At this point, it would be premature to view the benefits of social media as outweighing the possible harms, when it is clear from the studies summarized here that social media use can have negative effects on mental health symptoms, can potentially expose individuals to hurtful content and hostile interactions, and can result in serious consequences for daily life, including threats to employment and personal relationships. Despite these risks, it is also necessary to recognize that individuals with mental illness will continue to use social media given the ease of accessing these platforms and the immense popularity of online social networking. With this in mind, it may be ideal to raise awareness about these possible risks so that individuals can implement necessary safeguards, while also highlighting that there could also be benefits. For individuals with mental illness who use social media, being aware of the risks is an essential first step, and then highlighting ways that use of these popular platforms could also contribute to some benefits, ranging from finding meaningful interactions with others, engaging with peer support networks, and accessing information and services.

To capitalize on the widespread use of social media, and to achieve the promise that these platforms may hold for supporting the delivery of targeted mental health interventions, there is need for continued research to better understand how individuals living with mental illness use social media. Such efforts could inform safety measures and also encourage use of social media in ways that maximize potential benefits while minimizing risk of harm. It will be important to recognize how gender and race contribute to differences in use of social media for seeking mental health information or accessing interventions, as well as differences in how social media might impact mental wellbeing. For example, a national survey of 14- to 22-year olds in the United States found that female respondents were more likely to search online for information about depression or anxiety, and to try to connect with other people online who share similar mental health concerns, when compared to male respondents ( Rideout & Fox, 2018 ). In the same survey, there did not appear to be any differences between racial or ethnic groups in social media use for seeking mental health information ( Rideout & Fox, 2018 ). Social media use also appears to have a differential impact on mental health and emotional wellbeing between females and males ( Booker, Kelly, & Sacker, 2018 ), highlighting the need to explore unique experiences between gender groups to inform tailored programs and services. Research shows that lesbian, gay, bisexual or transgender individuals frequently use social media for searching for health information and may be more likely compared to heterosexual individuals to share their own personal health experiences with others online ( Rideout & Fox, 2018 ). Less is known about use of social media for seeking support for mental health concerns among gender minorities, though this is an important area for further investigation as these individuals are more likely to experience mental health problems and more likely to experience online victimization when compared to heterosexual individuals ( Mereish, Sheskier, Hawthorne, & Goldbach, 2019 ).

Similarly, efforts are needed to explore the relationship between social media use and mental health among ethnic and racial minorities. A recent study found that exposure to traumatic online content on social media showing violence or hateful posts directed at racial minorities contributed to increases in psychological distress, PTSD symptoms, and depression among African American and Latinx adolescents in the United States ( Tynes, Willis, Stewart, & Hamilton, 2019 ). These concerns are contrasted by growing interest in the potential for new technologies including social media to expand the reach of services to underrepresented minority groups ( Schueller, Hunter, Figueroa, & Aguilera, 2019 ). Therefore, greater attention is needed to understanding the perspectives of ethnic and racial minorities to inform effective and safe use of social media for mental health promotion efforts.

Research has found that individuals living with mental illness have expressed interest in accessing mental health services through social media platforms. A survey of social media users with mental illness found that most respondents were interested in accessing programs for mental health on social media targeting symptom management, health promotion, and support for communicating with health care providers and interacting with the health system ( Naslund et al., 2017 ). Importantly, individuals with serious mental illness have also emphasized that any mental health intervention on social media would need to be moderated by someone with adequate training and credentials, would need to have ground rules and ways to promote safety and minimize risks, and importantly, would need to be free and easy to access.

An important strength with this commentary is that it combines a range of studies broadly covering the topic of social media and mental health. We have provided a summary of recent evidence in a rapidly advancing field with the goal of presenting unique ways that social media could offer benefits for individuals with mental illness, while also acknowledging the potentially serious risks and the need for further investigation. There are also several limitations with this commentary that warrant consideration. Importantly, as we aimed to address this broad objective, we did not conduct a systematic review of the literature. Therefore, the studies reported here are not exhaustive, and there may be additional relevant studies that were not included. Additionally, we only summarized published studies, and as a result, any reports from the private sector or websites from different organizations using social media or other apps containing social media-like features would have been omitted. Though it is difficult to rigorously summarize work from the private sector, sometimes referred to as “gray literature”, because many of these projects are unpublished and are likely selective in their reporting of findings given the target audience may be shareholders or consumers.

Another notable limitation is that we did not assess risk of bias in the studies summarized in this commentary. We found many studies that highlighted risks associated with social media use for individuals living with mental illness; however, few studies of programs or interventions reported negative findings, suggesting the possibility that negative findings may go unpublished. This concern highlights the need for a future more rigorous review of the literature with careful consideration of bias and an accompanying quality assessment. Most of the studies that we described were from the United States, as well as from other higher income settings such as Australia or the United Kingdom. Despite the global reach of social media platforms, there is a dearth of research on the impact of these platforms on the mental health of individuals in diverse settings, as well as the ways in which social media could support mental health services in lower income countries where there is virtually no access to mental health providers. Future research is necessary to explore the opportunities and risks for social media to support mental health promotion in low-income and middle-income countries, especially as these countries face a disproportionate share of the global burden of mental disorders, yet account for the majority of social media users worldwide ( Naslund et al., 2019 ).

Future Directions for Social Media and Mental Health

As we consider future research directions, the near ubiquitous social media use also yields new opportunities to study the onset and manifestation of mental health symptoms and illness severity earlier than traditional clinical assessments. There is an emerging field of research referred to as ‘digital phenotyping’ aimed at capturing how individuals interact with their digital devices, including social media platforms, in order to study patterns of illness and identify optimal time points for intervention ( Jain, Powers, Hawkins, & Brownstein, 2015 ; Onnela & Rauch, 2016 ). Given that most people access social media via mobile devices, digital phenotyping and social media are closely related ( Torous et al., 2019 ). To date, the emergence of machine learning, a powerful computational method involving statistical and mathematical algorithms ( Shatte, Hutchinson, & Teague, 2019 ), has made it possible to study large quantities of data captured from popular social media platforms such as Twitter or Instagram to illuminate various features of mental health ( Manikonda & De Choudhury, 2017 ; Reece et al., 2017 ). Specifically, conversations on Twitter have been analyzed to characterize the onset of depression ( De Choudhury, Gamon, Counts, & Horvitz, 2013 ) as well as detecting users’ mood and affective states ( De Choudhury, Gamon, & Counts, 2012 ), while photos posted to Instagram can yield insights for predicting depression ( Reece & Danforth, 2017 ). The intersection of social media and digital phenotyping will likely add new levels of context to social media use in the near future.

Several studies have also demonstrated that when compared to a control group, Twitter users with a self-disclosed diagnosis of schizophrenia show unique online communication patterns ( Michael L Birnbaum, Ernala, Rizvi, De Choudhury, & Kane, 2017 ), including more frequent discussion of tobacco use ( Hswen et al., 2017 ), symptoms of depression and anxiety ( Hswen, Naslund, Brownstein, & Hawkins, 2018b ), and suicide ( Hswen, Naslund, Brownstein, & Hawkins, 2018a ). Another study found that online disclosures about mental illness appeared beneficial as reflected by fewer posts about symptoms following self-disclosure (Ernala, Rizvi, Birnbaum, Kane, & De Choudhury, 2017). Each of these examples offers early insights into the potential to leverage widely available online data for better understanding the onset and course of mental illness. It is possible that social media data could be used to supplement additional digital data, such as continuous monitoring using smartphone apps or smart watches, to generate a more comprehensive ‘digital phenotype’ to predict relapse and identify high-risk health behaviors among individuals living with mental illness ( Torous et al., 2019 ).

With research increasingly showing the valuable insights that social media data can yield about mental health states, greater attention to the ethical concerns with using individual data in this way is necessary ( Chancellor, Birnbaum, Caine, Silenzio, & De Choudhury, 2019 ). For instance, data is typically captured from social media platforms without the consent or awareness of users ( Bidargaddi et al., 2017 ), which is especially crucial when the data relates to a socially stigmatizing health condition such as mental illness ( Guntuku, Yaden, Kern, Ungar, & Eichstaedt, 2017 ). Precautions are needed to ensure that data is not made identifiable in ways that were not originally intended by the user who posted the content, as this could place an individual at risk of harm or divulge sensitive health information ( Webb et al., 2017 ; Williams, Burnap, & Sloan, 2017 ). Promising approaches for minimizing these risks include supporting the participation of individuals with expertise in privacy, clinicians, as well as the target individuals with mental illness throughout the collection of data, development of predictive algorithms, and interpretation of findings ( Chancellor et al., 2019 ).

In recognizing that many individuals living with mental illness use social media to search for information about their mental health, it is possible that they may also want to ask their clinicians about what they find online to check if the information is reliable and trustworthy. Alternatively, many individuals may feel embarrassed or reluctant to talk to their clinicians about using social media to find mental health information out of concerns of being judged or dismissed. Therefore, mental health clinicians may be ideally positioned to talk with their patients about using social media, and offer recommendations to promote safe use of these sites, while also respecting their patients’ autonomy and personal motivations for using these popular platforms. Given the gap in clinical knowledge about the impact of social media on mental health, clinicians should be aware of the many potential risks so that they can inform their patients, while remaining open to the possibility that their patients may also experience benefits through use of these platforms. As awareness of these risks grows, it may be possible that new protections will be put in place by industry or through new policies that will make the social media environment safer. It is hard to estimate a number needed to treat or harm today given the nascent state of research, which means the patient and clinician need to weigh the choice on a personal level. Thus offering education and information is an important first step in that process. As patients increasingly show interest in accessing mental health information or services through social media, it will be necessary for health systems to recognize social media as a potential avenue for reaching or offering support to patients. This aligns with growing emphasis on the need for greater integration of digital psychiatry, including apps, smartphones, or wearable devices, into patient care and clinical services through institution-wide initiatives and training clinical providers ( Hilty, Chan, Torous, Luo, & Boland, 2019 ). Within a learning healthcare environment where research and care are tightly intertwined and feedback between both is rapid, the integration of digital technologies into services may create new opportunities for advancing use of social media for mental health.

As highlighted in this commentary, social media has become an important part of the lives of many individuals living with mental disorders. Many of these individuals use social media to share their lived experiences with mental illness, to seek support from others, and to search for information about treatment recommendations, accessing mental health services, and coping with symptoms ( Bucci et al., 2019 ; Highton-Williamson et al., 2015 ; Naslund, Aschbrenner, et al., 2016b ). As the field of digital mental health advances, the wide reach, ease of access, and popularity of social media platforms could be used to allow individuals in need of mental health services or facing challenges of mental illness to access evidence-based treatment and support. To achieve this end and to explore whether social media platforms can advance efforts to close the gap in available mental health services in the United States and globally, it will be essential for researchers to work closely with clinicians and with those affected by mental illness to ensure that possible benefits of using social media are carefully weighed against anticipated risks.

The impact of social media on culture cannot be overestimated. It had a great influence on the cultural changes in society, so that the role of men and women has been defined by the mass media. In the process, it affected both intercultural and international communication. Many people globally have been trying to understand the meaning of culture and its influence on how human beings behave (Purvis 46).

So, how does media influence culture and society? This essay tries to answer the question in detail, examining the terms separately and discussing the connection. Besides, the author touches upon another crucial question: how does culture affect global media?

Different sociology scholars have tried to come up with various definitions of culture, with many of them having a lot of contradictions. The media has been instrumental in explaining to the public its meaning and enabling everyone to have a cultural identity. The well-being of people can only be guaranteed if they have a strong and definite identity that influences their sense of self and their relationship with other people who have a different cultural identity.

The difference in beliefs and backgrounds helps people from different societies to relate and negotiate well. Intercultural relations have continued to fail because many people are not aware of their cultural identity. The internet and mass media have been instrumental in promoting globalization which has led to many positive influences on the culture of different societies and races across the world.

Globalization enables us to have an overview of different cultures across the world and, in the end, be in a position to copy some positive aspects. Learning about other cultures through the media can create some stereotypes, which can be negative at times. The media plays an important role in educating people and making them familiar with some cultures so as to avoid stereotypes. Examples of stereotypes that have been created by the media include portraying Muslims as terrorists and Africans as illiterates.

By educating people about different cultures and emphasizing the positive aspects, the media can play an important role in constructing the cultures of different societies across the world and, in the process, avoiding prejudice and stereotyping. The mass media has got a large audience that gives a lot of power to influence many societal issues. The media advocates for social concerns and enables communication and exchange of positive cultural values among different societies (Purvis 91).

The mass media presents information about a particular region of culture to the whole world, and it s therefore very important for the information to be properly investigated before the presentation. Global sports such as the World Cup enjoy a lot of following across the world, and the media has the power to influence many cultural aspects during such tournaments.

The media portrays a man as brave and without emotions and women as fearful and emotional in television programs and movies. The media forms the idea of a real man in society as one who is aggressive and financially stable. Women are portrayed as housekeepers, and the children grow up with this information.

The media has constructed a new image of beauty which has continued to influence many women and even young girls across the world. Since beauty has been associated with having a slim figure, many women and young girls have become very enthusiastic about weight control and have also been influenced to change their diet. Schools and parents have failed to educate children about sexuality and, in the process leaving the media as the only source of information about sexuality (Siapera 34).

According to traditional cultures, it is often taboo to talk about sexuality with children, but this is bound to change because schools and parents realize that it is no longer sensible to avoid talking to children about sex-related issues. The media plays a very important role in ensuring that societal norms, ideologies, and customs are disseminated. Socialization has been made possible and much simpler because of the media.

Through socialization, different societies are able to share languages, traditions, customs, roles, and values. The media has become a significant social force in recent years, especially for young people. Whereas the older generations view the media as a source of entertainment and information, the majority of young people see it as a perfect platform for socialization.

The media highlights different values and norms and the possible consequences of failing to adhere to societal norms and values. Through the media, society is able to learn how to behave in different circumstances according to one’s role and status (Siapera 34). The media helps in portraying models of behavior that are supposed to be followed by society and its members.

The media is a fundamental agent of socialization whose operations are very basic compared to other agents such as schools, families, and religious groups. The internet has got different forms of socialization, such as Facebook and Twitter, that have completely revolutionalized the way people socialize in recent times.

Apart from the internet, other media agents that have become very fundamental in socialization include the radio, newspapers, magazines, and tabloids, just to mention a few. Through these media agents, ideas and opinions can be shared and exchanged.

The internet has emerged to be very the most powerful audio-visual medium since it can now be accessed by many people across the world. Through the internet, one is able to influence others or be influenced by other people who use the internet to share and exchange their opinions. Television is another media agent that has really enhanced socialization in many ways (Siapera 71).

Television gives people a good platform to give their opinions on various topics and issues affecting human life. The opinions shared on television reach a large number of people because television is a mass media that is capable of reaching a large audience. The media is often rapid and interactive and is a perfect socialization agent for young people who watch the television most of the time compared to elderly people.

Since the youth form the majority of the audience, many media houses are always smart enough to present topics and programs that appeal to young people. Media houses have the power to manipulate their audience in a skillful manner for the audience to buy into their ideas and messages. The media is able to make some products look appealing to the general public, an example being the status one would acquire if they possessed the latest cell phone in the market (Siapera 85).

The mass media has become a very vital agent in the development of children and the behavior of adults. Although the mass media has some negative influences on the audience, its benefits tend to override the negatives. There are some programs on television that have useful information, like the teachings of some foreign languages that are essential for social interaction.

Programs that teach languages are very beneficial to both children and adults in international socialization. Other programs enable children to be creative and dynamic in their thinking. These programs enable both children and adults to be more knowledgeable and affect their way of doing things. It is, therefore, very important for parents and guardians to be wary of the type of programs their children watch because some programs can end up having a negative influence on them.

Programs with vulgar language and violence should be avoided by children because they can influence them negatively. Different networks have really affected the sense of reality in our society. Internet networks have continued to depict some issues that are out of touch with reality (Siapera 85). The issue of stereotypes that have been mentioned in this paper has greatly been cultivated by networks.

People who get information about certain types of people and cultures without real experience can end up having a wrong impression about a particular race, culture, or region that is contrary to the reality of the situation on the ground. Networks have affected our culture by highlighting some cultures as being primitive and, in the process, prompting people to have a cultural shift.

In conclusion, it is important to note that the media has a very important role in shaping our culture. The media has promoted globalization, and in the end, people from different nationalities and cultures are able to exchange values and ideas that are beneficial to their lives.

The mass media and the internet have greatly contributed to the cultural construction of many societies across the world and therefore making them become very important agents of socialization. Mass media agents such as the television, internet, films, and radio have been very instrumental in promoting socialization by providing a perfect platform for exchanging ideas and opinions on various issues that affect life. Networks have also been able to affect different cultures across the world.

Some of the issues highlighted in films and movies are always fiction, but society tends to practice them in reality, which has led to some serious consequences. Networks and organizations have made the world to become a global village. Networks and organizations will no doubt continue to influence the culture of many societies since there is so much information being passed across different networks and organizations. The media will continue to influence people’s way of life both in the present and in the future.

Among a flurry of surreal images capturing the dazzling auroras is one taken by Benjamin Williamson of a lighthouse in Portland, Maine.

"It's one of the most incredible things I've ever seen, the awe and wonder," Williamson told CNN.

He said he used a long-exposure technique to snap the shot, but did not edit it.

Things could be about to ramp up

If you still haven't seen the aurora, hold on for another 30 minutes to an hour, according to CNN meteorologist Chad Myers.

The next wave of coronal mass ejections, or CMEs, which cause the aurora, is about to arrive, he said.

"Just wait a minute because things are going to start to ramp up here," he said, adding that the increase could arrive "anytime now." "When it comes, get outside, get ready, put your coat on."

For those who are too busy to witness the phenomenon tonight, Myers said the aurora is expected to last three nights.

Why does the aurora last for a weekend?

The northern lights can be seen from Eaton Rapids, Michigan, on May 10.

Generally, it takes just eight minutes for light to travel 93 million miles to the Earth from the sun, but astrophysicist Janna Levin said the energized particles causing the current wave of aurora travel a lot slower, causing the phenomenon to last for the weekend.

"Some of these mass ejections are trillions of kilograms," she said. "They're slower. So they're taking longer, but still hours, maybe tens of hours."

Here's how the solar storm looks in the South and on the East Coast

The aurora was visible across the East Coast and in the South Friday.

Here's how it looked in Chester, South Carolina.

Down in Florida, waves of color swam through the sky.

Up north in New Jersey, a purple-ish haze could be seen in the sky.

Will solar storms get more intense and risky in the future?

The answer is probably not in the short term, according to astrophysicist Hakeem Oluseyi.

He said scientists study what is constantly happening on the surface of the sun and have found a pattern.

“Geological data shows us that in the past the sun was way more active than it is today. It has cycles where it goes very quiet ... and you have events that show that the solar activity was much, much greater,” he told CNN. “So there's no evidence that we're going to see those big maxima this cycle." 

But the astrophysicist also spoke of a caveat - the limitations of modern science.

“Even though it's predictable in the short term, we still don't quite understand what creates the magnetic fields in the sun,” he said, adding: “That's why NASA has so many satellites looking at the sun.”

A series of solar flares and coronal mass ejections from the sun are creating dazzling auroras across the globe .

The rare solar storm may also disrupt communications. The last time a solar storm of this magnitude reached Earth was in October 2003, according to the National Oceanic and Atmospheric Administration's Space Weather Prediction Center.

The massive solar storm could present “a real danger,” especially with the modern world relying so much on electricity, according to Bill Nye the Science Guy , a science educator and engineer.

Scientists are warning an increase in solar flares and coronal mass ejections from the sun have the potential to disrupt communication on Earth into the weekend. Solar flares can affect communications and GPS almost immediately because they disrupt Earth’s ionosphere, or part of the upper atmosphere. Energetic particles released by the sun can also disrupt electronics on spacecraft and affect astronauts without proper protection within 20 minutes to several hours.

In comparison to tonight's event, Nye drew comparisons with another incident in 1859, known as the Carrington Event, when telegraph communications were severely affected.

“The other thing, everybody, that is a real danger to our technological society, different from 1859, is how much we depend on electricity and our electronics and so on,” Nye said. "None of us really in the developed world could go very long without electricity."

He noted that there are systems in place to minimize the impact, but “stuff might go wrong,” stressing that not all transformers are equipped to withstand such a solar event.

“It depends on the strength of the event and it depends on how much of our infrastructures are prepared for this the sort of thing,” he said.

Here's where clouds will block the view of the northern lights in the US

After an incredibly stormy week, most of the Lower 48 has clear skies to see the northern lights. But there are some areas where clouds and rainy weather are spoiling the view.

A deck of clouds is blocking the sky in the Northeast, from parts of Virginia into Maine, as an area of low pressure spins off the East Coast.

In the Midwest, the aurora will be hard to see through thick clouds in parts of Wisconsin, Michigan — including the Upper Peninsula — and Illinois.

A stripe of clouds is tracking across Texas, including Dallas-Forth Worth, and into Louisiana.

And in the Southwest, patchy clouds across the the Four Corners region could make the northern lights difficult to spot.

Aurora seen at least as far south as Georgia

Barely visible to the naked eye, the aurora can be seen in Atlanta in the 10 p.m. ET hour. 

It is easier to see through photographs using a long exposure. The photos below, taken by CNN's Eric Zerkel and Emily Smith, used 3- and 10-second exposures.

1. General elections have a number of implications for the work of departments and civil servants. These arise from the special character of government business during an election campaign, and from the need to maintain, and be seen to maintain, the impartiality of the Civil Service, and to avoid any criticism of an inappropriate use of official resources. This guidance takes effect from 00:01 on 25 May 2024 at which point the ‘election period’ begins. The Prime Minister will write separately to Ministers advising them of the need to adhere to this guidance and to uphold the impartiality of the Civil Service. 

2. This guidance applies to all UK civil servants, and the board members and staff of Non-Departmental Public Bodies (NDPBs) and other arms’ length bodies.  

General Principles 

3. During the election period, the Government retains its responsibility to govern, and Ministers remain in charge of their departments. Essential business (which includes routine business necessary to ensure the continued smooth functioning of government and public services) must be allowed to continue. However, it is customary for Ministers to observe discretion in initiating any new action of a continuing or long term character. Decisions on matters of policy on which a new government might be expected to want the opportunity to take a different view from the present government should be postponed until after the election, provided that such postponement would not be detrimental to the national interest or wasteful of public money.   

4. Advice on handling such issues is set out in this guidance. This guidance will not cover every eventuality, but the principles should be applied to the particular circumstances.  

5. The principles underlying the conduct of civil servants in a general election are an extension of those that apply at all times, as set out in the Civil Service Code

  • The basic principle for civil servants is not to undertake any activity that could call into question their political impartiality or that could give rise to criticism that public resources are being used for party political purposes. This principle applies to all staff working in departments.  
  • Departmental and NDPB activity should not be seen to compete with the election campaign for public attention. The principles and conventions set out in this guidance also apply to public bodies.  
  • It is also a requirement of the Ministerial Code that Ministers must not use government resources for party political purposes and must uphold the political impartiality of the Civil Service.  

Election queries 

6. For any detailed queries on this guidance, or other questions, officials should in the first instance seek guidance from their line management chain, and, where necessary, escalate to their Permanent Secretary who may consult the Cabinet Secretary, or the Propriety and Ethics Team in the Cabinet Office. 

7. The Propriety and Ethics Team handle general queries relating to conduct during the election period, provide advice on the handling of enquiries and any necessary co-ordination where enquiries raise issues that affect a number of departments (through their Permanent Secretary). 

8. In dealing with queries, the Propriety and Ethics Team will function most effectively if it is in touch with relevant developments in departments. 

Departments should therefore: 

  • draw to their attention, for advice or information, any approach or exchange that raises issues that are likely to be of interest to other departments; and 
  • seek advice before a Minister makes a significant Ministerial statement during the election period. 

Section A: Enquiries, Briefing, Requests for Information and attending events 

1. This note gives guidance on: 

  • the handling by departments and agencies of requests for information and other enquiries during a general election campaign; 
  • briefing of Ministers during the election period;  
  • the handling of constituency letters received from Members of Parliament before dissolution, and of similar letters from parliamentary candidates during the campaign; and 
  • the handling of FOI requests. 

2. At a general election, the government of the day is expected to defend its policies to the electorate. By convention, the governing party is entitled to check with departments that statements made on its behalf are factually correct and consistent with government policy. As at all times, however, government departments and their staff must not engage in, or appear to engage in, party politics or be used for party ends. They should provide consistent factual information on request to candidates of all parties, as well as to organisations and members of the public, and should in all instances avoid becoming involved or appearing to become involved, in a partisan way, in election issues. 

Requests for Factual Information 

3. Departments and agencies should provide any parliamentary candidate, organisation or member of the public with information in accordance with the Freedom of Information Act 2000. Local and regional offices should deal similarly with straightforward enquiries, referring doubtful cases through their line management chain and, where necessary to their Permanent Secretary for decision. 

4. Other requests for information will range from enquiries about existing government policy that are essentially factual in nature, to requests for justification and comment on existing government policy. All requests for information held by departments must be dealt with in accordance with the requirements of the Freedom of Information Act 2000. The handling of press enquiries is covered in Section I.  

5. Where the enquiry concerns the day-to-day management of a non-ministerial department or executive agency and the chief executive would normally reply, he or she should do so in the usual way, taking special care to avoid becoming involved in any matters of political controversy. 

6. Enquiries concerning policies newly announced in a party manifesto or for a comparison of the policies of different parties are for the political party concerned. Civil servants should not provide any assistance on these matters. See also paragraph 14.  

7. Officials should draft replies, whether for official or Ministerial signature, with particular care to avoid party political controversy, especially criticism of the policies of other parties. Ministers may decide to amend draft replies to include a party political context. Where this is the case, Ministers should be advised to issue the letter on party notepaper. The guiding principle is whether the use of departmental resources, including headed paper, would be a proper use of public funds for governmental as opposed to party political purposes, and could be defended as such. 

Speed of Response 

8. The circumstances of a general election demand the greatest speed in dealing with enquiries. In particular, the aim should be to answer enquiries from parliamentary candidates or from any of the political parties’ headquarters within 24 hours. All candidates should be treated equally. 

9. Where a request will take longer to deal with, the requester should be advised of this as he/she may wish to submit a refined request. 

FOI requests 

10. Requests that would normally be covered by the Freedom of Information Act (FOIA) must be handled in accordance with the requirements of the Act and the deadlines set therein. Where the application of the public interest balance requires more time, that is permitted under the Act but there is no general power to defer a decision.   

11. Where a request needs to be considered under FOIA it will not normally be possible to get back to the parliamentary candidate, or others, within 24 hours and he or she should be advised of this as they may wish to submit a request more in line with paragraph 8 above. 

Role of Ministers in FOIA decisions 

12. Ministers have a number of statutory functions in relation to requests for information. They are the qualified person for the purpose of using section 36 of the FOI Act for their departments. During the general election period, Ministers will be expected to carry out these functions.  

13. Where there is any doubt, requests should be referred to the FOI Policy team in the Cabinet Office. 

Briefing and Support for Ministers 

14. Ministers continue to be in charge of departments. It is reasonable for departments to continue to provide support for any necessary governmental functions, and receive any policy advice or factual briefing necessary to resolve issues that cannot be deferred until after the election. 

15. Departments can check statements for factual accuracy and consistency with established government policy. Officials should not, however, be asked to devise new arguments or cost policies for use in the election campaign. Departments should not undertake costings or analysis of Opposition policies during the election period.  

Officials attending public or stakeholder events 

16. Officials should decline invitations to events where they may be asked to respond on questions about future government policy or on matters of public controversy. 

Constituency Correspondence 

17. During the election period, replies to constituency letters received from Members of Parliament before the dissolution, or to similar letters from parliamentary candidates, should take into account the fact that if they become public knowledge they will do so in the more politically-charged atmosphere of an election and are more likely to become the subject of political comment. Outstanding correspondence should be cleared quickly. Letters may be sent to former MPs at the House of Commons after dissolution, to be picked up or forwarded. Departments and agencies whose staff routinely deal directly with MPs’ enquiries should ensure that their regional and local offices get early guidance on dealing with questions from parliamentary candidates. Such guidance should reflect the following points: 

a. Once Parliament is dissolved, a Member of Parliament’s constitutional right to represent his or her constituents’ grievances to government disappears, and all candidates for the election are on an equal footing. This doctrine should be applied in a reasonable way. In general, replies should be sent by Ministers to constituency letters that were written by MPs before dissolution. Where there is a pressing need for Ministers to reply to letters on constituency matters written after the dissolution by former Members, this should be handled in a way that avoids any preferential treatment or the appearance of preferential treatment between letters from the governing party and those from other candidates. It will normally be appropriate to send a Private Secretary reply to letters on constituency matters from prospective parliamentary candidates who were not Members before the dissolution. 

b. The main consideration must be to ensure that the citizen’s interests are not prejudiced. But it is possible that a personal case may become politically controversial during the election period. Departments should therefore make particular efforts to ensure, so far as possible, that letters are factual, straightforward and give no room for misrepresentation. 

c. Replies to constituency correspondence to be sent after polling day should, where there has been a change of MP, normally be sent direct to the constituent concerned. It should be left to the constituent to decide whether or not to copy the letter to any new MP. Where there is no change in MP, correspondence should be returned to the MP in the normal way.

Section B: Special Advisers 

1. Special Advisers must agree with the Cabinet Office the termination of their contracts  on or before 30 May (except for a small number of Special Advisers who may remain in post, where the express agreement of their appointing Minister and the Prime Minister to continue in post has been given).     

2. An exception to this is where a Special Adviser has been publicly identified as a candidate or prospective candidate for election to the UK Parliament, in which case they must instead resign at the start of the short campaign period ahead of the election. 

3. Special Advisers who leave government for any reason will no longer have preferential access to papers and officials. Any request for advice from a former Special Adviser will be treated in the same way as requests from other members of the public.  

4. On leaving government, Special Advisers should return all departmental property e.g. mobile phones, remote access and other IT equipment. Special Advisers may leave a voicemail message or out of office reply on departmental IT with forwarding contact details.  

5. Special Advisers receive severance pay when their appointment is terminated, but not where they resign. Severance pay for Special Advisers is taxable as normal income and will be paid as a lump sum. The amount an individual is entitled to will be determined by their length of service as set out in the Model Contract for Special Advisers. Special Advisers are required to agree that if they are reappointed, they will repay any amount above that which they would have been paid in salary had they remained in post. Any excess severance will be reclaimed automatically through payroll on reappointment.  

6. If the Prime Minister agrees exceptionally that a Special Adviser should remain in post during the election period, their appointment will be automatically terminated the day after polling day. In those cases, Special Advisers may continue to give advice on government business to their Ministers as before. They must continue to adhere to the requirements of the Code of Conduct for Special Advisers and may not take any public part in the campaign. Section A is also relevant in relation to the commissioning of briefing. 

7. Different arrangements can be made for Special Advisers on, or about to begin, maternity leave when a UK general election is called. These arrangements are set out in the Maternity Policy for Special Advisers, and Special Adviser HR are best placed to advise on specific circumstances.

8. If there is no change of government following the election, a Special Adviser may be reappointed. The Prime Minister’s approval will be required before any commitments are made, and a new contract issued, including for any advisers who have stayed in post.

Section C: Contacts with the Opposition Party 

1. The Prime Minister has authorised pre-election contact between the main opposition parties and Permanent Secretaries from 11 January 2024. These contacts are strictly confidential and are designed to allow Opposition spokespeople to inform themselves of factual questions of departmental organisation and to inform civil servants of any organisational or policy changes likely in the event of a change of government.  

2. Separate guidance on handling such contacts is set out in the Cabinet Manual.

Section D: Contact with Select Committees 

1. House of Commons Select Committees set up by Standing Order continue in existence, technically, until that Standing Order is amended or rescinded. In practice, when Parliament is dissolved pending a general election, membership of committees lapses and work on their inquiries ceases.  

2. House of Lords Select Committees are not set up by Standing Orders and technically cease to exist at the end of each session. 

3. The point of contact for departments continues to be the Committee Clerk who remains in post to process the basic administrative work of the committee (and prepare for the re-establishment of the Committee in the next Parliament).  

4. Departments should continue to work, on a contingency basis, on any outstanding evidence requested by the outgoing committee and on any outstanding government responses to committee reports. It will be for any newly-appointed Ministers to approve the content of any response. It will be for the newly-appointed committee to decide whether to continue with its predecessor committee’s inquiries and for the incoming administration to review the terms of draft responses before submitting to the newly appointed committee. 

5. It is for the newly-appointed committee to decide whether to publish government responses to its predecessor reports. There may be some delay before the committee is reconstituted, and an incoming government may well wish to publish such responses itself by means of a Command Paper. In this event, the department should consult the Clerk of the Committee before publication of the report response.

Section E: Political Activities of Civil Servants 

1. Permanent Secretaries will wish to remind staff of the general rules governing national political activities. These are set out in the Civil Service Management Code and departmental staff handbooks. 

2. For this purpose, the Civil Service is divided into three groups: 

a. the “politically free” – industrial and non-office grades; 

b. the “politically restricted” – members of the Senior Civil Service, civil servants in Grades 6 and 7 (or equivalent) and members of the Fast Stream Development Programme; and

c. civil servants outside the “politically free” and “politically restricted” groups  

3. Civil servants on secondment to outside organisations (or who are on any form of paid or unpaid leave) remain civil servants and the rules relating to political activity continue to apply to them. Departments should seek to contact individuals on secondment outside the civil service to remind them of this. Individuals seconded into the Civil Service are also covered by these rules for the duration of their appointment. 

Civil Servants Standing for Parliament  

4. All civil servants are disqualified from election to Parliament (House of Commons Disqualification Act 1975) and must resign from the Civil Service before standing for election. Individuals must resign from the Civil Service on their formal adoption as a prospective parliamentary candidate, and must complete their last day of service before their adoption papers are completed. If the adoption process does not reasonably allow for the individual to give full notice, departments and agencies may at their discretion pay an amount equivalent to the period of notice that would normally be given. 

Other Political Activity 

5. “Politically restricted” civil servants are prohibited from any participation in national political activities.  

6. All other civil servants may engage in national political activities with the permission of the department, which may be subject to certain conditions.  

7. Where, on a case by case basis, permission is given by departments, civil servants must still act in accordance with the requirements of the Civil Service Code, including ensuring that they meet the Code’s values and standards of behaviour about impartiality and political impartiality. Notwithstanding any permission to engage in national political activities, they must ensure that their actions (and the perception of those actions) are compatible with the requirements to: 

  • serve the government, whatever its political persuasion, to the best of their ability in a way which maintains political impartiality and is in line with the requirements of the Code, no matter what their own political beliefs are; and 
  • act in a way which deserves and retains the confidence of ministers, while at the same time ensuring that they will be able to establish the same relationship with those whom they may be required to serve in some future government. 

Reinstatement 

8. Departments and agencies must reinstate former civil servants who have resigned from “politically free” posts to stand for election and whose candidature has proved unsuccessful, provided they apply within a week of declaration day.  

9. Departments and agencies have discretion to reinstate all other former civil servants who have resigned to stand for election and whose candidature has proved unsuccessful. Former civil servants in this category seeking reinstatement should apply within a week of declaration day if they are not elected. Departments are encouraged to consider all applications sympathetically and on their merits. For some individuals, it may not be possible to post them back to their former area of employment because, for instance, of the sensitivity of their work and/or because their previous job is no longer vacant. In these cases, every effort should be made to post these staff to other areas rather than reject their applications.

Section F: Cabinet and Official Documents 

1. In order to enable Ministers to fulfil their continuing responsibilities as members of the Government during the election period, departments should retain the Cabinet documents issued to them. Cabinet documents refers to all papers, minutes and supplementary materials relating to Cabinet and its committees. This is applicable to meetings of and correspondence to Cabinet and its committees. 

2. If there is no change of government after the election, Ministers who leave office or who move to another Ministerial position must surrender any Cabinet or Cabinet committee papers or minutes (including electronic copies) and they should be retained in the department in line with guidance issued by the Cabinet Office.  Ministers who leave office or move to another Ministerial position should also not remove or destroy papers that are the responsibility of their former department: that is, those papers that are not personal, party or constituency papers. 

3. If a new government is formed, all Cabinet and Cabinet committee documents issued to Ministers should be destroyed. Clearly no instructions can be given to this effect until the result of the election is known, but Permanent Secretaries may wish to alert the relevant Private Secretaries.  

4. The conventions regarding the access by Ministers and Special Advisers to papers of a previous Administration are explained in more detail in the Cabinet Manual. Further guidance to departments will be issued by the Cabinet Office once the outcome of the election is known.

Section G: Government Decisions 

1. During an election campaign the Government retains its responsibility to govern and Ministers remain in charge of their departments. Essential business (including routine business necessary to ensure the continued smooth functioning of government and public services) must be carried on. Cabinet committees are not expected to meet during the election period, nor are they expected to consider issues by correspondence. However there may be exceptional circumstances under which a collective decision of Ministers is required. If something requires collective agreement and cannot wait until after the General Election, the Cabinet Secretary should be consulted.  

2. However, it is customary for Ministers to observe discretion in initiating any action of a continuing or long term character. Decisions on matters of policy, and other issues such as large and/or contentious commercial contracts, on which a new government might be expected to want the opportunity to take a different view from the present government, should be postponed until after the election, provided that such postponement would not be detrimental to the national interest or wasteful of public money. 

Statutory Instruments 

3. The principles outlined above apply to making statutory instruments. 

Departmental lawyers can advise in more detail, in conjunction with the Statutory Instrument Hub.  

4. The general principle that Ministers should observe discretion in initiating any new action of a continuing or long-term character applies to the making of commencement orders, which during the election period should be exceptional.  As is usual practice, statutory instruments are required to go through the Parliamentary Business and Legislation Committee process before they can be laid.

Section H: Public and Senior Civil Service Appointments

1. All appointments requiring approval by the Prime Minister, and other Civil Service and public appointments likely to prove sensitive (including those where Ministers have delegated decisions to officials or other authorities) should be frozen until after the election, except in exceptional circumstances (further detail below). This includes appointments where a candidate has already accepted a written offer (and the appointment has been announced before the election period), but where the individual is not due to take up post until after the election. The individual concerned should be told that the appointment will be subject to confirmation by the new Administration after the election. 

2. It is recognised that this may result in the cancellation (or delay) of an appointment by the new Administration, and that the relevant department could be vulnerable to legal action by a disappointed candidate. To reduce the risk of this, departments might wish to: 

  • recommend to their Secretary of State the advisability of bringing forward or delaying key stages in the process, where an appointment would otherwise likely take effect just before or after an election; 
  • issue a conditional offer letter, making it clear that the formal offer of the appointment will need to be confirmed by a new Administration. 

3. In cases where an appointment is due to end between dissolution and election day, and no announcement has been made concerning the new appointment, it will normally be possible for the post to be left vacant or the current term extended until incoming Ministers have been able to take a decision either about reappointment of the existing appointee or the appointment of a new person. This situation is also likely to apply to any appointments made by Letters Patent, or otherwise requiring royal approval, since it would not be appropriate to invite His Majesty to make a conditional appointment. 

4. In exceptional cases where it is not possible to apply these temporary arrangements and there is an essential need to make an appointment during the election period, departments may wish to advise their Ministers about consulting the Opposition before a final decision is taken. Departments should consult the Public Appointments Policy Team in the Cabinet Office. 

5. In the case of public and Senior Civil Service appointments, departments should delay the launch of any open competition during an election period, to give any incoming Administration the option of deciding whether to follow the existing approach.  

6. In those cases where an appointment is required to be made, it is acceptable, in the case of sensitive Senior Civil Service positions, to allow temporary promotion.  

Section I: Communication Activities during a General Election

1. The general principle governing communication activities during a general election is to do everything possible to avoid competition with parliamentary candidates for the attention of the public, and not to undertake any activity that could call into question civil servants’ political impartiality or that could give rise to criticism that public resources are being used for party political purposes. Special care must be taken during the course of an election since material produced with complete impartiality, which would be accepted as objective in ordinary times, may generate criticism during an election period when feelings are running high. All communication activity should be conducted in line with Government Communication Service (GCS) guidance on propriety and propriety in digital and social media .  

2. Departmental communications staff may properly continue to discharge their normal function during the election period, to the extent of providing factual explanation of current government policy, statements and decisions. They must be particularly careful not to become involved in a partisan way in election issues.  

3. During the election period, access to departmental briefing systems will be restricted to permanent civil servants who will produce briefing, and answer requests for information, in line with the principles set out in Section A of the election guidance. Any updating of lines to take should be confined to matters of fact and explanations of existing government policy in order to avoid criticism of serving, or appearing to serve, a party political purpose.  

News Media  

4. In response to questions departments should, where possible, provide factual information by reference to published material, including that on websites. Specific requests for unpublished material should be handled in accordance with the requirements of the Freedom of Information Act. 

5. Routine factual press notices may continue to be issued – for example statistics that are issued on a regular basis or reports of publicly-owned bodies, independent committees etc., which a department is required to publish. 

6. There would normally be no objection to issuing routine factual publications, for example health and safety advice, but these should be decided on a case by case basis, in consultation with the Director or Head of Communications, who should take account of the subject matter and the intended audience. A similar approach should apply to blogs and social media. 

7. Press releases and other material normally sent to Members of Parliament should cease at the point at which this guidance comes into effect. 

8. Statements that refer to the future intentions of the Government should not be handled by a department and should be treated as party political statements. Where a Minister considers it necessary to hold a governmental press conference to make clear the Government’s existing policies on a particular subject prior to the election, then his or her department should provide facilities and give guidance. Ultimately, each case must be judged on its merits, including consideration of whether an announcement needs to be made, in consultation with the Director or Head of Communications.  

9. The Propriety and Ethics Team in the Cabinet Office must be consulted before a Minister makes an official Ministerial statement during the election period. 

10. Statements or comments referring to the policies, commitments or perceived intentions of Opposition parties should not be handled by departments. 

Press Articles, Interviews, and Broadcasts and Webcasts by Ministers  

11. During the election period, arrangements for newspaper articles, interviews and broadcasts by Ministers, including online, will normally be made on the political network. Care should be taken by communications staff in arranging any press interviews for Ministers during this period because of the possibility that such interviews would have a strong political content. They should not arrange broadcasts through official channels unless they are satisfied there is a need to do so and that the Minister is speaking in a government, not party, capacity. 

Paid Media 

12. Advertising, including partnership and influencer marketing. New campaigns will in general be postponed and live campaigns will be paused (across all advertising and marketing channels). A very small number of campaigns (for example, relating to essential recruitment, or public health, such as blood and organ donation or health and safety) may be approved by the Permanent Secretary, in consultation with GCS and the Propriety and Ethics Team.

a. International activity. Where marketing is delivered outside the UK and targeting non-UK citizens, the campaign can continue during the election period, subject to Permanent Secretary approval and as long as consideration has been given to the potential for the campaign to garner interest within the UK and to reach UK diaspora. If continuing the campaign is likely to generate domestic interest, it should be paused.

b. Official radio ‘fillers’ will be reviewed and withdrawn unless essential.

13. Films, videos and photographs from departmental libraries or sources should not be made available for use by political parties.  

14. Printed material should not normally be given any fresh distribution in the United Kingdom during the election period, in order to avoid any competition with the flow of election material. The effect on departments that distribute posters and leaflets to the public is as follows: 

a. Posters. The normal display of existing posters on official premises may continue but efforts should not be made to seek display elsewhere. Specific requests by employers, trade unions etc for particular posters may, however, be met in the ordinary way. 

b. Leaflets. Small numbers of copies of leaflets may be issued on request to members of the public and to parliamentary candidates, in consultation with the Director or Head of Communications, who should take account of the subject matter and the intended audience. Bulk supplies should not be issued to any individuals or organisations without appropriate approval. 

c. Export promotion stories and case studies for overseas use may continue to be sought  in the UK but it must be made clear on each occasion that this information is needed for use abroad, and permission must be sought from the Permanent Secretary before proceeding. 

d. The use of public buildings for communication purposes is covered in Section L. 

15. Exhibitions. Official exhibitions on a contentious policy or proposal should not be kept open or opened during the election period. Official exhibitions that form part of a privately sponsored exhibition do not have to be withdrawn unless they are contentious, in which case they should be withdrawn. 

Social Media and Digital Channels 

16. Official websites and social media channels will be scrutinised closely by news media and political parties during the election period. All content must be managed in accordance with GCS propriety guidance.

Publishing content online  

17. Content Design: planning, writing and managing content guidance   should be consulted when publishing any online content.

18. Material that has already been published in accordance with the rules on propriety and that is part of the public domain record can stand. It may also be updated for factual accuracy, for example a change of address. However, while it can be referred to in handling media enquiries and signposting in response to enquiries from the public, nothing should be done to draw further attention to it. 

19. Updating the public with essential factual information may continue (e.g. transport delays) but social media and blogs that comment on government policies and proposals should not be updated for the duration of the election period.  

20. Ministers’ biographies and details of their responsibilities can remain on sites, no additions should be made. Social media profiles should not be updated during this period. 

21. Site maintenance and planned functional and technical development for existing sites can continue, but this should not involve new campaigns or extending existing campaigns.  

22. News sections of websites and blogs must comply with the advice on press releases. News tickers and other mechanisms should be discontinued for the election period. 

23. In the event of an emergency, digital channels can be used as part of Crisis Communication  activity in the normal way. 

Further Guidance 

24. In any case of doubt about the application of this guidance in a particular case, communications staff should consult their Director or Head of Communications in the first instance, then, if necessary, the Chief Executive, Government Communication Service, Chief Operating Officer, Government Communication Service, or the departmental Permanent Secretary who will liaise with the Propriety and Ethics Team in the Cabinet Office.

Section J: Guidance on Consultations during an election period 

1. In general, new public consultations should not be launched during the election period. If there are exceptional circumstances where launching a consultation is considered essential (for example, safeguarding public health), permission should be sought from the Propriety and Ethics Team in the Cabinet Office. 

2. If a consultation is on-going at the time this guidance comes into effect, it should continue as normal. However, departments should not take any steps during an election period that will compete with parliamentary candidates for the public’s attention. This effectively means a ban on publicity for those consultations that are still in process. 

3. As these restrictions may be detrimental to a consultation, departments are advised to decide on steps to make up for that deficiency while strictly observing the guidance. That can be done, for example, by: 

a. prolonging the consultation period; and 

b. putting out extra publicity for the consultation after the election in order to revive interest (following consultation with any new Minister). 

4. Some consultations, for instance those aimed solely at professional groups, and that carry no publicity, will not have the impact of those where a very public and wide-ranging consultation is required. Departments need, therefore, to take into account the circumstances of each consultation. Some may need no remedial action – but this is a practical rather than propriety question so long as departments observe the broader guidance here. 

5. During the election period, departments may continue to receive and analyse responses with a view to putting proposals to the incoming government but they should not make any statement or generate publicity during this period.   

Section K: Statistical Activities during a General Election 

1. This note gives guidance on the conduct of statistical activities across government during a general election period.  [footnote 1]

2. The same principles apply to social research and other government analytical services.  

3. Under the terms of the Statistics and Registration Service Act 2007, the UK Statistics Authority, headed by the National Statistician, is responsible for promoting and safeguarding the integrity of official statistics. It should be consulted in any cases of doubt about the application of this guidance.  

Key Principles 

4. Statistical activities should continue to be conducted in accordance with the Code of Practice for Official Statistics and the UK Government’s Prerelease Access to Official Statistics Order 2008, taking great care, in each case, to avoid competition with parliamentary candidates for the attention of the public. 

Statistical publications, releases, etc. 

5. The greatest care must continue to be taken to ensure that information is presented impartially and objectively. 

6. Regular pre-announced statistical releases (e.g. press notices, bulletins, publications or electronic releases) will continue to be issued and published. Any other ad hoc statistical releases should be released only in exceptional circumstances and with the approval of the National Statistician, consulting with the Propriety and Ethics Team in the Cabinet Office where appropriate. Where a pre-announcement has specified that the information would be released during a specified period (e.g. a week, or longer time period), but did not specify a precise day, releases should not be published within the election period. The same applies to social research publications

Requests for information 

7. Any requests for unpublished statistics, including from election candidates, should be handled in an even-handed manner, in accordance with the Freedom of Information Act. Guidance on handling FOI requests can be found in Section A.  

Commentary and Briefing 

8. Special care must be taken in producing commentary for inclusion in announcements of statistical publications issued during the election period. Commentary that would be accepted as impartial and objective analysis or interpretation at ordinary times, may attract criticism during an election. Commentary by civil servants should be restricted to the most basic factual clarification during this period. Ultimately the content of the announcement is left to the discretion of the departmental Head of Profession, seeking advice from the National Statistician as appropriate. 

9. Pre-election arrangements for statistics, whereby pre-release access for briefing purposes is given to Ministers or chief executives (and their appropriate briefing officials) who have policy responsibility for a subject area covered by a particular release, should continue, in accordance with the principles embodied in the UK Government’s Pre-release Access to Official Statistics Order 2008.  

10. In general, during this period, civil servants involved in the production of official statistics will not provide face to face briefing to Ministers. Only if there is a vital operational need for information, (e.g. an out of the ordinary occurrence of market-sensitive results with significant implications for the economy, or some new management figures with major implications for the running of public services), should such briefing be provided. Any such briefing should be approved by the National Statistician.  

11. Requests for advice on the interpretation or analysis of statistics should be handled with care, and in accordance with the guidance in paragraphs 6 and 7.  

12. Requests for factual guidance on methodology should continue to be met. 

13. Requests for small numbers of copies of leaflets, background papers or free publications that were available before the election period may continue to be met but no bulk issues to individuals or organisations should be made without appropriate approval. Regular mailings of statistical bulletins to customers on existing mailing lists may continue. 

Censuses, Surveys and other forms of quantitative or qualitative research enquiry  

14. Regular, continuous and on-going censuses and surveys of individuals, households, businesses or other organisations may continue. Ad hoc surveys and other forms of research that are directly related to and in support of a continuing statistical series may also continue. Ad hoc surveys and other forms of research that may give rise to controversy or be related to an election issue should be postponed or abandoned. 

Consultations 

15. Statistical consultations that are on-going at the point at which Parliament dissolves should continue as normal, but any publicity for such consultations should cease. New public consultations, even if preannounced, should not be launched but should be delayed until after the result of the election is officially declared.  

Further Advice 

16. If officials working on statistics in any area across government are unsure about any matters relating to their work during the election period, they should seek the advice of their Head of Profession in the first instance. Heads of Profession should consult the National Statistician in any cases of doubt. Queries relating to social research, or other analytical services should similarly be referred to the relevant Head of Profession or departmental lead and Permanent Secretary’s office in the first instance. Further advice can be sought from the Propriety and Ethics Team in the Cabinet Office.

Section L: Use of Government Property 

1. Neither Ministers, nor any other parliamentary candidates, should involve government establishments in the general election campaign by visiting them for electioneering purposes. 

2. In the case of NHS property, decisions are for the relevant NHS Trust but should visits be permitted to, for example, hospitals, the Department of Health and Social Care advise that there should be no disruption to services and the same facilities should be offered to other candidates. In any case, it is advised that election meetings should not be permitted on NHS premises. NHS England publishes its own information to NHS organisations about the pre-election period.

3. Decisions on the use of other public sector and related property must be taken by those legally responsible for the premises concerned – for example, for schools, the Governors or the Local Education Authority or Trust Board, and so on. If those concerned consult departments, they should be told that the decision is left to them but that they will be expected to treat the candidates of all parties in an even-handed way, and that there should be no disruption to services. The Department for Education will provide advice to schools on the use of school premises and resources.  

4. It is important that those legally responsible for spending public funds or the use of public property ensure that there is no misuse, or the perception of misuse, for party political purposes. Decision-makers must respect the Seven Principles of Public Life when considering the use of public funds or property during the election period. The principles include an expectation that public office holders take decisions impartially, fairly and on merit and maintain their accountability to the public for their decisions and actions.

Section M: International Business 

1. This guidance specifically addresses the principles that will apply to international business.  

2. International business will continue as normal during the period of the general election.  

International meetings 

3. Decisions on Ministerial attendance and representation at international meetings will continue to be taken on a case by case basis by the lead UK Minister. For example, Ministers will be entitled to attend international summits (such as meetings of the G20).  

4. When Ministers speak at international  meetings, they are fully entitled to pursue existing UK Government policies. All Ministers, whether from the UK Government or the Devolved Administrations, should avoid exploiting international engagements for electoral purposes. Ministers should observe discretion on new initiatives and before stating new positions or making new commitments (see Section G for further advice on Government decision-making).

5. Where a Minister is unable to attend an international meeting that has been assessed as of significant interest to the UK, the UK may be represented by a senior official. In this case, where an item is likely to be pressed to a decision (a legislative decision, or some other form of commitment, e.g. a resolution, conclusions), officials should engage in negotiations and vote in line with the cleared UK position and in line with a detailed brief cleared by the lead UK Minister. Officials should engage actively where there will be a general discussion or orientation debate, but should seek to avoid taking high profile decisions on issues of domestic political sensitivity. If decisions fall to be taken at an international summit that risk being controversial between the UK political parties, departments should consult their Permanent Secretary about the line to follow who may in turn wish to consult the Cabinet Secretary. 

Changes to International Negotiating Positions

6. There may be an unavoidable need for changes to a cleared UK position that require the collective agreement of Ministers. This may arise, for example, through the need for officials to have sufficiently clear negotiating instructions or as a result of the agreed UK position coming under pressure in the closing stages of negotiation. If collective agreement is required, the Cabinet Secretary should be consulted (see Section G). The Cabinet Secretariat can advise departments where they are unsure whether an issue requires further collective agreement. 

7. Departments should note that the reduced availability of Ministers during the election period means that it will be necessary to allow as much time as possible for Ministers to consider an issue. 

Relations with the Press 

8. Departmental Communication staff may properly continue to discharge, during the election period, their normal function only to the extent of providing factual explanation of current government policy, statements and decisions. They must be particularly careful not to become involved in a partisan way in election issues. 

9. Ministers attending international meetings will no doubt wish to brief the press afterwards in the normal manner. But where officials attend meetings in place of Ministers, they should be particularly circumspect in responding to the press on any decision or discussion in the meeting that could be regarded as touching on matters of domestic political sensitivity. If departments wish to issue press notices following international meetings on the discussions or decisions that took place, they should be essentially factual. Any comment, especially on items of domestic sensitivity, should be made by Ministers. In doing so, consideration will need to be given as to whether such comment should be handled by the department or the party. This must be agreed in advance with the Permanent Secretary.  

International Appointments 

10. The UK should not normally make nominations or put forward candidates for senior international appointments until after the election. It remains possible to make nominations or put forward candidates for other positions. Departments should consult their Permanent Secretary and the Propriety and Ethics Team in Cabinet Office on appointments that risk being controversial between the UK political parties.

Section N: The Devolved Administrations

1. The general election does not affect the devolved administrations in the same way. The devolved legislatures are elected separately to the House of Commons. Devolved Ministers in Scotland, Wales and Northern Ireland will continue to carry out their devolved functions in those countries as usual.

2. Under the Civil Service Code, which also applies to all civil servants, civil servants in the devolved administrations serve Ministers elected through elections in Scotland, Wales and Northern Ireland and do not report to the UK Government. Accordingly, this guidance does not apply to them. They will continue to support their Ministers in their work. 

3. However, the devolved administrations acknowledge that their activities could have a bearing on the general election campaign. While the devolved administrations will continue largely as normal, they are aware of the need to avoid any action that is, or could be construed as being, party political or likely to have a direct bearing on the general election. Staff in the devolved administrations will continue to refer requests for information about reserved issues from MPs, parliamentary candidates and political parties to the relevant UK department. Requests for information about devolved issues will be handled in accordance with relevant FOI legislation, taking account of the need for prompt responses in the context of an election period. 

4. Officials in the devolved administrations are subject to the rules in Section E as regards their personal political activities, in the same way as UK Government officials.

Section O: Public Bodies 

1. The general principles and conventions set out in this guidance apply to the board members and staff of all NDPBs and similar public bodies. Some NDPBs and ALBs employ civil servants.  

2. NDPBs and other public sector bodies must be, and be seen to be, politically impartial. They should avoid becoming involved in party political controversy. Decisions on individual matters are for the bodies concerned in consultation with their sponsor department who will wish to consider whether proposed activities could reflect adversely on the work or reputation of the NDPB or public body in question.

This includes departments and their agencies and other relevant public bodies including all public bodies deemed to be producers of official statistics by dint of an Order in Parliament.  ↩
